Times. It is not only correct (as usual), but sets exactly
the right tone. Restoring some level of confidence here
and abroad is absolutely essential so that we don't talk
ourselves into some kind of downturn. That's why the budget
agreement, while far from perfect and less than I had hoped
for, is better than no agreement at all. I guess I'd
forgotten how hard it is to get Congress to agree to
cut spending.

Thanks for sending along a copy of your comments to Lawton
on the extreme volatility in the financial markets. As
usual, your thoughts are right on point. As you know, we
have an agreement with the Congress that I think takes an
important step toward the necessary actions you outlined.
Let me hasten to add that I'm not among those who sense
we are out of the woods. Some may think that the President
is stubborn on taxes, but I'm here to tell you that the
Congress has been more stubborn on real spending cuts. The
President has signed on to the whole package, warts and all,
and slippage by the Congress from their end of the bargain
would not be acceptable to the President or, I believe, well
received elsewhere. I remain hopeful that the agreement
will succeed, and I intend to work as hard as I can toward
that end.
Please keep me apprised of how things look from where you
sit.

I think that the result, while far from perfect, shows that
the elected branches of government can come together and
function and should clearly demonstrate that the President
is not inflexible on either taxes or defense. After sitting
in those negotiations for 20 days, I've got to tell you that
if there is any stubbornness, it is in Congress's unwilling-
ness to cut domestic spending, especially entitlements.

Dear Bob:
I apologize for the delay in responding to your letter of
November 5. As you know, we have been somewhat busy on both
the domestic and foreign fronts.
From the substance of your letter, I expect you are not
totally satisfied with the outcome of our budget negotia-
tions. None of us is, but I believe it to be a good first
step. The settlement is multi-year and, I would argue,
credible; the primary one-time savings are asset sales,
which make up only 10% of the package. There are real
savings in entitlement programs, including agriculture,
and real revenues, all of which translate into permanent
reductions. Defense is essentially frozen and domestic
discretionary programs are held to a 2% increase for the
next two years.
It is not as much as I had hoped or the President had hoped,
but it is a good first step. There are only three basic
alternatives to reduce the deficit. We could have gone for
a larger package, but it would have to include a limitation
on COLAs. Whether that is a good idea or not, it is clear
there simply aren't enough votes to pass a broad COLA change
in either the House or the Senate. The second alternative
is the plan that emerged from the negotiations, or something
very close to it. The third choice is simply letting the
sequester take effect and admitting that the only way we can
deal with the deficit is by going on "auto-pilot."
