"That a dinner date be fixed for the April meeting
of the Board of Directors of the National Center for
Voluntary Action and that the announcement of the
new President's appointment occur at that time.

are likely to be major contributors to the National
Center. It would be helpful for them to know of the
President's great interest in this program.

I. PURPOSE
The purpose of this meeting is to provide on opportunity for you formally
to ask Mr. John D. Harper, President of Alcoa, to assume the highly
important position of Chairman of the National Alliance of Businessmen.
II. BACKGROUND
A. Lynn Townsend, outgoing Chairman of the National Alliance of
Businessmen has requested that you grant this brief meeting
in order to demonstrate your support for Mr. Happer in his
undertaking this highly important but difficult effort.
III. POINTS OF DISCUSSION
A. Tou should ask John Harper to serve as Chairman of the
Notional Alliance of Businessmen for 1971. Mr. Harper
has agreed to undertake this responsibility at your request.
You might wish to pledge your support for the activities of
the NAB for the coming year.
B. Lynn Townsend will deliver a brief report on the activities
of the organization for the past year.
C. You might wish to thank Mr. Townsend for his efforts and
applaud the progress the NAB has made to date.
IV. PARTICIPANTS
In addition to Lynn Towasend and John Happer, Secretary of Labor,
James Hodgson, and Peter Flanignn will sttend.

The President some time ago wrote a memorandum
saying that he would like to invite Mr. and Mrs. DeWitt Wallace
to spend one night in the White House.
Hobe Lewis has talked with me concerning the fact that
Reader's Digest will celebrate its 50th Anniversary on February
1st. 1972. He is hoping that the President might be willing to give
a dinner at the White House in honor of Mr. and Mrs. Wallace in
late January or early February 1972.
Also. he wondered about the possibility of the President
giving consideration to presenting DeWitt Wallace with the Freedom
Medal for his services to the country.
I think both of the above ideas are excellent -- and if the
President agrees that would be the time to have the Wallaces spend
the night in the White House.
Please advise your feelings.

coming in can stay over and have their briefings the next day
and then have dinner with the President the night of the 25th.
We should make that call right away and you should let me know
what the situation is on it.

Attached is a catalog on the exhibition currently at the Toledo
Museum of Art. This is the exhibit for which the President and
the President of Italy are serving as high patrons. In view of
the upcoming dinner honoring the Prime Minister of Italy I
thought you might be interested in the catalog.

The exhibit opened at the Chicago Art Institute last September
16, then went to the Minneapolis Art Institute and closes in
Toledo on March 21.
John Canaday, Art Critic of the New York Times praised the
show referring to 11 the prize loans from Italy that have never
been shown in this country. 11
The Italian Ambassador to the United States attended the opening
of the exhibit, as did Mr. Taldi from Rome, who is in charge of
museums there. I understand the Italians are very pleased.

I met with Cap Weinberger, and discussed a Presidential dinner
in San Francisco hosted by Ronald Reagan. Cap thinks it would
be a good idea.

It could be given a non-partisan flavor for Revenue Sharing, although
it might be worked through a joint effort of the Commonwealth Club
and the Chamber of Commerce./ The man to work with is Ed
Meese, the Governor's Executive Secretary.
He suggests that people like Sweig (who owns the Fairmont Hotel)
and Knowland and others could be included, and it could be made a
dinner for the San Francisco, Oakland and Bay Area.
Apparently the Commonwealth Club is non-partisan but gets primarily
GOP contributors.
What kind of other information did you want from me on this matter?

You may be aware that the New York Post is for sale.
Apparently, Mrs Schiff has decided the time has come
for her to sell out. Jack Whitney has looked at the paper,
but due to the fact that he's now 65, he has decided he
doesn't want to take another flyer in the newspaper
business.
The paper is apparently profitable and has a brand new
and highly modern printing plant.
If there is to be another New York enswer to the Times,
It would certainly help to have this paper in friendly hands.
As the only afternoon paper in the city of Now York, It
should have a profit potential. It may be that you know
someone who would like to take this "thorn from our side
and turn it into a political asset.

I continue to urhe through Dwight Chaoin that the practice
of sing ainners be reentabilished. The scheduled dinner
for financial supportors is a step in the right direction.
Howover, this does not help us spread out beyond those
who are already, or were, our supporters.

and make sure that they were rotated around to meet Members
of the Cabinet and other senior -type people who were in
attendance.
Last night the case was evidently special in that Nidecker was
training Gifford. The point which I have been asked to relay
is that only one representative from the Congressional Office
should be in attendance. There will be obvious occasions when
there should be two -- such as last night. But generally the
rule should be only one person from the Congressional Office.
I do know that Gifford had his wife along. I am not sure that
this should be part of the procedure. Perhaps it should be?

