WHEREAS, California has been deeply honored to be
selected as the site for the historic state visit of our
President, Richard M. Nixon, and President Gustavo Diaz
Ordaz of the Republic of Mexico; and
WHEREAS, International friendship depends on the warm
relations of good neighbors; and
WHEREAS, The United States of America, under the
leadership of our President, Richard M. Nixon, seeks to
mutually preserve and extend our social, economic and
cultural relationship with our close friends of the
Republic of Mexico; and
WHEREAS, The event of this historic state visit is

My dear Mr. President:
California has been accelerating its efforts in environ-
mental protection. We now have an Environmental Quality
Council that is actively working on the state level to
fulfill similar objectives to those assigned to your
cabinet level council. Our State Water Resources Control
Board has been recently advised of the approval of our
32 stream water quality policies and now we have a truly
comprehensive set of water quality goals.
But they are just goals and not realities. Only increased
expenditures for waste treatment facilities will achieve
them. Federal appropriations in recent years have been
far behind earlier projections. To preserve the concept
of local control and at the same time build the necessary
facilities, the federal government should underwrite a
portion of local obligations for the construction of waste
treatment facilities. This concept is contained in
several bills before Congress.
We urge you to give direct and immediate support to this
concept which appears to offer in principle and in practice
the only way to provide the clean waters the people of our
Nation are demanding.

MEMORANDUM FOR
H. R. HALDEMAN
In the attached memorandum, Harry Dent recommends that the
President call Governor Reagan to invite him to acdept the deed
to the Old Mint Building which is being turned over to San Francisco
State College. There are several points of primary importance
which I do not think are brought out strongly enough in Dent's
memorandum. These points are:
1.
The main reason for the phone call is to request Governor
Ronald Reagan to personally accept, or designate some individual
to represent him in accepting, the deed to the Old Mint
Building in San Francisco.
2.
Senator Murphy has already been contacted by Dale Grubb
and has agreed to personally represent the President in
turning the deed over to the State of California.
3.
There is one discrepancy in Harry Dent's memo in that
San Francisco State College intends to use the Old Mint
Building to establish an urban university center ---- not
an urban affairs school.

SUBJECT: Old Mint Building, San Francisco

I believe this could be a good story, particularly in
the Far West. I would suggest that transfer be
announced by having a letter from the President
describing the Mint and his interest in urban colleges
be sent to either Senator Murphy or to Governor Reagon, Ronald
This, then, could be announced by either of them with
a press conference in San Francisco.
It would be advantageous to have Bob Finch participate
in that press conference as representative of the
President. The advantage of doing this through Reagen
would be that it would heal some of the wounds which
have developed between the Administration and the
Governor. The advantage of doing it through Murphy
would be to help in giving a boost to his campaign for
reaction.
An alternative would be to arrange a three-way press
conference with Finch, Reagan and Murphy.
I believe a story on this should be prepared here before
then and issued by Ron Ziegler at about the time of the
California press conference. It would be advantageous
if he had pictures available at that time.

letter to Secretary Stans. I am certainly optimistic that the
Cal Job Program will be able to work very closely with this
Administration's efforts to involve the private sector and
the various levels of government in the stimulation of economic
development, minority entrepreneurship and the like.
I understand from Secretary Stans that Mr. Harold E. Levitt
has met with Mr. Thomas F. Roeser, the Director of the newly
created Office of Minority Business Enterprise. I understand
further that Mr. Levitt and Mr. Roeser had an extremely pro-
ductive meeting and that the channels of communication and
cooperation are now open between their two offices.
I look forward to a continued happy relationship between California
and the Department of Commerce in these and other matters.

Also, you are aware that I know of your devoted efforts

After many detailed discussions with the Republican
leadership in Sacramento, and after several discussions
with Governor Reagan, Bob Finch was satisfied that
Jack Veneman's appointment would not jeopardize our
control of the Assembly.
I believe that you will agree that Jack Veneman's service
in my Administration will be of great benefit to the Nation,
to the State of California, and to the Republican Party.
Admittedly, this was a tough decision to reach, and we
reached it after the most careful consideration of all the
factors involved.

