Thank you for your note to the Chief of Staff and for your
inquiry.
I have reviewed the President's remarks regarding Irish
signers of the Declaration of Independence, and it appears
that he has said on a couple of occasions that nine of the
Declaration's signers claimed Irish ancestry and four were
Irish-born. That is, four of the nine signers were actually
Irish-born. The four include the three men you mentioned
and Charles Thomson, the attesting secretary, who signed the

document al though he is not routinely Listed among its
official signatories, because he was not a delegate to the
Continental Congress Stars which produced the Declaration The
remaining five individuals -- Charles Carroll, Thomas Lynch,
Thomas McKean, George Read and Edward Rutledge -- were not
born in Ireland, but were of Irish ancestry. It may inter-
est you to know that Thomson was born in Deiry in 1730, and
that the printer of the Declaration, John Dunlap of Phila-
delphia, was from Strabane.
I hope that this information is clarifying. A copy of the
President's message for St. Patrick's Day, 1987 is enclosed
for you.

Thank you for your kind words and for your invitation.
I cannot tell you what an honor it would be to join you
in Seattle on "Scoop Jackson Day." May 31, 1987 would
have been Scoop's 75th birthday and thus a fitting
opportunity to pay tribute to his life's work.
Regrettably, the demands of my schedule keep me from
attending this event. My praise for this great man
remains today at that highest level of which I spoke
before the Senate on that dark September day some three
and one-half years ago.
Henry M. Jackson spoke for all America. He carried for
days beyond count the conscience of an entire nation
across his shoulders on that Senate floor. A man
uniquely humble yet strong, he had a clear view of this
country's mission and the uncommon ability to lead it to
a better future.
Both Joy and I join you in spirit, Helen, as you
celebrate the life of this great man -- Henry N. "Scoop"
Jackson -- and honor his innumerable contributions to
this nation.

forward over the next two years.
I agree with your generous assessments of both James Baker in
his Treasury post and Secretary of State George Shultz. These
two men have been a credit to this Administration and have
played key roles in many of its successes. Let me emphasize
that the President's vision of Cabinet government is to get
the strongest advice he can from the best people available on
any issue with which they have experience. Rest assured that
the President gets such advice from the team he has in place.
Secretary Shultz serves on the President's Economic Policy
Council, and his views weigh heavily on economic issues just
as Jim Baker's do on many foreign policy questions. The
President believes the country is best served by having
these men in their current positions.