Pursuant to our telephone conversation last evening I have included
the attached domestic background material. 1 hope it will be of some
use to you. We talked today to Bill Faith's office in California. He
advised that biographical information on all of the attending Governors
had been sent to Mort Lachman. Final arrangements for picking you
up at the airport will be made once you have advised Lucy Winchester's
office of your arrival time. As I mentioned last night it would be most
beneficial if you could stop in at the rehearsal in the East Room of the
White House sometime after 1:30 p.m. on February 23. Mark Goode
who works in the television area here at the White House and has
substantial industry credits will be available to you during the day. He
could most certainly be of help with regard to setting the final format
for the evening's entertainment. As discussed the tentative format
is as follows:

"Up with People" approximately twenty minutes
3. "Up with People intro Bob Hope (Thanks for the Memories)

I have been informed by General Hughes that his office is now in
possession of 12 Congressional Space Medals of Honor which the
President might wish to award to the Apollo 14 astronauts when
they are entertained at the White House on March 1. It also
occurs to me that this dinner might be an appropriate occasion
for presenting our new NASA Administrator, James Fletcher.
I understand that Fletcher's final clearance should be completed
by February 23. He could be announced immediately or the
announcement could be delayed until the dinner as you deem
appropriate.

When Strolling Strings leave East Room, you proceed to the platform
at North end and invite the three Astronauts to come stand with you.
Then you may want to introduce (by asking them to rise in place)
the parents of the Astronauts. If you want to introduce the children,
or at least mention them, they will be at a table near the platform
with Tricia and Julie.
Following introductions, you make golfing award to Captain Shepard.
(A scroll or placque is being prepared.)
Next, the NASA Distinguished Service Medals will be presented to the
Astronauts. Honorable William A. Anders, Executive Secretary of
the National Aeronautics and Space Council will be on hand at this
time to read the citations and you will present each Medal after each
citation has been read. Col. Coffey will assist.
After the three Medals have been presented, invite each Astronaut
to speak
preferably in inverse order of rank (Roosa, Mitchell, and
Shepard) because at the conclusion of Shepard's brief remarks he plans
to present to you two small items from the Apollo 14 module.
NOTE: There will be no press coverage of the dinner. However,
coverage will begin after the dessert course
TV cameras,
photographers, writing press. Remarks will be piped into the
theatre for those reporters not in the press pool.
After Dinner:
You, Mrs. Nixon, the Astronauts and their wives are escorted to the
Blue Room for coffee, etc.
Guests proceed to parlors for coffee, liqueurs, and cigars

FACT SHEET: APOLLO 14 DINNER
THE PRESIDENT HAS SEEN
1.
This is RN's 8th dinner for Apollo astronauts. Each crew since
Apollo 8 has had such a dinner Apollo 11 had two, the August 13, 1969
celebration in LA and a small one at the White House that November
after their goodwill tour.
2.
Apollo 14 astronauts:
Capt. Alan Shepard, USN: age 47, first American in space on
May 5, 1961, Chief of Astronaut Office 1963-69, while grounded
with an ear defect. Wife Louise, daughters, Laura and Julie.
Yes
Major Stu Roosa, USAF: age 37, this was his first space flight,
an astronaut since 1966. Wife Joan, children Christopher,
John, Stuart Jr., Rosemary.
Commander CANT Edgar Mitchell, USN: age 40, this was his first
space flight, an astronaut since 1966. Wife Louise, daughters
Karlyn and Elizabeth. Mitchell is interested in psychic
phenomena and was conducting some kind of ESP experiment
(he has not elaborated on it) during this mission.
3. Apollo 14 mission highlights: liftoff delayed by thunderstorm passing
over the Cape; six attempts required to complete docking of command
module and LM early in flight; low reading on one of LM batteries
threatened same only moments before Antares headed down for Fra
Mauro. Unsuccessful hike to Cone Crater (stopped only a few yards
short) and Shepard golf stunt were highpoints of the two moon walks.
4. Apollo 14 records: first use of Mobile Equipment Transporter cart,
longest distance walked on lunar surface, largest payload brought back
from moon (96 lbs. of samples), longest time on the moon (33:31) and walk-
ing on it (9:25), first color TV from moon.
5. Fra Mauro was the destination of Apollo 13 crew Lovell, Swigert,
and Haise, who had to limp home from the moon without landing last
April because of the oxygen tank explosion on their service module.
The success of Apollo 14 completes the mission the 13 crew had to
abandon.
6. Personal notes: RN and Shepard have in common the experience of
being "bridesmaids" throughout most of the 60s after peaking in their
respective careers at the beginning of the decade. And both have now
come back in triumph.

