Dear Senator Baker:
I write, to make a suggestion, as an admirer and well-wisher who has twice voted
for President Reagan and as a citizen who is delighted with your appointment and
the promise it gives of getting the government back on track.
Even though my maternal grandmother's maiden name was Regan, giving me I guess as
much Regan blood as your predecessor, I must confess I grew not to admire Donald
Regan's style. On account of his name I wanted of course to give him the benefit
of the doubt; but I began to become disenchanted early on because of the way he
responded to questions about his switching jobs with James Baker. Instead of in-
sisting it was a presidential decision, taken after due deliberation, he answered in
effect it was entirely his idea, thereby contributing to the unfortunate image of a
"hands off" president. Later I got sick of seeing Mr. Regan in practically every
photograph with the President, the unseemly peak being one showing the Chief of Staff
interjecting himself behind and between the two principals on a sofa at Reykjavik.
Incidentally I am a former deputy chief of protocol of the United States; and I can
see no need for, and can provide arguments against, the Chief of Staff's being present
on most ceremonial occasions involving the President. Being always there at such
events tends to cast the President's chief adviser and manager in the role of a mere
aide de camp, having in my opinion the consequence of degrading rather than enhancing
his position.
Let the protocol people and such, and the secretary of state when indicated, accompany
the President to greet and bid adieu to foreign heads of government; and let assist-
ants and specialists, political and otherwise, travel with the chief executive on
numerous trips. The Chief of Staff's time for sorting out and wrestling with substant-
ive issues of towering importance is much too valuable to be wasted on unnecessary
activities.

occasions and being well acquainted with several people in this area who are

know that we have a man and a public servant of your caliber in such a crucial

I know that I need not tell you that, contrary to the persistent efforts of
a major segment of the media, President Reagan enjoys the support and affection

Let me add my voice to the many others who applaud your
willingnees to accept another assignment to serve the President
and the country. I know I echo the sentiment of a great many
of your friends and supporters in expressing my regret that
this step will preclude your becoming an active candidate for
the nomination next year. As in 1980, it appears that my
candidate will not be among those who are in the field as the
delegate selection process progresses.
It is reassuring, however, to know that the one who is best
qualified to fill that office in 1989 will be helping to assure
the success of this President who has done so much to give the

How proud and delighted I was that you accepted your appointment
as Chief of Staff. There is no one more qualified, especially
at this time that our President needs your leadership experience,
your moral judgment and expertise. I am sure that this has been a
personal sacrifice on your part, but can only hope that the
rewards the nation will reap, will be compensated by personal
rewards to you.
How many years has it been, Howard, that we have been so involved
in the United States Senate Youth Program
three times you have
been Co-Chairman and I don't remember any years that you did not
participate as a speaker to the youth of our country, at Senate
Youth
until this past year and we missed you.
You may not have had the opportunity to peruse the Silver
Anniversary Annual that was distributed this past January, but
I do hope you enjoy it. It is difficult to believe that Senate
Youth is 25 years old. You are well represented throughout the
Annual, as you should be, being such an integral part of the
Program.
I send my best wishes and prayers for your efforts to restore
integrity and stability to this administration and I know that
I am only one in the list of millions who have responded to you
in respect to this challenge you have undertaken. You have
my utmost confidence and support.
