Dear Peter:
Thank you for your letter of December 23 concerning Chile's
participation in the Generalized System of Preferences (GSP)
program.
As you are aware, the President has taken action to suspend
Chile indefinitely from the GSP program. The President's
decision took effect 60 davs from December 30, 1987. The
basis for the President's decision was the legislation
authorizing our GSP program. Our law requires the President
to remove or suspend beneficiary developing countries that
"have not or are not taking steps" to provide workers
internationally recognized worker rights.
The President acted after we had reviewed the worker rights
situation in Chile for over two and one-half years. The
review incorporated numerous comments from the private sector,
labor unions and human rights groups as well as input from our
Embassy in Santiago. In addition, we consulted with the
Government of Chile on numerous occasions.
In November 1986, the Government of Chile specified to us
actions it planned to take to improve worker rights. The
steps chosen concerned rules governing collective bargaining,
rights of striking workers and labor confederations. After
more than a year, the Government of Chile had still not
implemented the indicated changes. Throughout the process,
the U.S. indicated that the issue was not whether a particular
package was implemented, but rather the requirement of U.S.
law that Chile be "taking steps" to improve worker rights.
You raised a number of points in your letter which were all
very carefully considered during the course of this review.
But I want to reinforce the basic premise of the President's
decision, which was that our law includes the requirement that
beneficiary countries be making progress to improve the rights
of their workers. In this case, the President could not
credibly determine that Chile was "taking steps" to improve
the rights of workers. Therefore, he was required to suspend
or remove Chile from the GSP program.

I would have some news for you. In fact, I believe
and hope that we are closing in on a nomination. Your
recommendation of Wendell Gunn was a good one, but he

we have encountered with other nominees. I am beginning
to come to the opinion that geographic distribution is
not the panacea I once believed.

Thank you for your letter of December 1 concerning Ida Nudel.
I regret that it was not possible to arrange a meeting with
President Reagan, but I know the President expressed to
Ms. Nudel his great admiration for her courage and stead-
fastness when he telephoned her shortly after her arrival
in Israel last October.
You will be pleased to hear that human rights, including
emigration, was the first subject the President raised during
his discussions in December with General Secretary Gorbachev.
The U.S. Government welcomes the rise in Soviet emigration
levels and the many cases of prominent refuseniks which have
been resolved in the past twelve months, such as that of
Ms. Nudel and, most recently, that of Dr. Naum Meiman.
However, we remain deeply concerned about all those in the
Soviet Union who are still trying to emigrate, and we will
continue to do everything we can to help.
Let me take this opportunity to thank you for your own efforts
in behalf of Ms. Nudel and others in the Soviet Union in need
of assistance.

I hesitate to predict what Congress will ultimately do, but
I believe their current reticence is based not on the "clout"
of the financial markets, but rather on a genuine concern that

ignored at this end of Pennsylvania Avenue. We are considering
several options on both how to proceed and what to advocate. I
expect that decisions on both will be made in the near future.

Dear Frank:
Thanks for your letter recommending Don Marron for the
National Economic Commission. As you are undoubtedly aware,
the President announced his nominees, Cap Weinberger and Drew
Lewis, on February 19. I wanted you to know, however, that
we placed Don's name on the list the President reviewed before
making his choice. In the end, he concluded that Cap and Drew
were best suited to match the Democratic members and advocate
his policies.
As you recommended, we did coordinate closely with Bob Dole
and Bob Michel in making and announcing our selections. You
might also be interested in the basic ground-rules we have
tentatively negotiated: 1) co-chairmen, at least until after
the election; 2) no public hearings until after the election;
and 3) no interim reports. It is my hope that these arrange-
ments will help mitigate against the Commission's getting
involved in generating election issues.
