A constitutional system is dedicated to balance, to the golden mean
that Aristotle advocated and that our Constitution was set up to preserve.
It operates through a system of checks and balances, sometimes, we feel,
slowing down the machinery. It is far from perfect. Big Labor threatens
to do what Big Business could never have done and never attempted; and Big
Labor is less controlled by law and practice than business or other sectors
of our economy or our professions and distributing or service trades. But
Big Labor in the United States is generally deeply aware that our system
protects responsible freedom, where the Soviet system offers it ruthlessly
controlled slavery.
In any stocktaking, it pays to start out with the most honest attempt
to face the facts: The plus side of our ledgeris impressive, as this conference
has recorded. We do operate through large-scale businees organizations that
are capable of the kind of massive production and efficient distribution and
forward-planning, including the application of research, that has made the
American economic system achieve levels of strength and the satisfaction of
basic wants and the protection of public health and security never even
approached in the previous history of humanity. We ought not to forget that,
but we cannot rest content with it. We find that big business han ti
