Dear Mike:
Senator Paul Laxalt had asked me to write to you pursuant to
the conversation you and he had Thursday regarding my possible
involvement in the White House.
I had mentioned to the Senator a desire and a willingness to
assist the administration during the next four years, possibly
acting in a capacity as Director of White House Communications.
In that regard, Mike, I didn't know if the position would be
utilized as it had previously, but I felt that my experience
politically, combined with my ongoing and working knowledge of
press relations, would equip me professionally to do the kind
of job needed in the next four years.
From the standpoint of sensitivity to issues and political
judgment, I feel confident that I can contribute. And having
spent the past year coordinating all filmings for the President's
re-election, the staff and inner workings of the White House
are not entirely foreign to me.
I am willing to give a full commitment, one which would take me
to Washington without any business activity that could be mis-
construed in any way to be of conflict.
And needless to say, my deep affection and loyalty to the
President cannot be questioned.

I've noted with interest that you' 11 be leaving
the White House next month, to form your own firm here.
I wonder if there might be a place for me there?
You may not be aware that I found the situation
in the Newhouse bureau going downhill over the past
couple of years, and I finally decided to leave there
and pursue other opportunities.
I may yet remain in journalism, but I am also
intensely interested in doing something else. Your firm
seems a most attractive possibility.
To add the obvious, I have been in Washington
a long time (most of the time since 1959), I know well
how the various parts of the government work and
interact, I know a lot of people from the present and
past administrations, and I have some very good contacts
on the Hill. In particular, I have a very good
reputation with a lot of people in both parties.

Dear Mike:
There's a "personal" matter I would like to
bring to your attention that I felt inhibited
about doing while we were discussing our
possible future involvement. It concerns my
desire to be a Presidential appointee to the
Kennedy Center Board of Trustees.
My involvement with Kennedy Center goes back ten
years. I think Roger Stevens would confirm that
I have contributed, in time, effort and even
money! as much as anyone involved with the
organization. Over several Administrations,
Roger has put me on his list of recommendations
for Presidential appointments (to my knowledge,
the White House has never accepted a single
recommendation although there was one case I
know of where at Roger's strong insistence a
trustee whose term had expired was reappointed).
My efforts in behalf of Kennedy Center have been
mainly in fund-raising. They are detailed on
the attached. The two major accomplishments are
that I (alone - which Roger will confirm) got
the Japanese government to give $3 million as a
Bicentennial gift that resulted in the Terrace
Theater; also, the Kennedy Center Corporate
Support Fund was my idea and an activity to
which Burson-Marsteller has contributed (in
time) well in excess of $100,000 since its
inception ten years ago.

Trustee appointments to the Kennedy Center Board
seem to have been made on a personal and a
political basis over the past ten years that I
have been close to the process. As far as the
political qualification is concerned, I both
voted for and contributed to the President's
campaign.
If it gives you any problem to forward my
candidacy (I am advised there is presently an
opening), let me know and I will understand. My
other approach can be through Don Regan who
knows of my involvement with Kennedy Center
because I once tried to persuade him to be
chairman of the Corporate Support Fund (he
declined because he had just undertaken to head
a major fundraising drive for the University of
Pennsylvania).

resulted in funding for completion of Terrace Theater.
Kennedy Center Corporate Support Fund. Conceived plan
and participated in organization of annual corporate
funding mechanism that has contributed approximately
$12.5 million since it was established eight years ago
(almost $2 million in 1984). Has served fund as
permanent corporate services from inception. Has also
contributed firm's services to fund-raising marketing
program.
Fortas Memorial Concerts. Conceived idea for honoring
Abe Fortas contribution to Kennedy Center with annual
series of chamber music concerts in Terrace Theater.
Took leading role in raising endowment of $600,000 to
finance concert series.
Kennedy Center Productions, Inc. Director for nine

I felt an urge to write to you in order to
express my vients on the Latest stir of controvery
surrounding President Reagan's plan to visit a
German military cemetery next month.
I believe it to be of utmost importance that Uer
Reagan does not alter his plans but simply adds
a few more visits to his agenda: the concentration
Camp at Dachan is a must, in order to present
a balanced picture to the world as well as our
country
Being a concert panist I travel the
world in West over, performing particulary frequently
the Germany I'mmore than a bit disturbed
by fact that the fundamental public opinion there,
as but well as individual sentiments are slowly
surely drifting away from us more
and more the West German Government finds itself
inan awkward, and a rather peculiar, position of
