March 24, 1960 Memorandum To: RN From: RMW In talking with Dr. Elliott he said he had made a speech at the Harvard Club the other night which was at the same time Senator Fulbright made a speech. Fulbright had agreed not to dis- credit the Administration and the speeches were to be taped to be carried by the Voice of America. Fulbright completely disregarded his agreement and let the Administration have it with both barrels. Elliott said: "I told the man in charge that I thought this was not the kind of thing that was aimed at a foreign audience and that it would be contrary to policy to have it carried on the Voice of America, but I am going to mention this to Secretary Herter today to attempt to make sure that this does not happen. "I want very much to talk with you again just as soon as possible with regard to the line which should be worked out to answer this sort of attack. Dodd's article in Orbis is along the same line and is a terrible thing. 'I think it is extremely important to analyze and get down the basic thoughts for replying. I think we need to point out that this is a divisive force and that they are aiding Khrushchev who is trying to play on this same tack in Paris at this time. "I do not have in mind a discussion of a specific speech but would like to frame something which could be used in any speech -- taking a high line and not seeming to be complaining but calling upon all Americans to do their duty at a time like this. "I am sending you a memo but for the political approach I feel Ineed to discuss it rather than to put it in memo form. 'The spring recess at Harvard is the first week in April and I would be available any day that week. Otherwise, as you know, I am here on Thursdays and Fridays. "I also want to remind you again that Marion Folsom is in good health and would be an excellent man as an advisor. He is widely regarded." Reproduced at the Richard Nixon Library and Museum.
