Thank you for your message expressing support for the President's
nomination of Judge Robert H. Bork to the position of Associate
Justice of the U.S. Supreme Court.
President Reagan believes Judge Bork to be a man of the highest
integrity and qualification as well as an eloquent and powerful
advocate of judicial restraint, a philosophy whose guiding
principle is that it is the legislature's role to enact laws
and the court's role to interpret them.
In making the nomination, the President stated:
Judge Bork is recognized as a premier Constitutional
authority. His outstanding intellect and unrivaled
scholarly credentials are reflected in his thoughtful
examination of the broad, fundamental, legal issues of
our times
We're fortunate to be able to draw
upon such an impressive legal mind; an experienced
judge and a man who already has devoted so much of his
life to public service. He'll bring credit to the
Court and his colleagues, as well as to his country
and the Constitution.
The American Bar Association gave Judge Bork its highest rating --
"exceptionally well qualified" --- when he was confirmed by the
Senate as an Appellate Judge in 1982. President Reagan is
confident that the current Senate confirmation process will be
equally successful and he looks forward to Judge Bork beginning a
long and distinguished career as a Justice of the Supreme Court of
the United States.

Bongo has guided his country on a pro-Western, moderate

your letter we have made progress in negotiating a more
reasonable bill. Congress appears willing to increase
the amount of recapitalization of the FSLIC to $10.8
billion. We would have preferred a simple bill that
provided the estimated $15 billion necessary to address
fully the problems in the S&L industry.
However, because of the problems in the industry you
cited in your letter, some of the President's advisors
recommend that he sign the compromise. I would hope
that this can occur before the upcoming August recess of
the Congress.
Thank you again for sharing your views; I appreciate
having the benefit of your informed judgment, and I look
forward to hearing from you again.

Thank you for your letter of July 21 regarding H.R. 27.
Since the date of your letter we have made progress in
negotiating a somewhat more reasonable bill. We con-
tinue to prefer a simple recapitalization of the FSLIC,
but the Congress is not so inclined. Given the state of
the S&L industry, some of the President's advisors
recommend that he sign the compromise.
I share your concern about the lack of more
comprehensive legislation restructuring the financial
services industry. I hope that something will occur
between now and next March when the moratorium expires.
If not, an attempt to extend the moratorium will be
easier to deter when it is not part of the essential
FSLIC legislation.
I know from firsthand experience that the United States
cannot afford to ignore these issues any longer. While
the markets, both here and abroad, may eventually force
a resolution, it will not occur with the speed or
orderly transition that comprehensive legislation could
provide. In the interim, U.S. capital markets may
suffer.
I hope that the many participants in the financial
services industry could begin to reach some accommoda-
tion among themselves so that the Congress does not feel
compelled to simply perpetuate the status quo.
