C. 20500 Mr. President: I am writing to you in my capacity as the chief executive officer of this bank. In just over eighty years the bank has grown from infancy to become one of the nation's largest mutual savings banks with assets in excess of $1,600,000,000. The history of the bank confirms that the nation has achieved real growth and prospered mose III DECLOS OT T loyal American who is concerned by the course of inflation in our Country today. The occasion which prompts me to write is the decision of the Pay Board to accept the settlement recently won by the coal- miners. I believe that the Cost of Living Council and the Wage and Price Boards of Phase Two were established with the understanding that you could review actions which appeared excessive and take steps to correct wage and price actions which jeopardize the Economic Stabilization Program. Public confidence in the Economic Stabilization Program and in the ability of our Government to bring inflation under control, has been badly shaken by the decision of the Pay Board to allow the settlement negotiated by the coalminers. This settlement is reported to mean an increase of between 15% and 17% in labor costs during the first year of the new contract. The employees of this Bank, our depositors, and the public at large, cannot understand or accept this action without a clearly reasoned explanation. I respectfully urge you to exercise your power immediately and make a review of the coalminers' settlement. If you conclude that the settlement was merited by the circumstances, the explanation should be published. If, on the other hand, you find that it is in fact excessive, remedial action should be taken. The public's confidence in the Economic Stabilization Program must be restored. I am due to rotate to the states approximately the first of April 1972. I intend to re-enlist in the Marine Corps and I also wish to marry an Okinawan National. Sir, I have requested leave to initiate the paper work through the proper channels for gettin g married. My leave has been turned down on two different occasions now. The first dime was due to a submarine operation that is about to take place. I was informed that i would be allowed to take my leave after the operation which was acceptable to me. Since then I had decided to re-enlist and get married. The day after I informed my Commanding Officer of my intentions to re-enlist and marry I was informed that my leave was again cancled and that I was being sent on a float to the Philippines for a period of six weeks. This type of harrassment has been going on since I returned to the Battalion from TAD (Temporary Additional Duty) Status. I have met harrassment and discouragement all along the way as soon as I informed my Commanding Officer that I had intentions to get married to a foreign national. Sir, I am tired of this form of harrassment and prejudice that is being indicated against my fiance and myself. Sir, I respect the Marine Corps and as I stated fore I intend to re-enlist for a period of six years. I feel however that the Marine Corps has no right to discourage my marital intentions in this form, by refusing me annual leave and then sending mg on float just when I try to initiate the proper procedures for getting married. Sir, Even though I am a marine, I feel I am entitled to a home and future if I so decide. I have met nothing but dis- couragement and harrassment and prejudice since I first initiated my intentions to get married. Sir, I have been in the Marine Corps for over four years now and I have a clean record, I have never received office hours or any other type of military punishment. I have received a godd Conduct Medal, a Combat Action Medal, a Vietnamese Cross of Gallantry, a Vietnamese Campaign Medal, A Vietnamese Service Medal and a National Defense Medal. I have never been reduced in rank or any other form of punishmant and I have good proficiency and conduct marks in my Record Book. All I have asked of my country in return for fighting in a war for it and risking my life and stay- ing in the service is to be allowed to have a home and fanily and be allowed to continue to serve my country as a United States Marine. I don't believe I am asking too much from my country. Yet every time I turn around someone is closing a door in my face. Your interest in giving the President the benefit of your views is appreciated, for there is no greater problem facing our Nation than the matter of drug abuse. As you may know, the President received the report on March 21. In a news conference three days later, the President was asked to comment on that portion of the Commission's report dealing with the legalization of marihuana. The President stated: "I have read the report. It is a report which de- serves consideration and it will receive it. However, as to one aspect of the report, I am in disagreement. I was before I read it and reading it did not change my mind. I oppose the legalization of marihuana and that includes its sale, its possession, and its use. I do not believe you can have effective criminal justice based on the philosophy that something is half legal and half illegal. This is my position, despite what the Commission has recommended." From this, you can see that the President is firmly opposed to the legalization of marihuana, and he is gratified to know you, too, share this view.
