Dear Sir: From time to time I have been sending your office material which I hope will help you consider me for a MEDAL OF FREEDOM award. I am enclosing you additional material which centers during the time ofthe Vietnam War, when my concerns were for the Prisoners of War ofthat war were not being treated according to the Geneva Convention Protocols. These material is only a small part of the project which I undertook, with no personal reward as its objective, but as a former POW myself who had endured the consequences during World War Two. Through the years I have read of many persons who have been accorded honors for their work in POW and MIA matters, which I am sure very well deserved, however, since the end of World War Two in this concern and endeavor I have been involved I have been advised that I should also receive the same honors. Not that I want to be egotistical, however, also forthe fact that many Hispanics have not been justly rewarded for their deeds. Presently I am the Public and Press Relations person forthe So. Calif. Chapter and also the Department of California, which encompasses all of the State of California, for the American Ex-Prisonefs of War. I have been honored by my organization for my work regarding POW and MiA efforts many times. As I mentioned in a previous letter, my technic al advisement for two "Real People" segments have received 22 awards and one Emmy Nomination. It was these two segments which first brought to the attention of the American people the plight of former POWs and also the families of the MIA's. The "Golden Eagle Award" trophy which I received in July perhaps has been the highest honor the entertainment industry can bestow on a person. The City of Santa Fe Springs award for organizing the "Taco Bowl Festival" is another example of community involvement. Recently the City of Los Angeles awarded me an Apprecation award signed personally by Mayor Tom Bradley. My involvement with Excellence in Education has also been noted. To help moral in prison camps I was instrumental in bringing joy with impressionations of famours people and also plays. I probadly could go on more, but I feel that for the time being this is about it. I'm concerned that if the President has another night like Oct 7th, that there will be an earthquake larger then San Francisco on Apr 18, 1906. Some throughts I have sir as as follows: Bring in Budget Director David Stockman to prepare the President, since he did a superb job last time around. Give the President an extra day away from the Campaign trail to prepare for this all important appearance. Don't take Mr. Mondale too lightly as I believe was done on Oct 7th. He most likely will scrap bottom and bring up the Beirut incident, as well as regarding the Marines, and possible will go for the TKO. I feel the President has to be prepared for this type of encounter, and not to discount anything that he might toss at the President. Keep the facts to a minimun, and dwell on that we our at peace, no country is holding our citizens hostage, that we have a stable foreign policy under Sec Schultz, as well as our improvements that was made with the People's Republic in his tour last May. Above all sir, the President can not have another off night on the tube. We gave our opponent a new lease on life, lets not extend it any longer. I feel also that too many fingers are pointing as to who was the blame on Oct 7th. Forget that now, and concentrate on victory on Oct 21st, and with that which will carry on to Nov 6th. I feel it was a mistake to debate when you have the lead the President does, and if you look at each year that an incumbent President debated, he has never won. The President must and hasto be superb for Oct 21st, and must also be prepared for anything and everything including hitting below the belt that will be brought up at that time. We have to get back the momentum that we had up til Oct 7th. On your tv ads, I would like to see the President and Vice President together, which will show the American people how e have worked as a team for four years, and will continue as a team for another four years. But riGht now we need David Stockman with the President to help him prepare for Oct 21st. Washington, D.C. 20001 Dear Ken: Re: President at Al Smith Dinner October 18 I enclose a script based on Cardinal Cooke's visit at the White House with our wounded President -- and RWR's subsequent visit with the dying Cardinal. It is Solemn High Schmalz, but I think RWR can make it sing if he believes in it -- and edits. Obviously, only Reagan could have this material -- or handle it. Gov. Malcolm Wilson and Judge Bill Mulligan, my most reliable advisors on the Al Smith event, both sternly admonish that there be no light-weight one-liners from us this time. Their advice is "be Presidential." I'm sure Malcolm will have kittens if my "here I am again" line survives. Our friend Ray Siller in Hollywood is also committed to call me Tuesday with whatever one-liners he has and I'll call you soonest to talk it over. Also, please have your researcher check what happened re the Cardinal's lobbying for IDA (pages 3 and 4 of script). I'm sure RWR honored the Cardinal's request -- but it would be terrible to use that item if RWR ignored him. Basically, my advice is much like that of 1980: wear the white hat, avoid zingers and smart cracks, and -2- rely on the opposition to get himself booed at least once. "Never did meet a Norwegian who could tell a joke," says Mulligan. The audience at the Waldorf will total about 2,000. I hear Gerry Ferraro is trying to get invited; I'm assured at the Chancery that it won't happen. Obviously she should be handled with elaborate courtesy if she does make it. I also hear the Gov. of New Jersey may show. Plainly all of this is for the President's advance men to check at the Chancery: 212-371-1000, ask for Father Moore, Father Finn, Father Robbins, or Joe Zwilling. Also, very important, RWR should get there at 6:30 and spend as much time as possible getting to know Archbishop O'Connor. I'm glad I made it -- and honored to be here. Four great Americans are with us in spirit here tonight: -- Al Smith, the happy warrior - whom time and respect and affectionate memory have elevated beyond partisanship; -- the beloved Francis Cardinal Spellman, whose remarkable works of charity so notably include his establishment of this Al Smith Dinner 39 years ago; -- the great Jewish philanthropist, Charles Silver, who was enlisted by Cardinal Spellman as chairman of these dinners and raised millions for hospitals serving all faiths; -- and finally, Terence Cardinal Cooke, that gentle soul whom I, for one, shall never forget. 