Criticizes Food Stamps
DALLAS, May 27 (UPI) - J. Peter
THE NEW YORK TIMES, FRIDAY, MAY 28, 1982
Grace, a businesman who heads Presi-
dent Reagan's Government spending
watchdog committee, said today the
Federal food stamp program was basi-
cally a subsidy for Puerto Ricans.
Mr. Grace, the chairman and chief
executive officer of W.R. Grace & Com-
pany, dwelt on the percentage of the
food stamp budget going to Puerto
Ricans in a speech before the American
Bft
Feed and Grain Manufacturers Associ-
ation. Mr. Grace heads President Rea-
gan's Private Sector Survey on Cost
Control in the Federal Government.
While the thrust of his address was
that the American public "should get
off President Reagan's back so he can
get Government off our backs," Mr.
Grace said that of the Carter Adminis-
tration's $12.7 billion food stamp budg-
et, $1.04 billion had been scheduled to go
to Puerto Rico.
He said Mr. Reagan reduced those
figures, and the total for the fiscal year
1982 was estimated at $11.5 billion, of
which $904 million went to Puerto Rico.
"This figure does not include 2.1 mil-
lion Puerto Ricans living in the U.S.,"

Ricans," he said, "but this is a little

sent a telegram to the President re-
questing Mr. Grace's resignation. He
said Mr. Grace's statement was "as
racist as anything I have ever heard in

AFFRONT AND INSULT TO PUERTO RICANS BOTH ON THE ISLAND AS WELL AS ON
THE U.S. MAINLAND."
CORRADA SAID THE FEDERAL FOOD STAMP PROGRAM CURRENTLY SERVES MORE
THAN 23 MILLION AMERICANS BUT ONLY 1.8 MILLION OF THEM LIVE IN PUERTO
RICO, THE U.S. VIRGIN ISLANDS AND GUAM.
AS OF JULY 1. THE FOOD STAMP PROGRAM IN PUERTO RICO WILL BE
REPLACED WITH A SYSTEM BY WHICH THE FEDERAL GOVERNMENT ISSUES A CASH
GRANT TO THE PUERTO RICAN COMMONWEALTH GOVERNMENT, WHICH THEN WILL
ISSUE CHECKS RESIDENT MAY EXCHANGE FOR CASH.

As part of our long-range Hispanic strategy, we recommended appearances
by the President at the national conventions of two major Hispanic
organizations--the American G.I. Forum in Salt Lake City on August
