Dear John:
Thank you for your letter of December 7, 1987 concerning U.S.
policy toward the situation in Haiti. I'm sorry for the delay
in responding.
Since the fall of the Duvalier regime in 1986, our policy
regarding Haiti has been based on strong encouragement of a
transition to democracy through full and fair elections.
The United States was dismayed by the violent disruption of the
electoral process and the failure of the Haitian government to
protect innocent citizens attempting to vote. Our commitment to
the democratic process in Haiti remains very strong. As you know,
we have suspended all military assistance and non-humanitarian
economic aid to Haiti. The drawdown in personnel is not a sign
of disinterest in Haiti, but a signal that we do not intend to
quickly or easily restore aid to the government. We have called
on the Haitian government to stop violence and restore confidence
in its willingness and ability to conduct an orderly and honest
election and to transfer power to a freely elected government.
Our government continues to examine options for our posture in
Haiti, but military intervention must continue to be considered
a last resort. Moreover, talk of such moves can inhibit more
appropriate solutions to the problems in Haiti.
Please be assured that your thoughts will be considered as we
formulate policy in coming months.
Again, thanks for writing. I'm also pleased that I could be of
help to Terry.

Thank you for your letter about the plant closing provision in
the omnibus trade bill. I can assure you that we share your view
that this should not be included in this bill or any other bill.
In 1986 the President indicated that he would veto a continuing
resolution if it contained a similar provision, and it was ulti-
mately removed. Our strong opposition has not changed since that
time.
At this moment, it is unclear how the trade bill conferees
will finally decide this issue. But rest assured that we remain
strongly opposed to plant closing provisions and are clearly
indicating that opposition to the conferees.

National Newspaper Association. I'm pleased that I

The President enjoys meeting with local and regional
press, so we try to do this as often as possible. One
of our most successful formats is a regional briefing
for out-of-town media -- radio, TV, and print. We
certainly try to include many editors of smaller
newspapers. I hope we can schedule another regional
briefing soon, and we will be sure to include many of
your fellow editors and publishers. Elizabeth Board,
Director of Media and Broadcast Relations, is in charge
of these briefings.
If you know of any other specific meetings your
membership is planning here in the near future, please

to me through the courtesy of Deputy Chief Cabinet Secretary
Ozawa.
The President was very pleased, of course, with his January
meeting with Prime Minister Takeshita. The agenda for your
Cabinet that the Prime Minister described then, and that you
note in your letter, is an ambitious one. We wish you the
greatest of success in fulfilling the Prime Minister's agenda.
I appreciate your concern for the trade-associated problems
which must be resolved between our countries, including public
works, beef, and citrus. I very much agree that these issues
are not insoluble, and that they can be resolved with good
communication and strong efforts by both sides.
The opportunity to meet on March 29 with Deputy Chief
Cabinet Secretary Ozawa was most welcome. His presence in
the United States contributed in a major wav to the good
outcome for the public works issue, and I was glad we were
able to meet after he had completed his negotiations with
Secretary Verity and Ambassador Smith.
Thank you for your personal concern and warmth. Experiences
of the kind you mention come along from time to time, and it
is good to know that friends from far away wish us well. I
deeply appreciate your warm assurances. Mrs. Baker joins me
