One we named Sam Ervin Duncan and the other Howard Baker Duncan. Sam was the

Howard has some vinegar in his personality, enough to have character but not
enough to be sour. He is well and living happily in Stowe, Vermont with my
brother, sister-in-law, nephew and several other cats.

Dear Mr. Baker:
My reaction to your acceptance of President Reagan's request to be his Chief
of Staff was a mixed one. My first reaction was a positive one. I felt that
you were the finest choice he could have made for that sensitive position.
My negative reaction centered in your becoming involved with an administration
so full of scandal and unethical if not illegal activity.
Through the years I've admired your effective leadership and your high prin-
ciples. I've been proud that you represented Tennessee and did so with such
distinction. I have always felt that you were guided by principles which were
shaped by your Christian commitment. Much of this will be tested in your new
position.
My plea is that your first loyalty not be to President Reagan. It was this
kind of commitment that put the administration into such shambles. May I
suggest that the order of your commitments be as follows: 1) Truth; 2) Your
principles guided by Christian Commitment; 3) The Nation; 4) The world status
and relations of the country; and lastly, 5) to the President. I say this
from the understanding that Mr. Reagan needs a commitment to the truth and to
Christian principles and your ordering of priorities and commitments can be
helpful to him in this regard. What might look best to him in terms of what
is dramatically appropriate might not be in the best interests of our nation.
On balance I am delighted that you are where you are. I do feel that your
leadership will again shape and guide the nation effectively. Yours is a most
difficult and sensitive responsibility. I am certain that you are more than
adequate for the task.