SUGGESTED REMARKS FOR APOLLO DINNER
Always, men have been drawn irresistibly to the miracle of flight.
At the same time they have always stood in awe of flight. The ancient
Greeks told a story which expresses this mingling of emotions - - the
story of Icarus, soaring out of his prison on wings of wax and feathers,
who flew heedlessly too near the sun and fell to his death in the sea
when the wings melted. Now for the third time the miracle of flight
has taken men half a million miles to the surface of the moon and back.
The world glories in the courage of the three men who made this voyage,
in the skill of the huge team that supported them, and in the larger
vision their achievement gives us all. We are here tonight to pay
tribute to the heroism of the astronauts and the dedication of the NASA
team, and it is entirely right that we do so.
But I think it is also important this evening that we take warning
from Icarus and look beyond the sense of triumph in flight for flight's
sake, to ask the question Why? What have we gained from Apollo,
what have we learned? For an answer, we might look again to the
ancient Greeks. Apollo, as you know, was one of the most important
of their gods, who spoke his wisdom to men through the oracle at
Delphi. A simple command was inscribed on the temple there, as a

key to the words of the oracle and I think it can also help us understand
what Apollo means today. The command was, "Know thyself. " The
most obvious goal of our Apollo missions is, of course, scientific
knowledge of the moon. From such knowledge we are already gaining
a better understanding of our own earth and new insights into the
riddles of the solar system. Yet through all this our most import ant
gain is self-knowledge.
First of all, we come to know ourselves better as individuals,
Certainly the flight of Apollo 14 was rich in self-discovery for each of
the astronauts. Alan Shepard, the first American to travel in space,
found the resources to overcome disability and become the oldest man
to travel to the moon. Ed Mitchell, besides performing magnificently
as pilot of Antares, used the occasion to probe the phenomena of com-
munication between the minds of men. Stu Roosa has been more alone,
in the moon's vicinity, for a longer time during his 33 hours in orbit
while his companions were on the lunar surface, than any other man
before him; and in that kind of solitude is profound self-knowledge.
And the flight brought deeper self-knowledge as well to each of us who
stayed behind to watch and pray, for the inspiration of these men's
achievement helps us break down the limits we've placed on ourselves.

To the human race collectively as well as to each individual, the
Apollo flights have said, "Know thyself. 11 There is no danger that
fascination with the skies will make us, like Icarus, victims of our
own arrogance -- because each voyage to the moon has sharpened our
awareness of pressing human needs at home and shattered our compla-
cency about tolerating them. We know better than ever what heights
man can reach, and we are impelled to reach them. The best illus -
tration of this is the familiar saying that begins "If man can go to the
moon.

and that ends in countless ways, each ending pointing to an
urgent challenge which we can meet if only we set ourselves to meet
it.
With the help of brave men like Shepard, Mitchell and Roosa,
we will surely continue to learn more and more about our moon, our
solar system, and our universe. And with each venture into outer
space, we will also make new discoveries in the realm of inner space
-- the glorious reaches of the human spirit and the limitless potential
for a better future for all mankind.

The President has approved holding a dinner honoring the
Apollo 14 Astronauts and the date has been set for Monday,
March 1. We should follow the 8:00 p.m. "State dinner"
format. The guest list of approximately 200 should be com-
prised of the Astronauts and their families, Members of
Congress, ground crew heads from NASA, and supplier
companies. Bill Anders has been notified of the President's
desire to hold this dinner on the evening of March 1. He is
expecting to hear from either Connie Stuart or Lucy Winchester
concerning further details.
Following the dinner, the Astronauts and their families have
been invited to proceed to Camp David for a rest until
March 4.

The President feels that for the Apollo 14 Astronauts, he
would like to try something different instead of the usual
small family dinner.
He would like to have a big dinner using the round tables
and a full State dining room type guest list. He would
include representatives of the ground crew, suppliers,
and other interested parties in the Apollo program.
Also, the list would include a large number of Congress-
men and Senators who have a particular interest in Apollo
and for whom we want to do something. This should be
scheduled as soon as possible after the splash-down this
week and it should work into the overall schedule.

a. A multi-troupe entertainment/educational youth organi-
zation -- six casts presently on tour -- 400 boys and girls,
high school and college age, from the U.S. and 20 countries.
Tonight's performers represent all six casts.

