Ronald Reagan Presidential Library Digital Library Collections This is a PDF of a folder from our textual collections. Collection: Baker, Howard H. Jr.: Files Folder Title: [Outgoing Correspondence File: 03/02/1988-03/09/1988] Box: 9 To see more digitized collections visit: https://reaganlibrary.gov/archives/digital-library To see all Ronald Reagan Presidential Library inventories visit: https://reaganlibrary.gov/document-collection Contact a reference archivist at: [email protected] Citation Guidelines: https://reaganlibrary.gov/citing National Archives Catalogue: https://catalog.archives.gov/ March 4, 1988 Dear Peter: Thank you for your letter of December 23 concerning Chile's participation in the Generalized System of Preferences (GSP) program. As you are aware, the President has taken action to suspend Chile indefinitely from the GSP program. The President's decision took effect 60 davs from December 30, 1987. The basis for the President's decision was the legislation authorizing our GSP program. Our law requires the President to remove or suspend beneficiary developing countries that "have not or are not taking steps" to provide workers internationally recognized worker rights. The President acted after we had reviewed the worker rights situation in Chile for over two and one-half years. The review incorporated numerous comments from the private sector, labor unions and human rights groups as well as input from our Embassy in Santiago. In addition, we consulted with the Government of Chile on numerous occasions. In November 1986, the Government of Chile specified to us actions it planned to take to improve worker rights. The steps chosen concerned rules governing collective bargaining, rights of striking workers and labor confederations. After more than a year, the Government of Chile had still not implemented the indicated changes. Throughout the process, the U.S. indicated that the issue was not whether a particular package was implemented, but rather the requirement of U.S. law that Chile be "taking steps" to improve worker rights. You raised a number of points in your letter which were all very carefully considered during the course of this review. But I want to reinforce the basic premise of the President's decision, which was that our law includes the requirement that beneficiary countries be making progress to improve the rights of their workers. In this case, the President could not credibly determine that Chile was "taking steps" to improve the rights of workers. Therefore, he was required to suspend or remove Chile from the GSP program. March 4, 1988 Dear George: Thank you for your letter of February 18 regarding Hannah Boyd Bell. I am delighted to know of your personal knowledge of Hannah and the fact that she is a graduate of the University of Tennessee. We are proud to have her on our team, and I have been informed that she is doing a great job for Will Ball. Sincerely, Howard H. Baker, Jr. Chief of Staff to the President Mr. George D. Your thoughtful message and encouragement mean a great deal to me. The enclosed photograph comes with my warm best wishes. Sincerely, Howard H. Baker, Jr. Chief of Staff to the President Ms. Helen Tomko 256 South Lehigh Avenue Frackville, PA 17931 Enclosure March 7, 1988 Dear Jude: I apologize on the delay in responding to your letters on the Federal Reserve nomination. I kept hoping that I would have some news for you. In fact, I believe and hope that we are closing in on a nomination. Your recommendation of Wendell Gunn was a good one, but he apparently ran afoul of the same geographic restriction we have encountered with other nominees. I am beginning to come to the opinion that geographic distribution is not the panacea I once believed. Your thoughts on both Wendell and Leif Olsen are appreciated. As always, I value your insights. Warm regards. Sincerely, Howard H. Baker, Jr. Chief of Staff to the President Mr. Jude Wanniski President Polyconomics, Inc. 36 Maple Avenue Morristown, NJ 07960 HHB/DC/JCT/LRC/CAD/efr 3HHBA CC: Lorraine Camarano - Rm. 61 - OEOB March 7, 1988 Dear Armand: Thank you for your letter of December 1 concerning Ida Nudel. I regret that it was not possible to arrange a meeting with President Reagan, but I know the President expressed to Ms. Nudel his great admiration for her courage and stead- fastness when he telephoned her shortly after her arrival in Israel last October. You will be pleased to hear that human rights, including emigration, was the first subject the President raised during his discussions in December with General Secretary Gorbachev. The