California Service Alliance that will promote local alliances
to audit, coordinate, launch and report back on volunteer
programs being conducted in local areas throughout California.

My dear Mr. President:
The current flooding of the Sacramento River points up
the urgency to increase the 1969-70 budget item for the
Sacramento River Bank Protection Project from $2,000,000
to $3,500,000.
This project protects an area of over one million acres,
with an assessed valuation of over $3,200,000,000 and a
population of about 725,000. The levee system itself repre-
sents an investment by all concerned of over $200,000,000,
and the operation of the entire Sacramento Valley flood con-
trol system is predicated on an adequately functioning levee
system. The amount of damages prevented by this system over
the years amounts to several hundred million dollars.
120,000 lineal feet of bank protection work, representing
a total cost of about $10,000,000, are designated and ready
to be constructed as soon as federal funds are available.
Both the state's and the Corps of Engineers' efforts are
geared to accommodate at least a $3,500,000 annual federal
appropriation.
The limited availability of federal funds over the past
two years has reduced construction work to a level which
does not even keep pace with new erosion, and the present
flood condition in California will accelerate the already
critical deterioration of these levees. The flooding of
Sherman Island typifies the costly disaster being courted
by delay.

Subject: Congressman Don Clausen - on Flood Control
Congressman Clausen advised me again today regarding flood
control that the Democrats in California are apparently
picking up the ball and running with it and trying to embarrass
Governor Reagan and ultimately the Administration.

He advised that Congressman John Tunney is one who is
trying to take advantage of the didaster there and is strongly
proposing flood control. Clausen had just spoken with John
Ahlers, AA to Senator Murphy, and they both feel that
Tunney is using lack of flood control as a way to buildup
brownie points in the State to run against Murphy two hears
hence.
Congressman Clausen feels that this is a political decision that
must be made but using excellent economic benefits in the long
run. He feels that the President, Governor Reagan, Senator
Murphy as well as himself could benefit by monies being
set aside for flood control. He plans to call Tom Cole in this
connection.

SUBJECT: Presidential Telephone Calls
It seems to be universally agreed that a Presidential telephone call
is an effective tool that can serve many useful purposes. Among
other things, a one-minute phone call can take the place of a half-
hour face-to-face meeting and further allows for more control of
the subject to be discussed. Consequently, we should reinstitute
and reinforce our system for recommending and implementing
Presidential phone calls.
Proposal
Each day a folder will be prepared containing suggestions for
Presidential telephone calls. Each telephone request will be
submitted on a separate sheet of paper and will be in the format
exemplified by the attached. The suggested call sheets will be
received by the Appointments office, specifically by me.
A maximum of 5 telephone calls will be included in the folder
each day. Where more than 5 suggested calls have been received,
a determination will be made by the Appointments Secretary of
which 5 should be included in the folder. Additionally, the calls
that are placed in the folder will be stacked in a suggested order
of priority. The entire folder will be submitted to the Staff Secretary.
who will then review and screen the suggested calls. If, in the
judgment of the Staff Secretary, there is a reason why a call should
not be made, the suggested call sheet will be removed from the
folder until the objection is satisfied. If acceptable, the folder
will be forwarded to Mr. H. R. Haldeman just like any other
Presidential material for final review before submission to the
President.

there will be a meeting at Lake Tahoe this weekend for
the purpose of agreeing on the agenda for the Republican
Governor's Conference at Hot Springs, Arkansas, in
December. They are concerned that the Rockefeller people
may come in with a well devised plan, so they want to know
what the President might like to have discussed, considered
and acted upon by the Conference.
I suggested the new federalism programs and support of the
Administration on this, and the anti-inflation drive. If you
have any suggestions to make I suggest Mike Diver be
contacted at Area Code 916 445 6343, before 3:00 p.m. on
Wednesday.