Originally founded as the youth arm of the now-defunct
Moral Re-Armament movement, but now set up as an
independent non-profit corporation based in the U. S.
C. Show themes stress self-discovery, brotherhood, patri-
otism, moral values, vision, principled living.

mas tour of U. S. bases overseas.

1.
The 35 gubernatorial elections held in 1970 produced 18 new
faces in this group, with a net loss of 11 GOP seats. The lineup is
now 29 D, 21 R.
2.
First Governors' Conference was held in 1908, and annually
since except 1909 and 1917.
3.
This year's chairman is Warren E. Hearnes, D-Mo. On the
executive committee are Jack Williams, R-Ariz., Robert Ray,
R-Iowa, Marvin Mandel, D-Md., Forrest Anderson, D-Mont.,
William Cahill, R-N.J., Robert Scott, D-N.C., Frank Farrar,
R-S.D., and Linwood Holton, R-Va.

RN last addressed the Governors' Conference, February 25,
1970, at their winter meeting here in Washington.

SUGGESTED INTRODUCTION -- GOVERNORS' DINNER ENTERTAINMENT
Here to entertain us this evening we have some of the finest young
men and women in what I think is going to be a great generation of
leaders now coming up through high school and college. The name of
their troupe is "Up With People, " and they travel the world with a stir-
ring musical message about unlocking the greatness of the human spirit.
It is, to use a familiar term, a kind of Weatherman activity -- mobile,
adventurous, and revolutionary in its way. The difference is that
these Weathermen's forecast is a very good one; they operate entirely
aboveground; and they explode nothing but selfishness and apathy. They
go at the pace of a political campaign and with the enthusiasm of a
revival tour, and keep up with their studies along the way. Most of the
fifty States as well as twenty foreign countries are represented in the
six "Up With People" casts, and the group here tonight is an all-star
sampling of the six. Their show is exciting entertainment that works
like cross-pollination in an orchard or a garden - - all of the performers
learn from blending the best in their differing backgrounds, and every
audience or community they touch is more fruitful for the experience.
I think you'll find that they make a powerful case for an alliance between
the generations not with them on our side or us on theirs, but all of
us joining to build a better world.

Following the "Up With People" group onto the stage alone would
be too much for most solo performers, but the fellow who draws that
assignment tonight is well able to take care of himself. He is a one-
man majority by the name of Leslie Towns Hope. As you may know,
Bob was born in England, and he's as fine a British import as this
country has ever had. He ranks with Beatle music in entertainment
value, with Tom Paine in patriotism, and just below Schweppes Tonic
in effervescence. His years of Christmas tours among American
servicemen around the world in three wars have made his name a house-
hold word, and he now sponsors a sporting event where other household
words can perform trick golf shots. If he doesn't make you laugh we will
refund the price of your tickets.

entertainment at the Governors' Dinner next Tuesday night.
Once you have checked with Lucy and gotten the lay of the
land, you should let her know that you will be able to work
with the Stand Up With People group and Bob Hope's people
and see that the show is well coordinated and put together
properly. I would suggest that you and Bill move off on this
immediately.
You should be aware that the contact with Hope has been his
nephew whose name is Mr. Maletesta who works in the Vice
President's office in the EOB. Prior to checking with
Maletesta, however, you should first connect with Lucy to
find out exactly what has been planned.
The plans for the entertainment should be submitted with any
outstanding questions as soon as possible.

the staging of the show who could provide Hope with some background
material which he may wish to incorporate in his entertainment for that evening.
My suggestion would be that we use Bill Carruthers and Mark Goode on this
assignment.
Perhaps you would want to have a little meeting with Connie, Lucy, Marke
Goode and me to discuss this.

MEMORANDUM TO THE PRESIDENT
May I call to your attention the mid-winter meeting of the
National Governors Conference which will take place here in
Washington, February 23-26, 1971.
It was during my Chairmanship of the Conference early in 1968
that we instituted this semi-annual meeting so that the Governors
would be able to get to Washington as a body, meet with the
President and other officials of his family, and at the same time
meet with Congressional leaders, both as a whole and with their
own delegations.
On the occasion of the first such meeting in February of 1968,
President Johnson hosted a dinner for the fifty Governors and
their wives. It was extremely successful and I think helped to
heal many of the wounds that had opened up as a result of lack of
liaison with the Chief Executives of the States.
I cannot place too much emphasis on what I believe would be a
most desirable -- and almost, yes, I would say "essential" --
thing to have happen and that is for you to host a dinner for the
Governors and their wives. You were, unfortunately, unable
to tender such a dinner in either 1969 or 1970.
I believe with all of the programs which we will be implementing
during 1971 that not only would it be most profitable and desirable
for you to tender a dinner to the Governors and their wives on one
of the evenings they are here, but also provide for briefings on
the part of key members of the Administration to the Governors
so that they would be brought up to date on current affairs --
international as well as national.

