Today's Schedule: A White House photo will be taken during the Speakes 9:15 meeting with Walt Stoessel. 2. Cabinet: The Cabinet will meet with the President on Thursday at Fuller 11:00 re timber and PIK. 3. Legislative Calendar: The Senate is continuing work on the MX; Duberstein due to Senator Hart's filibuster, a vote may not take place until the end of the week. After MX, the Senate will take up Radio Marti, the farm bill, and Volcker's confirmation. The House begins work on the MX tomorrow night, with a vote on Wednesday. This will probably be a close fight. Tomorrow, the House will hold a secret session on Nicaragua; consideration of the IMF is also possible this week. 4. Economic Figures: Housing starts, GNP, and CPI will all be Feldstein released this week. 5. Contadora Group: State Department will provide guidance regarding Clark the Cancun meeting. 6. Commission on Central America: The President will announce the Clark Commission's structure, and Henry Kissinger as its chairman, Herrington during his speech today in Florida. A fact sheet and executive Darman order will be prepared. A number of "senior counselors" to the Duberstein Commission will also be named soon, including 8 members of Congress selected by the leadership of each party. If possible, we will try to announce the names of Commission members today; the names of senior counselors from the Congress can probably be released tomorrow. Appropriate consultations will be undertaken as soon as possible. 7. Outreach Group on Central America: The President will drop by Whittlesey Wednesday's meeting regarding persecution of Jews in Central America. Press coverage of the event will be discussed tomorrow. 8. Florida Trip: It was noted that the President has been given Whittlesey talking points for today's meeting with Jewish groups, which will be covered by Jewish press. 9. Clinch River: Ed Meese has agreed to meet with a group regarding Meese new industry funding and other developments related to the project. Fuller 10. PIK Program for Cotton: Ed Meese will meet today with Stockman Meese and Block to discuss this program. Fuller 2 11. Taiwan Arms Sale: Congress was informed of this $520M sale last Wright Friday. We do not envision a test of the recent legislative veto decision in this case. 12. Education: The President will meet with education leaders tomorrow, Fuller though the NEA has declined to participate. 13. National Association of Counties: In the wake of yesterday's Feldstein speech on the economy by Mondale, Feldstein's speech today is expected to draw more attention. Today's Schedule: A photo op will be held during today's meeting Speakes with Amir of Bahrain. Also, the signing of the Captive Nation's proclamation will be covered by the press. 2. Tomorrow's Schedule: A photo op will be held during the President's Speakes drop-by with the Central America Outreach Group. 3. Commission on Central America: McPherron and Motley will conduct Clark a background briefing on this today at 3:00. At that time, we hope Darman to release the complete list of members, the executive order, char- Duberstein ter, and a fact sheet. Legislative Affairs will be given several Speakes hours for advance notifications to Congress; this will allow congres- sional leaders to also announce their choices for senior counselors today. 4. MX: The Senate will continue its consideration of this issue; Duberstein Howard Baker could file a cloture petition, which might lead to a vote by Thursday night. It was mentioned that Senator Jepsen has thought about adding an anti-abortion amendment to the defense authorization bill, though the leadership is trying to turn off such efforts. The House is expected to vote on MX tomorrow, and at this point it is very close. Also, a conference begins today on the withholding repeal, which now includes CBI. 5. PIK Program for Cotton: The Administration will continue to oppose Wright congressional efforts to alter this program, though on a low-key Duberstein basis. We do not want to encourage compromise proposals, though we are willing to look at any that are offered. 6. A-122 Regulations: A new version of previously withdrawn revisions will soon be circulated for WH staff comment. OMB is checking to be sure that business people are satisfied; however, no Hill con- sultations have yet taken place. 7. National Association of Counties: Feldstein's speech yesterday Verstandig was well received. The President will be asked to call the head of the organization today. 8. NASA: Some confusion has been caused by NASA statements that the Fuller President favors a manned space station. Guidance is that no de- Speakes cision has yet been made since the proposal has not been submitted to the President. 