I want you to know that I greatly appreciated your personal
note in response to my recent letter. -filed Eye: to - 9/16/69
I am sure you have been aware of the outstanding successful
year long "200th Anniversary Celebration" of San Diego's found-
ing. Among the most significant events was the recent visit of
two Portugese frigates under the command of Vice Admiral Armando
de Roboredo, Chief of Staff, Portugese Navy. This outstanding
senior naval officer was a tremendous "hit" in the various
events in San Diego in which he took part. Not the least of
his contributions was a tremendous address that he gave at the
closing banquet. I was so impressed that I asked his aide-de-
camp, Commander Vasco A. M. Rodrigues, Naval Attache, Embassy
of Portugal, to get me a copy of his address. I enclose a
photo copy to you and I thought you would especially like his
opening tribute to the significance of the Americans' success
in the first landing on the Moon. I might add that the whole
world was thrilled with your part in speaking to the Astronauts
and welcoming them back aboard the carrier in mid Pacific.
I understand that our Chief of Naval Operations, Admiral
Thomas H. Moorer, and Admiral Roboredo are very good friends.

In closing, may I say that if your staff feels that you
would have the time some evening at home to peruse Admiral
Roboredo's address, I believe you would find it very interest-
ing.

I am recommending that he be offered Chairmanship of the Foreign
Claims Settlement Commission. This is a Level V job which re-
quires a lawyer, and should be acceptable to him.

Cap Weinberger has committed to Reagan that he will not come
to Washington, under any circumstances, prior to January 1.
As you know, he gave the press corps the information of his
appointment as Chairman of the FTC before we could discuss
with him the Deputy Director of the Budget position. This being
the case, I suggest we continue looking for our first choice for
the job of Deputy Di ector of the Budget. If we do not find this
man by January 1, the earliest date that Weinberger could come
to Washington in any event, we can then consider putting Weinberger
in this job and delaying on the appointment of a new Chairman for
the FTC.

surprise to practically everybody present, including
George. The affect on the dinner guests was tremen-

dinner.
Just as a matter of information, you may be interested
in knowing we had 1,380 guests present and after paying
all dinner expenses, TaftXSchreiber and I expect to
have at least $250,000 in the bank to keep the campaign

your administration. Bob Finch's speech for George
was as touching and warm and well received as any I

Governor Reagan's statement in support
of the Administration.

Gordon Brownell of my staff accompanied Governor Reagan X
on his campaign visit to Norfolk in support of Lin Holton.
He reports the Governor specifically praised the President's
welfare reform package, his fight against inflation, and
his efforts to bring about an honorable peace in Vietnam.
Brownell described the Governor's remarks as being "as strong
and eloquent an endorsement of the President's policies as
one could ask".
Also, the Governor spoke to all of our political coordinators
and political personnel chiefs in the Administration prior
to departing for Virginia. He did an excellent job and again
gave strong support to the President. He pushed hard on the
point of putting in loyalists in all non-career positions.
We had more than 100 in attendance.
In a private conversation with the Governor, he only expressed
concern about two points. What is going to happen on Vietnam,
and who is going to succeed Dr. Burns. Some of the
speculation on both points has him concerned.
If the President wants a letter written or any action taken,
I will coordinate this through Keogh's office.

My dear Mr. President:
This week I learned that the foreign fishery attache post
at our Embassy in Mexico is scheduled to be transferred to
Washington, D.C. I recognize that this is prompted by
budgetary considerations and the decision of our national
government to cut back the number of Americans serving in
foreign posts. However, the Mexico City fishery attache
office has been extremely helpful to us in developing our
fishery research and management programs involving fish
stocks common to both the United States and Mexico. It is
of equal importance to the California-based fishing industry,
both commercial and sport.
Conservation of our marine resources requires that we make
every effort to work closely with Mexican officials as the
resources do not recognize international boundaries. The
Mexican office is of equal importance to the Gulf states
whose shrimp vessels operate extensively off Mexico. These
fisheries provide an important dollar input to the Gulf and
California economies, for shrimp and tuna comprise our two
largest and most viable distant-water fisheries. We feel
that the transfer of the position to Washington would destroy
its usefulness, for it is only by having a man on the scene
that we can expect to obtain the information and guidance
that we need.
Last month I requested the Pacific Marine Fisheries Commission
to do what they could to maintain the fishery attache office.