2. All of them are gone now -- gone to God -- Cardinal Cooke and Charlie Silver within a year's passing. And all of them personify the second Great Commandment -- to love our fellow man. Here we are, then, at the height of a season marked by differences of opinion and clashes of ambition. And yet all this striving and all these contesting issues fade to insignificance in the clear light of example these four men set for us, each in his own unique way: Al Smith, in his lifelong struggles for the working man and woman; Cardinal Spellman as a Prince and builder of the Church; Charles Silver as a friend and colleague in ecumenical service to humanity; And Cardinal Cooke -- whom I knew best in circumstances of dire spiritual need. Nothing could have meant more to me -- and to Nancy -- than Cardinal Cooke's visit with me at the White House while I was recovering from young Mr. Hinckley's unwelcome attentions. His Eminence offered prayers and encouragement that maintained us in a time of genuine personal need -- a need far more serious, I suspect, than almost anyone else realized. 3. And so it was only natural that Nancy and I should be so profoundly grief-stricken upon learning in August of last year that the Cardinal was dying. Together, we telephoned our dear friend in New York to tell him of our heartfelt prayers for him -- and to thank him once again for all he had done to comfort and reassure us in our hour of need. Our prayerful concern for the Cardinal, I assured him, was shared by millions of other Americans grateful for all the Cardinal had done on behalf of his country. His letter of September 15, which followed our call, said our prayers, good wishes and loving concern "are a source of great comfort to me." "I want you to know that I am offering my prayers and my sufferings for the gift of God's peace among all the members of His human family," he wrote. And then, being Terence Cooke, though suffering and near the end, the Cardinal could not resist the opportunity to do a little lobbying in behalf of a cause that concerned him: "As a nation known for its compassion," the Cardinal wrote, "the United States has accomplished so much through the years in advancing the cause of international justice and peace through its programs of economic assistance to the less fortunate peoples of the world. 4. "The full supplemental appropriation which you approved this past summer for the International Development Association has proved of immense help for those countries which, like so many in sub-Saharan Africa, have a gross national product of less than $1 per day. "I respectfully suggest that consideration be given this year to maintaining and even increasing our nation's support of IDA's effective work. " Needless to say, I heard him. Even more significant of the dying prelate's dedication is this account by the Archdiocese of our visit with him: " on September 25, Cardinal Cooke was visited in his sickroom by President and Mrs. Reagan. "The Cardinal had been in great pain and discomfort for the previous 48 hours. "But he mustered the strength to receive the Reagans and to talk with them "The President of the United States was in town and it was important that the Cardinal-Archbishop of New York see him. " Eleven days later, the Cardinal passed away. "Good night, Sweet Prince. " 5. I have presumed to share this personal experience with you here tonight because it says much about our gentle friend, Terence Cooke. It says much also about Al Smith, and Cardinal Spellman, and Charlie Silver -- for all four men are linked by this occasion: linked in charity, linked in service, linked in humanity. I think it should make us proud to have known of these great Americans and their works of love for their fellow man. I think it should make us just a little bit prouder than ever to be Americans. Archbishop O'Connor, I know you are profoundly aware of the great tradition in which you now pursue God's work. His decades of service to education in this area, his daily service to the Beth Israel Hospital, and to the programs of the Smith Foundation are an inspiration, I think, to everyone who knows about them. (Applause.) The members of the Al Smith family, friends, and fellow fans of the late, late show -- (Laughter.) First of all, I want to thank His Eminence, Archbishop McGuire, for bringing us together at last. (Applause.) And in the spirit of this happy occasion, I'd like to scotch those rumors that recent interchanges have cut off all communications between President Carter and myself. In fact, I had a phone call the other night, and the voice sounded familiar. "Ronnie,' my caller said, "how come you look youngah' every day when ah see a new picshuh of you ridin' horseback?" (Laughter.) And I said, "Well, Jimmie, that's easy, I just keep ridin' older horses." (Laughter.) (Applause.) But you know, there is no foundation for the rumor that I'm the only one here who was at the original Al Smith dinner. (Laughter.) There's an old proverb that says! "Laughter is God's hand on the shoulder of a troubled world. 11 This light evening has been like an oasis in the campaign and I've enjoyed an opportunity to refresh in it. Still, like every light moment we've had since last November 4th, our concern for the fate of fellow Americans, held hostage, keeps my pleasure from being complete. MORE - 2 - Hope for the hostages' return has dominated the day's news and, as usual, there's been much press and political speculation of its possible impact on the campaign. But I want to say to every American tonight that no one in America will rejoice more than I when America's long wait for resolution of this crisis is over. (Applause.) Nothing so becomes a man as his generosity and compassion in the face of adversity -- his grace under pressure. And the man whose memory we honor tonight understood and exemplified this far better than most mortals -- Al Smith. A great humanitarian, his glorious spirit tempered the chill winds of poverty that swept through the tenements of Oliver Street; champion of the poor, the humble, the disadvantaged, the oppressed -- for he knew them all. Up from the clamor of the Fulton Fish Market, to cleader= ship of this great state and world-wide fame, he was an organic New Yorker -- as New York as Staten Island Ferry, or New Year's Eve in Times Square. An idealist in his goals, a realist in his politics, a man who could make every government work by his pioneering and reorganization of the executive branch; and, by his own great abilities at working with the legislative branch, whether Democrat or Republican. What a President he would have made. (Applause.) He started out in life as an actor. (Laughter.) But above all, Al Smith was man of peace, good will and profound faith. As he once expressed it: "If we owe any debt of gratitude, we owe it to Divine Providence ... to see that we, in some small measure repay it, by taking care of the poor, the sick, the distressed, and the afflicted, who were the objects of His special care during His time on earth." Well, these are words that have inspired generations. These are words that sum up the meaning of this night. They underscore the significance of the dedicated effort through all these years that Cardinal Cook, and Cardinal Spellman before him, have so usefully pursued in memory of one of New York's greatest governors.
