I had explained to Design Cuisine that we have a few members

estimated without our staff so Philippe Maleval and I will
get together later to make the small changes if you decide
to use them. I'll be glad to discuss what extra positions
are needed that they didn't cover when we discuss details

luncheon here on Saturday, January 19 it seems a good idea
to split the cost of the flowers for both functions. For your
reception I would recommend a front hall arrangement, a center-

drawing room. David Ellsworth is doing the flowers for Saturday
and has said he would be glad to do both functions to split
the bill.

Soon after the formation of the Presidential Inaugural Committee,
we in Government Relations Group initiated a series of meetings with the
different government entities that constituted the agencies with which we
would have liaison. One of the key agencies from our point of view was the
National Park Service. As several of the Inaugural events were to take place
on property administered by the Park Service, effective liaison was viewed
as imperative.
Unlike some of the other agencies which set up a full-time organ-
ization to handle Inaugural matters, the National Capital Region of the
National Park Service assigned duties to a small group of people in addition
to their normal responsibilities. In this regard, James McDaniel, Associate
Regional Director, and Kitty L. Roberts, White House Liaison, were designated
as the primary points of contact for the Presidential Inaugural Committee.
Initial meetings were held with McDaniel and Roberts by the second week in
November and a system of regular contacts established.
While many of the Park Services' Inaugural activites are a matter
of interest for the PIC, my office became particularly interested in the role
the Park Service plays in the granting of demonstration permits for Lafayette
Park and the Mall area (including the Ellipse). This topic has become fairly
sensitive in the past few years; as a result of recent court decisions, the
northeast quadrant of Lafayette Park has been set aside especially for demon-
stration activities. We initially inquired into the status of demonstrations
in mid-November and asked about their status on a weekly basis to the present
date. On each and every occasion, we were informed by Kitty Roberts that the
only request received was that of an Anti-War group for a small demonstration
scheduled on the morning of Monday, January 21st. She noted that this request
had not yet been granted, pending an interview with the leaders of the group.
Charles Bakaly of our General Counsel's Office indicated to me that he had
also received the same response to his inquiries.
Early in December we surfaced the idea that since most of the
critical time frames, during the Inaugural period, were still available, it
would be prudent to see whether there were any pro-Republican groups that
might want to apply to stage appropriate rallies in the demonstration areas.
It was agreed that Margaret Tutwiler's Division would handle such contacts.
Hearing nothing further on the matter, everything was believed to be in place.
On December 27th, Mildred Cooper and myself visited Park Service
Headquarters and met with Kitty Roberts on a variety of issues. With the
Young Republicans in mind, we specifically asked her whether there had been
any more requests for demonstration permits. With both of us looking on,
she referred to her files and again assured us that there were no requests
other than the brief one by the Anti-War group. At this point, not wanting
to push the issue and give the impression that the PIC was soliciting for
groups to preempt the use of the court-mandated demonstration area, I let
the subject drop.
The next day, December 28th, I called Ms. Roberts early in the
morning for a double-check on the permit status. Again the answer was the
same, none but the one already mentioned. This I reported in the Operations
Morning Staff meeting, suggesting we recheck on the efforts of Tutwiler's
Division. Later in the day I spoke with Grace Moe as she was preparing to
have someone from the Republican National Committee contact the Park Service
concerning a possible permit on January 20th and 21st for a Young Republican
Group.
At this point the story begins to unravel. Grace Moe reported late
that evening that the people from the RNC, upon contacting Sandra Alley's
office (Associate Regional Director for Public Affairs and the one who issues
the permits), were informed that the area within Lafayette Park was already
taken for January 20th and 21st.
The following day, Saturday December 29th, I contacted both Jim
McDaniel and Kitty Roberts at home. Fearing that we had been undone by some-
one in the Park Service, I informed them of what had transpired and insisted
that this issue be resolved at this time. They both expressed amazement that
there was any problem on the matter. Later that day, at about 5:00 P.M., Ms.
Roberts called from her office with what we find to be the real story. Apolo-
gizing over the fact that there was internal confusion within the Park Service
with the status of requests and permits, she indicated that the following re-
quests had been received and granted:
SUNDAY, JANUARY 20th
Lafayette Park. 12 Noon to 10:00 P.M.
Artists for Peace
Permit issued to this group for all Sundays in January. First ap-
plied in May 1984.
Ellipse. 7:00 A.M. 10:00 P.M. 500 people.
Anti-War in Nicaragua Group
Permit requested in early November.
Note: the Presidential Inaugural Committee has a generic permit for the
Ellipse, January 13th 27th. However, in the event we are not using an area
such as this, it reverts to whatever group has a secondary application. At
the present time, we do not have plans for the use of the Ellipse on Sunday,
January 20th. Perhaps we should give this some thought.

Ms. Roberts also indicated for the first time that there is a
guideline they go by that directs, "if an applicant has not heard concerning
the status of their permit within 48 hours, they can assume that it has been
granted." This was news to me and seemed to render moot the fact that the
Anti-War Group had not yet been interviewed.
In the final analysis, the early dates that the permits were filed
would have precluded our attempts to have pro- Administration groups petition
for the demonstration areas. However, the lack of coordinations and internal
control within the Park Service raises serious doubts. At present these are
being addressed.

I have had a meeting with Mike Deaver who suggested
no one currently working on the Inaugural nor current
Presidential Appointees be on the Honorary List.
These people already have their share of visibilty.
The purpose of this list is to honor people who have
been long time supporters and/or have made a substantial
contribution to our President.
Mike has contacted the former Inaugural chairmen and
invited them to be Honorary Inaugural Chairmen. Therefore,
there will be two categories of people - Honorary
Inaugural Chairmen and a category titled Honorary
Chairpersons or Honorary Vice Chairpersons.