prisoners of war in Vietnam. Governor Reagan forwarded your
letter to the President.
President Nixon would like you to know that he deeply shares
your concern and that you have his full sympathy over the status
of your husband.
He has directed that the highest possible attention be given to the
question of the treatment and release of our men who are
prisoners of the Communists in Vietnam and elsewhere in South-
east Asia. We are making continuing efforts to engage the other
side meaningfully on this subject and we deeply regret Hanoi's
refusal to respond constructively so far.
The President and I join in your hopes and prayers for the early
release of your husband.

Subject: Point Reyes National Seashore
My Administration strongly supports the completion of the Point
Reyes National Seashore Project. I recognize that under the
existing funding availability that this is exceedingly difficult.

I understand that you are convening a meeting on this subject to
seek ways and means to resolve this extremely important conser-
vation issue.
During the 1968 Congress, my Administration became deeply involved
in the support of a viable Land and Water Conservation Fund. As
you will recall, I went on record in favor of establishing the
dollar level of that fund which was ultimately reflected in the
bill as signed by the President. To my knowledge, all of our dele-
gation wont on record in support of this position..

My Secretary for Resources, Norman Livermore, was in daily communi-
cation with members of the Administration and our Congressional
Delegation in exhausting all avenues to achieve that end. I sin-
cerely feel that the Land and Water Conservation Fund should be
provided the resources to the maximum extent of the law. Should
this be done, I believe the latitude would be available for your
Y
committee to provide the funds necessary to consummate the Point
Reyes National Seashore Project.
I am conveying this message to President Nixon and I am urging
him to lend his support to this philosophy.

My dear Mr. president:
One of California's most pressing current conservation park
issues is the completion of the Point Reyes National Seashore
Project.
The project when approved by Congress was considerably under-
funded. Extreme pressures are being brought to bear on land-
owners whose lands are within the "talking" boundarięs to sell
those lands for conversion to subdivisions. This would be a
serious encroachment on the potential integrity of this magni-
ficent National Seashore project.
Last year, I gave the full support of my office to the amend-
ments to the Land and Water Conservation Fund which authorized
$200 million for accrual each year for five years to the Fund
from Federal offshore oil leases. There were considerable
efforts to seek California's support for the diversion of those
funds for other uses; however, I felt that the use of these
offshore revenues to assist local government in completing
needed park projects and the States and Federal Government in
completing projects in the respective states and national inter-
ests was the most desirable use of revenues from this national
natural non-renewable resource. I encouraged and received full
support of our California delegation vital to the passage of
these amendments.

the recent elevation of the Democrat incumbent (Maldinato) to higher
responsibilities in Washington. We understand that Mr. Rumsfeld
does not favor the appointment of Mr. Deasy. Governor Reagan has
already discussed this subject with Governor Boe in the strongest
terms, and we fear that this will become a subject of confrontation
between these three Republican Governors and the Vice President at
the Republican Governors Conference three weeks hence.
On the premise that these governors know whereof they speak, urge
the immediate appointment of Mr. Deasy.
I have requested the file be forwarded directly to you from Sacramento.

I suggest you talk with Dent about
going ahead on this matter on the above basis.
Dent can do his best to make things right with
Ronald Reagan, All this assumes that Betts is both a
good Republican and that OHO wants him for the

The head of the department containing the office for which Reagan
wants his man is Frank Carluzzi. Carluzzi is a strong Republican
and an ex-foreign service officer on whom the President is very
high. He is the fellow who put into effect Operation Topsy and cut
the Rio Embassy by 40%. Heris not a hold-over. He was brought
in by Rumsfeld.
Carluzzi interviewed Reagan's candidate and it is he who says that
he is a weak sister and not a good candidate. Given the President's
very high regard for Carluzzi, which he has expressed to me
personally, I suggest we accept his reading on this individual.

