Dear Marty:
Thanks for sending along the Economist piece on LDC debt
problems. While I understand (and tend to agree with) your
conclusion, I wonder if the banks will provide even the
level of capital you cite. As you know, the regional banks
are already writing down their existing loans and generally
leaving the LDC market. I understand several regionals
intend to shed all their Mexican debt in the upcoming
"swap" -- assuming they can. The money-center banks are
under great pressure to follow suit. These developments,
coupled with foreign banks write-offs, leaves me less than
sanguine about the prospects for further substantial bank
lending.
All of that is to say I continue to worry about the LDC's
in general and the political instability in several of the
countries. I suspect we do not need a major debt problem
given the current state of the financial markets and the
economy.
I enjoyed our meeting and conversation in December and look
forward to seeing you again when our schedules permit.

Dear Ms. Pyle:
Thank you for your letter to Senator Baker concerning acquisition
of the historic post office building in Gettysburg for the Adams
County Public Library.
We have been advised that officials of the Postal Service's
Philadelphia Facilities Service Center are working with local
government representatives who wish to submit a joint proposal for
the purchase of the building. We also understand that the Postal
Service will retain space at that site for use as a retail unit.
Generally speaking, when the Postal Service owns a building which
is determined to exceed their needs, Postal Service Facilities
Department officials ask the General Services Administration (GSA)
to screen all Federal agencies and advise if any of them is
interested in acquiring the property at fair market value. In
this case, the Postal Service is awaiting GSA's response.
If neither GSA nor any other Federal agency has a need for the
property, it is offered to local governments. This is done prior
to public advertising. If an acceptable sale cannot be negotiated
with local government officials, the property is publicly adver-
tised for sale to the highest bidder. All property must, however,
be disposed of at fair market value.

like you've really taken the reins there and assembled quite a
team of professionals who are doing an outstanding job.
While I'm honored that you would ask me to perform such a
ceremony, it seems that the lawyers here feel that I have no
such authority. So, regrettably, I must decline the kind
offer.