You should know that one of the guests at the Governor's
Dinner last night has seen to complain bitterly about the
condition of the food which he was served. Mr. Ehrlichman
has notified me that every single bit of his dinner was cold
(I presume that his complaint doesn't extend to the ice cream
which I assume he would accept in a cold state without
objection).
Perhaps we have a problem here in the preparation or
serving of the food and then again, perhaps we simply have

Dinner next Monday night. However, it seems to me that
perhaps someone should consider whether or not Mr. and
Mrs. Walter Cronkite, Mr. and Mrs. Jules Bergman and
perhaps someone from NBC who covers the space shots
should be included on the list. Obviously, my main point
is that Cronkite is such a space fan that maybe this is the
right type of an event to have him to at The White House.

Frequently, reporters miss your pick-up and wait with the camer-
men hoping for escort to the Residence. From now on, we will
leave them for a "second run" by your troops.

I understand there was some confusion during the Governor's dinner
about Kandy Stroud appearing in the State Dining Room as a pooler
and Sara Booth Conroy filing on a phone in the Theater.
Kandy Stroud sometimes appears around 8:00 on the night of a dinner
at the foot of the Grand Staircase to watch the guests as they come in.
She is not a pooler in that instance. At the Governor's dinner she
should not have gone into the Dining Room with the photographer giving
the impression she was a pooler. She should have been screened out.
For over a year we have had an arrangement with the wires and the
Washington Post that they may make use of three phones we install
in the back of the Theater on nights of a dinner. The wires and the
Post will often file right after the toasts are piped in and after enter-
tainment.
I understand you found Sara Booth filing in the Theater on the evening
of the Governor's Dinner and told her she was not to be there.
However, as far as we are concerned, she was supposed to be there.

I. PURPOSE:
To express an informal "thank you" to the House
Republicans who will captain three-man and four-man
teams of their colleagues to blanket the Country from
mid-March through June building support for your
domestic legislative program.

III. BACKGROUND:
1.
A few weeks ago Jerry Ford asked Dan Kuykendall to
head this effort to sell your 1971 program. Dan has
recruited the 15 Congressmen (Tab A) to be team
captains. Each captain will head three and four-man
teams of Republican Congressmen.
2.
These team captains (they refer to themselves as
Nixon's Traveling Salesmen) met with Secretary
Connally, Arnold Weber, Herb Klein, Harry Dent,
and Clark MacGregor on February 23, 1971 in the
Roosevelt Room to discuss their plans for the upcoming
months. They plan to meet again next (week ACED
teams have been selected.

Starting in mid-March and continuing through June
these teams will visit 75 target areas, covering
virtually every State and concentrating on 20 critical
cities. In selecting locations for public meetings,
press conferences, etc., they will be sensitive to
marginal Congressional districts. Special attention
will be given to areas where constituent presence
may alter attitudes in the House on revenue sharing
and reorganization.
4.
All of the team captains are staunch supporters of
your general and special revenue sharing proposals
and also your reorganization plan. Most of the captains
also strongly support your health program, your
environmental initiatives, and Welfare Reform.

Revenue sharing and reorganization are inter-related programs which
together form a most critical part of your vision for progress in
America.
2. The health program, your environment initiatives, and Welare Reform
represent a positive translation of Republican principles into effective
program.
3.
In late 1970 you gave the most careful consideration to the federalizat
of welfare and to the tax credit concepts as substitutes for general
revenue sharing. You discarded each alternative as less desirable.
The alternatives spread benefits in a grossly uneven fashion and do
not operate to return "power to the people. 11

As one who served four years in the House of Representatives, you
know how effective teams of Republican Congressmen can be in the
educational and informational process which is so vital to the building
of public support for your domestic legislation.

You are pleased with this evidence of Republican response from

The President wants to start having private dinners once per
week. We should anticipate that these will always fall on
Tuesday nights. Our schedules should show for Tuesday
evenings "Private Dinners". Obviously, in many cases these
will have to be changed as the President runs up against such
things as the American Legion Banquet, Irish Evening at the
White House, and other such commitments on Tuesday nights.
On those weeks where there are other events scheduled, then
we should consider the possibility of having the private dinner
on Thursday night. If both Tuesday and Thursday nights are
already taken, then just drop the idea of doing a private dinner
that week.