As reported to you by Governor John A. Love, California has
complied with your request for concerted and cooperative
action in the nation's fight against inflation.
Our Public Works department alone deferred $125 million in
construction which, according to the Office of Administration,
Federal Highway Administration, will mean a $250 million
eventual impact on highway construction in this state. In
our Water department, as well as in higher education, other
projects have been deferred due to bond interest rate problems
now facing this state.
We are most anxious, however, to evaluate the economic effect
of other Federal cutbacks in California. We have not been
able to obtain a total picture from the Bureau of the Budget
on this situation.
As John said in his November 5 letter to you: "We also hope
that the voluntary partnership effort, as contrasted with a
mandatory dictate by the federal government, will henceforth
become the foundation on which more effective federalism can
be constructed and preserved."
California took the lead in this vital need and will cooperate
to the fullest extent but we both must be kept fully informed
of the impact on our states so future decisions can be based
on this information.

California has undertaken a major health planning program in
response to federal and state legislation enacted in 1966 and
1967, P.L. 89-749 and P.L. 90-174. Under this program, we
are making every effort to assure the citizens of our state
that available resources be used in the most efficient manner
to assure the highest level of health attainable in an environ-
ment which contributes positively to healthful individual and
family living.
We have achieved to a great degree the marshaling of our
state's health resources to assure comprehensive health
services of high quality for all Californians. One of the
main objectives of the comprehensive health planning activities,
and funding at the local county, area-wide, and state levels,
is to assure that the health planning activities and funding
of health programs and projects are consistent with the needs
of our citizens.
To date, however, the federal government, in allocating funds
to specific health projects and programs, has not adequately
coordinated with the state. In fact, federal funding is still
based on federal priorities, which do not take into consider-
ation the priorities established by state and local agencies
to meet the health needs of our citizens.
If tax monies are to be used in an effective and efficient
manner to achieve health planning objectives and goals, it is
important that the federal government be responsive to the
recommendations of concerned and interested individuals and
groups residing where the projects or programs will be
conducted.

This is in response to your memo of December 9 about the telegram
from Governor Reagan on air travel tax exemption for state and local
governments.
The Department of Transportation tells me that the Administration's
bill contained the air travel tax exemption for state and local govern-
ments, but it was stricken by Wilbur Mills. It carried in that manner
through the House and through the Senate Commerce Committee. The
legislation is now before the full Senate as the Aviation Facilities and
Expansion Act of 1969. There is not expected to be any action on that
or any other measure for the remainder of this session of Congress
because the Congress is attempting to complete action only on the
appropriation bills.
But DOT said it would be happy to make a request for this to be
restored, so that we may so indicate to Governor Reagan. Attached
is a draft letter that you may want to use for the response.

The President is going to be asked to attend the annual
Republican Governors' Conference in Arkansas in
December. If he would come a little earlier to the
National Governors' Conference at Colorado Springs on
September 1, we could have a private conference with
the Republican Governors in the afternoon, and then it
would not be necessary to go to Arkansas in December.
Of course, it may not be necessary Ronald to go to Arkansas
at all, but Governor x Reagan and the other Governors
are most anxious to have a good session with the
President, as we had when six of them were here for the
Executive Committee dinner at the White House.
I strongly urge this because I think it does the President
so much good, but more than that it is the best tonic we
can give the Governors.
Governor Reagan would set up a meeting in Colorado Springs
and we can have the President drop by for about one or
one and one-half hours of discussion.
Please let me know something on this soon so that we can
make the necessary plans, if it can be done.

