Since the date of your letter we have made progress in negotiating a somewhat more reasonable bill. We con- tinue to prefer a simple recapitalization of the FSLIC, but the Congress is not so inclined. Given the state of the S&L industry, some of the President's advisors recommend that he sign the compromise. I share your concern about the lack of more comprehensive legislation restructuring the financial services industry. I hope that something will occur between now and next March when the moratorium expires. If not, an attempt to extend the moratorium will be easier to deter when it is not part of the essential FSLIC legislation. I know from firsthand experience that the United States cannot afford to ignore these issues any longer. While the markets, both here and abroad, may eventually force a resolution, it will not occur with the speed or orderly transition that comprehensive legislation could provide. In the interim, U.S. capital markets may suffer. I hope that the many participants in the financial services industry could begin to reach some accommoda- tion among themselves so that the Congress does not feel compelled to simply perpetuate the status quo.
