Brief Biography of Dr. Edgar B. Brossard, of Utah
Chairman of United States Tariff Commission
Dr. Brossard was born on his father's cattle ranch at Oxford, Idaho,
April 1, 1889, but has been a resident of Utah since 1900, when the family
moved to Logan.
He is a well-trained economist with B.S. and honorary LL.D. degree
from Utah State Agricultural College and M.S. and Ph. D. degrees from the
University of Minnesota. He also did graduate work at Cornell University,
New York, 1917-18.
After teaching one year at the University of Minnesota and six years
at Utah State Agricultural College he was appointed from Civil Service
rolls September 1, 1923 as exonomist on the staff of the United States
Tariff Commission. He is a Government career man, having come up through
the Civil Service.
On July 9, 1925 President Calvin Coolidge appointed Dr. Brossard a
member of the Tariff Commission. Presidents Herbert Hoover, Franklin D.
Roosevelt and Harry S. Truman have each reappointed him a member of the
Commission and Presidents Hoover and Eisenhower have appointed him Chairman
of the Commission in which position he now continues to serve.
Dr. Brossard has served as Alternate United States Delegate to the
Geneva (1947) and Havana (1948) International Conferences on Trade and
Employment and is now Chairman of the Committee for Reciprocity Infor-
mation and a member of the Interdepartmental Committee on Trade Agreements
in both of which capacities he serves under executive order of the Presi,
dent (E.O. No. 10082, of October 5, 1949) because of his position as
Chairman of the Tariff Commission.
Dr. Brossard also served as a member of the Interdepartmental Com-
mittee on Inter-American Affairs, 1942-50, and as a member of Inter-
departmental Committee on Scientific and Cultural Cooperation and its
predecessor, 1938-48, and made an official inspection for that Committee
of *United States Government projects under this program in Mexico,
Central and South America, and in Cuba (1946).
He is one of the three Republican members of the Tariff Commission.
There are also three Democrats on the Commission. The law requires that
a Republican be appointed to this position, as under the tariff law not
more than 3 members may be of any one political party.
Dr. Brossard is a member of the American Economic Association,
American Farm Economics Association, Phi Kappa Phi, Alpha Zeta, Pi Kappa
Alpha, and the National Grange (Patrons of Husbandry).
Dr. Brossard's health is excellent, with no serious illness of any
kind in his life, and almost no time away from work during his entire life
on account of even monor ailments such as colds.
Dr. Brossard's present term expires June 16, 1956.