My dear Mr. President:
I note that a nationwide public service campaign on drug
abuse will be launched by the Advertising Council at the
request of the White House and the Departments of Defense,
Justice and Health, Education and Welfare. I want to offer
my best wishes for the success of the program.
Those of us who are concerned with dangerous drugs in
California have taken a "total approach" toward helping to
solve the pressing problem of drug abuse. My office is
working with the California PTA to encourage formation of
drug abuse committees in high schools and junior high
schools. An inter-agency council, sponsored by the Cal-
ifornia Medical Association, that includes government and
private agencies concerned with the problem, has been formed
to develop solutions.
Another aspect of the approach to this serious problem is a
public education program which started in June. Grey Adver-
tising, of San Francisco, is the volunteer agency, working
in cooperation with my office and the California Medical
Association.
Enclosed is a package that includes the first television and
radio spots, and newspaper advertisements produced by the
agency, and a news release announcing the campaign, which was
released in May of this year. I thought you would be inter-
ested in our experience here in California.
The program has been in the developmental stages since last
fall. One of the first things we did was to receive commit-
ments of support from the major media organizations. Then a
fund-raising program was begun to cover agency expenses and
other conts. About two-thirds of the $50,000 budget set by
the agency has been collected, with the pharmaceutical industry
donating most of the total; the remainder has been contributed

Regarding General Lincoln S recommendation
to the President that be announce a disaster
declaration for California when he appears
with Governor Reagan. I talked with Fred
Russell, General Lincoln's Deputy, on Monday
night, April 11, and advised him that the
President would not have the time in his
schedule to make such a formal statement.
I told him that if the opportunity presented
itself he may mention this in an informal
way if he appears before the press with the
Governor, and then only if the remarks for
press benefit. I went on to tell Russell
that he should not hold up the signing of
the disaster declaration put should plan to
get it signed as quickly as possible, even
if it was before the President appeared with
the Governor as this would not foreclose the
option of the President making remarks to the
effect of the disaster declaration.

Dear Governor Reagan:
I apologize for the long delay in responding to your cordial letter
of July 15, but I was off trying to grab a few days of vacation.
I am flattered by your gracious invitation to speak at the proposed
conference in November on preserving and enhancing California's
environment. Of course this is an important subject, and I would
have been pleased indeed to have been able to accept.
Unfortunately, I have found in the past few months that I have less
and less time to travel and speak, much less to prepare anything
worth saying. Furthermore, I have found that it is usually a mistake
for me to promise to be out of Washington on any specific day, as I
all too often have had to cancel at the last moment, because of some
situation that arises here that requires my attention.
I'm sure that you understand my situation, and I hope that you will
accept my genuine regret at being unable to accept your invitation.
Please also accept my thanks and my very warmest best wishes for
a successful conference.
Finally, if you think it would be helpful, I would be happy to ask one of
my staff members here at the Urban Affairs Council to attend the
conference in November, in my stead. I don't envision him coming as
speaker, but as an interested observer or participant. If that suits your
plans, please let me know and I will see what I can arrange.

Tom Reed, Governor Reagan's close associate, is now working with
me for the next two months. I am convinced he is here to be helpful
and for the purpose of broadening his base. He has explained to me
he is not here as Reagan's man but as Tom Reed.
I recognize the sensitive nature of this relationship. He is already
being most helpful to me in organizing our patronage setup with the
National Committee for handling appointments to boards and commis-
sions from Departments, agencies, and those of a Presidential nature.
However, he will have nothing to do with the appointments as such.
He has furnished me with the results of a poll taken during the period
June 16-18 in California. The poll shows these results on rating the
President on his job to date:
Excellent
23%
Good
43%
Fair
25%
Poor
4%
Undecided
4%
He concludes by noting this is an excellent job rating, showing a
similar rating for Governor Reagan and that the Governor should win
reelection over any probable opponent by three to one. He has addi-
tional information in detail and I am requesting this.

Governor Reagan, wanted his personal bodyguard, Art

Van Court, to be appointed a U. S. Marshal in California.

The Attorney General has agreed to this, and has so
informed the Governor. The Vice President also worked
on this.
Governor Reagan and other members of the Executive
Committee of the Republican Governors' Association will
be in Washington on July 17. I have recommended a
meeting with the President and special attention for
Governor Reagan.
