Iran-Contra matter.
In his address to the nation on August 12, President Reagan
outlined his Administration's response to the investigations
that have been held, both by the Congress and the Executive,
into the sale of arms to Iran and the diversion of funds to
the democratic resistance in Nicaragua. He set forth the
lessons that can be derived from this process, and he took
this opportunity to stress his support for close cooperation
between the branches on foreign policy matters, including the
conduct of necessary covert operations. The President also
underscored the key goals he intends to pursue in the coming
months in both the domestic and foreign arenas.
In light of your interest, I am enclosing a full transcript

Thank you for your letter and the Great Smoky Mountain Park
Commission Resolution of support for H.R. 1495 and S. 693.
I apologize for the delay in responding.
The Administration supports legislation to designate 418,
acres as wilderness and 46,500 acres as potential wilderness.
Furthermore, the Administration believes that designation
should be effective upon enactment of legislation. The
Administration also supports authorization of funding to
settle the long-standing dispute between Swain County, North
Carolina and the Department of the Interior provided that
the funding is subject to the appropriation process.
The Administration's major concern with the above bills
involves the acreage proposed as potential wilderness. In
most cases, these lands were acquired subject to outstanding
rights, some of which are inconsistent with wilderness. The
Administration believes that this area should be designated
as potential wilderness which could then be redesignated
wilderness when inconsistent rights are removed. In the
meantime, the land would be protected from development.
I should also note the Administration is opposed to the
provision included in both bills which would forgive the
repayment of a $2 million loan made to Swain County by the
Farmers Home Administration for construction of a high school.

Let me underscore that consistency demands we maintain
the combination of diplomatic, military, and economic
pressure on the Sandinistas that has been the heart of
the President's policy toward Nicaragua. For this
reason we intend to ask the Congress for $270 million in
aid to the Resistance over an 18-month period beginning
in October. As Secretary Shultz has said, we cannot
stand idly by "and permit a country as near to our
borders as Nicaragua to become a place from which the
Soviet Union and its allies can militarily threaten our
friends' or our country's national security."

President's long-standing policies toward Central

Thank you for your letter of July 20 and your strong
show of support for the Administration's efforts to
achieve peace and security in Central America based on a
democratic outcome in Nicaragua.
As you point out, the Iran-Contra hearings have given
the public substantial information as to internal U.S.
government processes. We believe, however, that overall
the hearings have been necessary to ensure that the
public understands clearly the distinction between the
Administration's policy objectives and the unauthorized
action some individuals took in pursuit of those
objectives.
One important benefit of the hearings has been increased
public understanding of the Administration's policy
towards Central America, and the essential role of the
Nicaraguan Resistance in seeking lasting peace and
security through the establishment of democratic
institutions. The public has also been made aware of
the adverse effects caused by the inconstancy of U.S.
funding to the Resistance in their fight against the
Cuban- and Soviet-backed regime in Managua.
To answer your specific question, I do not believe that
a court action testing the constitutionality of the
Boland Amendment would be desirable at this time. We
are now operating under a law that provides for
assistance to the Nicaraguan Resistance, and the FY 88
legislative season is already upon us. Moreover, we are
now working on a bipartisan basis to pursue the U.S.
policy objective of a democratic outcome in Nicaragua.
The situation is much different from the one we faced
when the Congress was completely withholding U.S.
funding to the Resistance. Nevertheless, a constant
effort will be required to ensure that U.S. goals are
pursued with the coherence and consistency required to
bring about a genuine democratic solution in Nicaragua.

Under the provisions of the Privacy Act of 1974, the
