Dear Jim:
Thank you for your letter recommending Dr. Michael G. Dana
for the position of Director of the Office of Substance
Abuse Protection at the Department of Health and Human
Services.
Unfortunately, it took quite some time to follow through on
your recommendation since this position was not to become
vacant until the beginning of 1988. Since then, however,
Secretary Bowen has decided to fill this position from the
ranks of the Civil Service.
As you may be aware, Title V of the U.S. Code prohibits the
President and Members of the Executive Office of the
President from using political influence to obtain career
placement of candidates. We did, however, advise Dr. Dana
of the steps necessary for him to compete for this position.
In addition, Dr. Dana was interviewed on February 22 in the
Office of Presidential Personnel in order to explore other
career options available to him at this time.
Again, thank you for bringing your strong recommendation of
Dr. Dana to my attention.
