Dear Howard:
I am writing to express my serious concern over Urban
Development Action Grant program management and administration.
While I am concerned over the future of this program in general,
the most pressing problem at this time results from the decision
to extend the November funding round and cancel the May large
cities round. Despite several inquiries, no one has been able
to explain to me the reasoning behind this decision.
Quite frankly, I think this decision is unfair to those cities,
such as Cleveland, that reasonably expected the standard funding
process to be continued. As in the past, I had instructed my
staff to submit only those programs that were fully prepared for
consideration in the November round and to hold other projects
for the May round. I also withdrew one application because the
necessary firm commitments were not made by January 15th. Had I
known that rules were going to change, I would have made sure
that those developers desiring UDAG funding had their
commitments in time for the November deadline.
Obviously, the change in program rules has seriously jeopardized
the viability of these projects. In turn, our ability to
continue revitalizing Cleveland and provide greater job
opportunities for our citizens has been jeopardized.
It is only fair that we return to the standard UDAG program
rules for the remainder of this year.
I would greatly appreciate your assistance in this effort.

Joan and I want you to know how deeply proud we are of you
and deeply grateful for the tremendously unselfish decision
you made in accepting the position of Chief of Staff for
President Reagan. After what our country and our party
went through in Watergate, it certainly can be said that
"these are the times that try men's souls. You have all
the qualifications that any two people might possess for
the task of accomplishing the many results desired in
the next two years.
I trust that you will ignore those few petty detractors
who sought to characterize your acceptance of this over-
whelming challenge as a vehicle for gracefully abandoning
your candidacy for the presidency. It is an unfortunate
fact of life that media people of such warped vision re-
main with us. I can readily think of at least a hundred
ways of your gracefully withdrawing without assuming the
headaches and heartaches of such a task as you have as-
sumed.
As you are no doubt aware from the overwhelming affirmative
reaction that you have received from all quarters, your
presence in the White House has already done much for
restoring the public's confidence. Coupled with your
already many great accomplishments, I am of the opinion
that history will record you as one of the outstanding
statesmen of the twentieth century.
Joan and I will continue to remember you and Joy in our
prayers. It is our hope that Joy's health will remain
strong so that she might share in the fruits of your labor
during these next two years. I know of but little that I
can do, but if ever I can be of any service to you in any
manner whatsoever, please don't hesitate to ask. I hope

Dear Senator Baker:
First and foremost, please accept my sincerest congratulations on your
new post. I'm delighted the president asked you to serve and that you were
able to accept. I can not think of anyone who can even come close to you in
terms of facing and meeting this tremendous challenge. While I certainly
regret this has precluded your entering the 1988 presidential race, it is
obvious to everyone that you have put the twin issues of responsibility and
service to your country and president far above any personal goals. I wish
you the very best of luck and success.
In one of those amazing coincidences, I was going through my files last
Wednesday evening when I came across a cache of the enclosed photograph. Can
it really be 20 years?
The ensuing years have brought me here (Windsor is to Detroit as West
Memphis is to Memphis) where I face my own brand of daily challenge - - writing
for a Canadian newspaper as both an American and a conservative. Surprisingly,
to those who do not know Canada, the mood of the country has become increasing
more anti-American and leftist. The majority of my colleagues are anti-America
although I hasten to add they were among the first to apply for permanent
residency visas in the U.S. during the recent lottery.
I was going to send a copy of the enclosed column to the president but
I didn't think he was in a mood to read any more about the Sandinistas. But
if you think he'd be happy to know there are some journalists who support his
Latin American policies, please feel free to passit along.

