Since then, however, Secretary Bowen has decided to fill this position from the ranks of the Civil Service. As you may be aware, Title V of the U.S. Code prohibits the President and Members of the Executive Office of the President from using political influence to obtain career placement of candidates. We did, however, advise Dr. Dana of the steps necessary for him to compete for this position. In addition, Dr. Dana was interviewed on February 22 in the Office of Presidential Personnel in order to explore other career options available to him at this time.