9. Today's Schedule: Congressional time today will be used for phone Duberstein calls. The summer youth employment event will be covered by the Speakes press. Also, a decision will be made after senior staff regarding Clark press coverage of the President's remarks to the Central America Whittlesey Outreach Group; a decision will also be made regarding content of material to be distributed at the meeting. 2. MX: After the House concludes debate on the Ethics Committee re- Duberstein port, it will debate on amendments relating to the MX. A vote on the key amendment to eliminate funding will probably occur in late afternoon. This is expected to be close, and we are making an all- out effort. The Senate is still in the midst of a filibuster on the issue, though Senator Baker has filed a cloture petition with a vote probable by tomorrow night. 3. Nicaragua: It was noted that yesterday's secret House session on this went well, and was less emotional than had been expected. 4. Withholding: The conference committee has not yet settled the Duberstein withholding issue, though they have agreed that CBI will be included in the conference report. We are also attempting to include a pilot program for enterprise zones, though this is being resisted by Rostenkowski. 5. Commission on Central America: We will probably announce Harry Clark Schlaudeman's appointment as executive secretary today. Herrington 6. PIK Program for Cotton: Revisions in our program were passed yes- Duberstein terday by the House, and will probably be passed by the Senate. Wright Our position remains one of low-key opposition. 7. Natural Gas: This will probably be marked-up tomorrow in Senate Duberstein committee. 8. Today's Schedule: A WH photo will be taken during meeting with Paul Speakes Nitze; he will then talk with the press on departure. 2. Cabinet: CCNRE will meet with the President at 2:30 on timber, and Fuller CCFA will meet with the President at 3:00 on the PIK program. 3. Tomorrow's Schedule: A full photo op will be held during President Gemayel's visit tomorrow. 4. Saturday Radio Speech: Treasury has asked that IMF be discussed Gergen in light of a probable vote next week in the House. However, since there will be other opportunities to draw attention to the IMF problem before Tuesday, a different subject will be discussed in the speech. 5. GNP: 2d Quarter figures will be released at 10 a.m. today, and will Feldstein show a dramatic increase. 6. Supplemental: The conferees finished work last night, and their re- Duberstein port is expected to reach the floor next week. It was noted that Wright revisions in the cotton PIK program were added, along with IMF funding. The bill is short of what we asked on security assistance and is half of our request on El Salvador. Guidance is that we are analyzing the legislation, and will announce our position next week. 7. Standby Tax: Guidance re today's New York Times story is that we Speakes are not abandoning our stated position: the tax is contingent on our not getting sufficient spending cuts, and we still hope to ob- tain such cuts. 8. Withholding Repeal: The conference on this should be completed to- Duberstein day. CBI is included, and we have obtained a commitment that Ways and Means will hold hearings in the fall on enterprise zones. 9. Veterans Compensation: This usually tracks the pension COLAs, and Wright is now being marked-up in the Senate Veterans Affairs Committee. Duberstein However, Senator Cranston has added an Agent Orange compensation provision which could cost billions before the CDC study has even been completed. The Administration will probably oppose the Cranston amendment. 10. Holiday Honoring Martin Luther King, Jr. A bill to set this up Wright will be reported out of a Senate committee today. OMB will work out an Administration position. 11. MX: It was mentioned that there are still several votes set today Duberstein in the House on MX. Photo ops will be held during meeting with the Future Farmers, and during 10:15 meeting with McFarlane and Fairbanks. Reception for school principals will receive pool coverage. 2. Saturday Radio Speech: A new draft on efficiency in government has Gergen gone in to the President; a brief update will also be given on the liver transplant subject raised last week. 3. ABA Speech: This will be delivered in Atlanta on Monday. A re- Gergen vised draft is now in circulation, with comments due by noon; it Darman will be sent in to the President around 2:00. 4. Supplemental: Work was completed yesterday on the basic elements Duberstein of the conference report; amendments, including those dealing with Darman IMF and OPM personnel reforms, will be taken up today. The bill will be signed over the weekend without the issuance of a statement. 5. Radio Marti: The Senate is expected to take up this subject today. Duberstein 6. Laxalt's efforts to cut the bill failed, and he said he thought a veto was almost certain. It is $538M over our budget; Laxalt said he feels a further trim to $9.9B or $10B would make it acceptable. 8.
