Today's Schedule: Ambassador Rumsfeld will be brought in Speakes for a photo op with the President prior to this morning's NSPG meeting. Also, it was suggested that we mention to the press that the 3:00 meeting with Congressional members will discuss the budget. 2. Cabinet Activity: CCHR will meet with the President Fuller today to discuss liver transplants and to receive the report of the working group on school discipline. A briefing may be held on the latter after decisions have been made. Also, the President will meet with the CCMA on Thursday. 3. Trade with China: It was noted that a story in the Post Speakes contains a number of details about a supposed agreement with China that will be announced during Premier Zhao's visit. Guidance is that no such agreement has yet been reached. 4. Disaster Assistance: The governor of Texas is requesting Fuller Federal disaster assistance for farm workers as a result Speakes of the weather damage caused to the citrus crop in that state. For now, press questions should be referred to FEMA. School Discipline Report: It was noted that this report Fuller will be released soon, and that Secretary Bell has sched- uled a press conference on the subject. The Department of Education is planning a series of steps which should be taken as a result of the report. Also, the President may discuss school discipline in a Saturday radio speech, and perhaps in his State of the Union address. 4. Saturday Radio Speech: A decision will be made regarding Gergen the topic of this week's speech. Though NSC has suggested a talk on Lebanon, the school discipline report may be discussed instead. 5. Task Force on Food Assistance: A draft of the task Jenkins force's report is being circulated among its membership. Copies of the draft have not been forwarded to the White House, though a finalized version should be received short- ly. The White House should have no comment on the report until that time. Today's Schedule: Henry Kissinger will meet with the McFarlane President today at 9:30, and Ambassador Goodby will be in at 9:45 to discuss the disarmament conference. 2. Unemployment: Civilian unemployment dropped from 8.4% to Feldstein 8.2%; total unemployment dropped from 8.3% to 8.2%. Ed Speakes Meese will comment on these figures during his briefing on waste, fraud and abuse, and the President will mention them in a brief departure statement this afternoon. 3. Saturday Radio Speech: A draft on school discipline has Gergen gone in to the President and has been circulated to the Fuller staff. It was mentioned that Secretary Bell will brief the White House press corps next week regarding the school discipline report. 4. Speech on U.S. Soviet Relations: We have not confirmed Speakes news reports that the President plans such a speech. 5. Telephone Access Charges: Guidance is that we have not Speakes reached any agreement to support legislation on this Fuller subject. Also, it can be made clear that the Adminis- tration opposes the Wirth and Packwood bills. 6. Budget: It was reiterated that staff should not comment on the budget, nor should they comment on the positions taken by various officials on the issues being decided. 7. Medicare: It was mentioned that the cuts currently being Deaver considered are the same as those proposed last year. It was suggested that we may want to make special efforts to reassure senior citizens about Administration policy in this area. SENIOR STAFF MEETING -- Friday, January 6, 1984 A. Today's Schedule: Photo ops will be held during the Speakes state visit of Premier Zhao. Also, Senators Tower and McFarlane Warner will report to the President on their Middle East trip, and will be supportive of our policies in subse- quent press comments; a White House photo will be taken during the meeting. 2. Task Force on Food Assistance: A Cabinet Affairs briefing Fuller on this report will be held at 1:30 today. The Task Force Speakes will hold a press briefing, and is expected to have its final report printed within 10 days. It was noted that the President's budget submission will not reflect the group's recommendations. A draft Presidential statement has been circulated for comment. Guidance for now is that we will not comment until the President has seen the actual report. 3. Diplomatic Relations with the Vatican: At 10:00 am the McFarlane State Department will announce the establishment of diplo- Speakes matic relations, and the White House will announce the nomination of William Wilson as U.S. ambassador to the Vatican. If questions arise, it should be noted that 107 nations now have such ties, including Great Britain, which established relations last year. 4. Central America: It was mentioned that members of the McFarlane House Intelligence Committee are planning a trip to Speakes Central America. Also, guidance has been formulated Gergen regarding the Central America Commission's report, and Henry Kissinger will brief columnists and others this afternoon in Room 208. Commission on Central America: The President's meeting Speakes with the Commission on Central America will be a photo- McFarlane op; the President will deliver remarks on camera, which Gergen will be drafted by NSC and the speechwriters. Henry Kissinger will conduct an on-camera briefing at 12:30, and Secretary Shultz plans a press conference tomorrow. 2. Diplomatic Relations with the Vatican: Congressional Oglesby reaction has been as we expected, with no major opposition developing. Senator Percy remains committed to move the nomination of Wilson. McFarlane has agreed to brief religious groups on this decision in the near future. Also, we will explore the possibility of bringing in Wilson and the papal envoy for a picture with the President. 3. Grace Commission: This group's ginal set of reports, including an overall compendium of their recommendations, will be released tomorrow. They project potential savings of $400 billion over three years. Grace and his executive committee will meet with the President in the East Room on Monday to discuss their conclusions. Guidance for now is that we are encouraged by the report, which promises signif- icant savings, and are in the process of reviewing the specific recommendations. We should be prepared to answer questions about which recommendations are already included in our budget. 4. Task Force on Food Assistance: This group's final report Fuller will be released next week. We will look closely at the Wright food assistance and nutrition portion of our budget with a view toward incorporating the Task Force's recommenda- tions. 5. Suggestion for Korean Diplomatic Talks: Guidance will be McFarlane forwarded to the Press office regarding the President's remarks on this subject at last night's state dinner. We will also discuss the problem presented by reporters asking such questions during such social events. 6. Product Liability: It was noted that we support changes Oglesby in product liability law which are being sought by a coalition of business groups. Legislative Affairs will check further on prospects for Senate passage. 7. Specialty Steel: It was mentioned that, in the wake of the U.S. decision on this subject, the EC has been taking a more protectionist stance in other trade areas. Nebraska Christian School Case: Guidance regarding Speakes visit by the Civil Rights Commission is that it was done in the normal course of the agency's business, and has occurred without White House involvement. 3. Grace Commission: A summary of the recommendations has Fuller been circulated to the staff. Also, OMB has prepared Q & A regarding the budgetary implications. Grace and his commission will meet with the President on Monday at 1:30. 4. Saturday Radio Speech: A draft on the Kissinger Com- Gergen mission report has gone in to the President. Questions Fuller which have been raised about the draft will be resolved before it is finalized. With regard to Martin Luther King's birthday, it was suggested that the President call Secretary Pierce to congratulate him on receiving the special award from the King Center. 5. Economic Figures: The producer price index will be Feldstein released today. The figure is up only 0.6% year-over- Gergen year, which is the smallest increase in 19 years. The President will make reference to this figure in his luncheon remarks today. Also, retail sales for December were up only 0.1%. 6. Speech on U.S. Soviet Relations: One television network Gergen has indicated that they will cover the speech live, and McFarlane we expect to hear from another network later today. Fuller Invitations to attend the speech will be coordinated Whittlesey between McFarlane, Fuller, and Whittlesey. 7. Soviet Compliance with Arms Control Treaties: Kenneth McFarlane Adelman will brief several senators today on this subject.