U.S. Government welcomes the rise in Soviet emigration levels and the many cases of prominent refuseniks which have been resolved in the past twelve months, such as that of Ms. Nudel and, most recently, that of Dr. Naum Meiman. However, we remain deeply concerned about all those in the Soviet Union who are still trying to emigrate, and we will continue to do everything we can to help. Let me take this opportunity to thank you for your own efforts in behalf of Ms. Nudel and others in the Soviet Union in need of assistance. With every good wish, Sincerely, Howard H. I know of Maury's long service in government and, in fact, the President asked him to represent him last September at the funeral of Japan's former Prime Minister Nobusuke Kishi. Please be assured that we will continue considering him for appropriate positions as they occur. I appreciate your writing and letting me know of your support for Maury. Sincerely, Howard E. Baker, Jr. Chief of Staff to the President Mr. Buckley M. Byers Consultant to the Chairman Republican National Finance Committee 310 First Street, S.E. Washington, DC 20003 HHB/Tutt-le/CAD/ckb 3HHB CC: Lorraine Camarano - Rm. 61 OEOB March 7, 1988 Dear Mr. Raymond: Thank you for your letter of February 8 regarding your concern about the apparent inaction on the financial markets. I hesitate to predict what Congress will ultimately do, but I believe their current reticence is based not on the "clout" of the financial markets, but rather on a genuine concern that they not act precipitously. I can assure you that the problem has not been forgotten or ignored at this end of Pennsylvania Avenue. We are considering several options on both how to proceed and what to advocate. I expect that decisions on both will be made in the near future. In the interim, the regulators have begun systematic consulta- tions and will be taking_some actions on their own. With best wishes, Sincerely, Howard II. Baker, Jr. Chief of Staff to the President Mr. Milton H. I am sorry the response to your request must be a disappointing one. However, in accordance with White House policy, the Chief of Staff cannot advise, assist, or in any other way engage in the endorsement of a commercial project. I am sure you will understand the need for this policy. Senator Baker appreciates your interest in writing and sends you his best wishes. I'm not certain when I'll have an opportunity to read it, but it will be something to look forward to at some future time. I see the Oxford Analytica material which David sends to my assistant, John Tuck, and I certainly agree with you that it is rather good. I've asked the staff to see whether or not we might agree on having access to the service. Frankly, however, the White House team has been taken aback at the price tag. Instead, David, or you on his behalf, might extend the offer to the Departments of State and Defense. I'm glad you're keeping in touch! Warm regards. Sincerely, Howard H. As you are undoubtedly aware, the President announced his nominees, Cap Weinberger and Drew Lewis, on February 19. I wanted you to know, however, that we placed Don's name on the list the President reviewed before making his choice. In the end, he concluded that Cap and Drew were best suited to match the Democratic members and advocate his policies. As you recommended, we did coordinate closely with Bob Dole and Bob Michel in making and announcing our selections. You might also be interested in the basic ground-rules we have tentatively negotiated: 1) co-chairmen, at least until after the election; 2) no public hearings until after the election; and 3) no interim reports. It is my hope that these arrange- ments will help mitigate against the Commission's getting involved in generating election issues. Thank you again for your recommendation. Sincerely, Howard H. I appreciate the gravity of your concerns about the currency exchange losses that RFE/RL is experiencing. I trust that the Congress will act responsibly concerning this need soon after receiving the President's proposed language changes removing the current restrictions on your 1988 appropriation. I believe that Jim Miller is responding in more detail to a similar letter on this subject. Suffice it to say we are all interested in keeping the radios on the air, and will work very hard to see that the Congress understands the issue and takes timely action on the President's proposals on this matter. Again, thanks for your letter and your support for the President's budget. Warm regards. Sincerely, Howard H. Baker, Jr. Chief of Staff to the President Mr. Malcolm S. Forbes, jr.
