Convention Program
It occurs to me we should try to work into the
program several Senators who are in some re-election
jeopardy. Therefore, I propose:
1. Sen. Percy to introduce the Cabinet members
who will be seated in their VIP box. Maybe
Monday.
2. Sen. Jepsen to introduce any Olympic winners
who may be in a VIP box. Monday.
3. Rep. Gramm to nominate the Vice President on
Wednesday.
4. Sen. Cochran to introduce the Vice President
for his Acceptance Speech on Thursday.
5. Sen. Helms to introduce the U.S. Marine,
wounded in Lebanon, who was dramatically
visited in the hospital by General P.X. Kelly.
Monday or Tuesday.
6. Sen. Goldwater be programmed for a five-
minute speech segment on Monday night. This
will surely be added later, so I recommend
we do it now.
Rather than have a convention meeting, will you check
this with all White House parties concerned?

convention to discuss generally where she is, where she
wants to be and a look ahead to the campaign and the next
four years.

P.S. Attached is the letter from Dave Montgomery of the
Fort Worth Star-Telegram as mentioned in my previous
decline
memo to you. He is requesting a pre-convention
interview with Mrs. Reagan to be published during the
convention. I understand now the President will be
doing a Fort Worth interview, so this has become less
appealing.

Thanks for your help on our request for an
interview with the First Lady. I know it would
have tremendous readership in our Dallas-Fort Worth
circulation area with the approach of the Republican
convention.
As I mentioned on the phone, our first priority
would be a Washington interview before the conven-
tion. As an alternative -- or ideally, in addition
to -- a lifestyle interview piece at the convention.
I would conduct the Washington interview, while
one of our lifestyle reporters would handle the
convention piece.
Again, Sheila, I appreciate your help. It
was good talking to you again, and I'm looking
forward to seeing you at the convention -- Dallas
heat notwithstanding.

SUBJECT:
Convention
Last week the Advance office visited Dallas to review the
hotel situation and the proposed Presidential schedule. The
trip confirmed a number of concerns which need to be
addressed as soon as possible. I have asked Bill Henkel to
give me his suggestions as soon as possible. I expect to
have the President's schedule by Tuesday afternoon, and the
hotel suggestions by Thursday. There are a number of things
you should be aware of for Tuesday's meeting, whether or not
the Henkel material is available by then.
A. Presidential Schedule - I've attached a copy of the
schedule prepared by Timmons. We have already discussed
some of this but there are a few items that may come up in
Tuesday's meeting.
1. Arrival - The schedule suggests 6pm which is 7pm
EDT. We would most likely want to get in Dallas around
3:30pm to allow enough time for the arrival rally to
make the news. The other possibility would be to
arrive later to try to get coverage of the arrival
rally during convention coverage 7:30 - 9:30 EDT, but
this would require some adjustment in an already tight
convention schedule, and a lot of the people needed for
a good arrival rally would be in the Convention Hall.
2. Youth Rally - While this is a good idea, I would
change the time from 8:30pm to after the President's
nomination goes over the top and the subsequent rally
in the hall is completed. This would allow for the
traditional coverage of the President watching the
proceedings from the hotel room with his family and not
disrupt the middle of the Convention program.
3. Prayer Breakfast - This could be a lay
nondenominational event with 14,000 people or more but
needs some work in terms of cost, i.e., who is paying
etc. We are working on this for 9:00 am.

4. Lunches - The schedule proposes several lunches
which are part of the Timmons concept but are not
organized to date. I think these are good ideas but I
suggest that we should schedule as much as possible in
the Anatole so we don't have to move as much and
security is established.
5. Woman's Breakfast - This is usually sponsored by the
Women's Federation and is now proposed for Friday
morning. I understand, however, that Maureen has
become involved and may want to organize her own event
which may be a lunch. In addition to the obvious fact
that someone needs to be in charge, we need to also
consider the possibility of our wanting to do a VFW
event in Chicago on Friday. If we do the VFW event, we
will want to compress the Friday schedule and depart
Dallas before noon. We would also have to move the
press out in advance if we are doing a speech in
Chicago.
We should review the schedule more completely as soon as
Bill's comments are complete so we can let all the various
elements involved start their planning.
B. First Lady's Schedule - We should address this as
soon as possible. The Timmons schedule now shows a First
Lady's night on Monday and I thought that she only wanted to
arrive one day early. In connection with this, you need to
look at the present plans for the First Family Sky Booth and
box on the Floor of the Convention. As presently planned
the First Family and VP would share a sky booth (about 85
person capacity but not great viewing or seating).
C. Hotel Plan - As mentioned, Bill will have a new
hotel rooming proposal later this week. It will change the
Timmons proposal dramatically, but works better for all of
our purposes including security. More detail than you ever
wanted will follow, but it generally suggests the VP in the
Soverign Suite in the Atrium and the President in the Tower
with former President Ford occupying the suite above him.
D. Cabinet - We should discuss this some time as I
understand that there is some question whether the Attorney
General and Secretaries of State and Defense think they can
legally attend. There is also still a question of how many
people each can bring. In addition, certain Agency heads
are planning on attending and we should discuss which should
have some official caucus, platform or other role.

E. White House Staff - With the loss of the $2 million
additional funding, we will most likely need to discuss this
question one more time.
