SUBJECT:
Senator Pepper's request concerning
Visit of Mr. Voss
The NSC staff followed-up on your conversation with Senator
Pepper. They informed Senator Pepper that no White House
reception would be held for Mr. Voss because he had been head of
the Latvian Communist Party. Such a reception would infuriate
American Latvians in this country.
An attempt was made to arrange a White House VIP tour for Mr.
Voss, but we were unable to arrange a tour since the only day
that Mr. Voss was available tours were not given due to the
Mubarak visit.
Ambassador Kampelman indicated that he was willing to meet with
Mr. Voss and Mr. Voss was supposed to come with the Soviet
Politbureau Delegation but he did not attend the meeting.

Visiting Soviet IPU Delegation
We have learned from the State Department that the Soviet
Parliamentary delegation--members of the USSR Supreme Soviet--
will be headed by August Voss, former First Secretary of the
Communist Party of Latvia. He is a hated figure among Americans
of Latvian descent, indeed among all Baltic Americans, who see
him as a living symbol of the continuing Soviet occupation of
their nations. Under the circumstances, it would be politically
unwise for this delegation to meet with any White House official,
let alone the President.
We recommend that the delegation be given the standard VIP tour
of the White House afforded to special Congressional guests.
When this is scheduled, please have your office advise us, as we
would like to have a Russian-speaking NSC officer accompany the
group on the tour.
We also recommend that you personally telephone Congressman
Pepper to alert him to the political sensitivities involved in
this matter. Congressman Pepper may be unaware of Voss' previous
incarnation and the political blight it represents here.