I wish to congratulate you on your new appointment as chief of staff to the Reagan
Administration. At this critical time in President Reagan's candidacy, it is crucial
to reassure the public of the President's credentials -an act which I am certain
you can and will fulfill to your best ability. Based on what I have read about your
past and what you intend to do for the future of the White House, I have the reassurance
of knowing that you are indeed "the right man at the right time" as Senate G.O.P.
leader Robert Dole has recently stated.
Although it may have been difficult to overcame a chance to run for President of

and much optimism for the President. In the Watergate Affair, you chose to dig
behind the scenes and rightfully espose the scandalous acts of President Nixon, yet
now you are trying to get to the bottam of things and earnestly put the presidency
back on track after the Iran-Contra Scandal. I admire your willingness to accept
this ultimate challenge of taking part in the responsibility of our gobernment at
a time when it seems to be losing all credibility with the American people. You
have rightfully gained the respect, honest, and decency of your former colleagues
and I truly hope others will came to recognize these distinguishable qualities in
you.
Your calm, easy-going manner is certainly distinguishable from the autocratic, ill-
minded manner of former chief of staff Donald Regan. Your desire to open up and
speak out, unlike the reclusive style of Regan is sure to be a promising aid in your
goal to repairing the damaging criticism made by the Tower Commission on Reagan's
unruly management of the White House. It appears to me that if anyone can do the
job, you can.
Your pramising, optimistic view of the next two years of the Reagan Administration
will hopefully hold strong and soon became a reality. I am certain that with the
help of many already successful, hard-working aides, and your newly-appointed aides,
which I belive you have wisely chosen, the Reagen Administration can get back on
track while leaving the past behind.
If the President did indeed know all the facts about the arms deal, I believe you
can provide our country with a fresh start and make the people see and understand
the President's aiding the contras in Nicaragua.
I admire your qualities and believe that you can get the job done and indeed, provide
a more promising future for all of us.

meant to write you and tell you how pleased we all were when the President chose
the best man possible to get the government back on track. I am slow getting in

That is a phenomenon in itself these days. In any event I couldn't be more pleased
and more comfortable to know where you are in this stage of history.
I just got a call from Dan Hanson, whom I am sure you know as staff head of the
American Road & Transportation Builders Association. He had been meeting all
morning with numerous other industry counterparts and they have concluded, right
or wrong, that the President is being strongly advised by many high administration
people to veto any highway bill that may be sent to him in the next few days. It
was their feeling that only you could persuade the President to sign this bill,
even with its many imperfections, in the best interest of the country and certainly
the desperate needs of our industry. They contend that it is not a budget-busting
bill since its revenues are generated from a user tax, but I know there is no need
for me to give you a sales pitch as you are more aware than I of the consequences
and ramifications of a possible veto. It was just that the many industry
associations felt that you were the key and asked that I convey that feeling to
you. We all anxiously await the passage into law of a highway bill.
Again let me say how proud I am of you. I trust that Joy is feeling better these
days. Please give her our best.

your first name After all, how many of us--your
old Law School classmates-- are there left to tell you
how to run the government?)
What I want to say is that I think all medical expenses,
rich and poor alike, should be deductible from our gross
income in preparing our tax returns. Damn it, Howard,
25% of all Chapt. 7 bankruptcies are directly caused by
medical expenses and another 33 1/3% are indirectly caused
by medical expenses. When you consider the ripple effect
of a bankruptcy you can see the damage to the American
public by medical expense. But consider the people ad-
versely affected by medical expense who can't or don't
want to go through bankruptcy: they, too, are frequently
devastated and have no tax relief. Think about it.
While I have your attention, Howard, (and I promise I
won't write again unless you absolutely insist) let me
mention that I have already suggested to the current
power clique in Russia the advantages of an American Law
Facility (School) in Moscow for the purpose of facili-
tating trade relations between our two countries. Actu-
ally, the real purpose of such a facility is a lot more
subtle. I feel, as did the great Wigmore, that if the
elite of any country is meaningfully exposed to the
American judicial system they will want to adapt much
of what they see and learn to their own judicial system
--with inestimable beneficial results any way you slice
it. Give that some thought, too. After all, Howard,
the battle is an intellectual one, isn't it?
