New Technology Group
I have been conferring with Bob Galvin, Chairman and Chief
Executive Officer, Motorola about the possibility of having a
small group meet with the President to discuss new and high
technology.
We have developed the following outline which would lend itself
to another Sunday evening session.
The participants would be CEOs and one or two scholar/researcher
types. Bob Galvin has suggested David Packard and the chairman
of IBM.
The discussion would focus on:
--
Broad review of the impact of technology on American life,
society and industrial productivity.
--
Brief demonstration of some of the products and applica-
tions of new technology. The demonstration would not be
elaborate and would require minimum set-up time. The idea
is that the demonstration would give the President a feel
for how the new technology works, how it gets things done
and where new technology is going.

Some historical perspective would be provided.
--
There would be a description of what the new technology
industries are contributing to society
of their
anti-inflationary aspects and of their military applica-
tions.
---
Emphasis during general discussion would be on: the
health of the industry; threats to the American industry;
the investment needs of the industry; strategic approach
of other countries and its expected impact on American
industry.
Mike, this is one that is really worth doing. Bob Galvin has
given a great deal of thought to such an opportunity and it
could be the first of several discussions (not all involving
the President) that advance the President's commitment to
advance America's new technology industries.

The TICONDEROGA will officially join our Fleet after ceremonies
to begin at 11:00 A.M., Saturday, January 22, at Ingalls
Shipbuilding Company, Pascagoula, Mississippi. This ship
will be our nation's most powerful cruiser.
The First Lady's christening of the TICONDEROGA was a land-
mark event for the Navy, and her participation in the commis-
sioning would reinforce the First Lady's important relationship
to our Navy.
I recommend the First Lady's participation in this important

My name is Mark Burton and I'm a student at the University
of Virginia. I have always been interested in seeing the White
House, but have never actually been inside the gates. This
may, perhaps, be an odd request, and I seriously doubt if you
are the person to whom I should be writing, but, I am currently
looking for a summer job of some type. Since I plan to major
in International Relations (Foreign Affairs), I am hoping to
get a part-time job with the government. My mother works at
NSWC, so I doubt I'll be able to get a job there.
Is there, by some miracle of a chance, a way that I could
work at the White House this summer? I'd really love it if I
could. I promise I'll keep my presidential advisings to a
minimum (or at least I'll try to). I'm an intelligent, respon-
sible person, and I'm tired of being a "yard maintenance tech-
nician" and my job at the local movie theater is getting boring.
I greatly appreciate your time and effort. You must be very
busy, and I'm sure I'm not the only one who has made such a

The President's Commission on Executive
Exchange is a one year exchange program
that the Federal Government has with the
private sector.
Any individual that is a participant in the
Commission does so with the understanding
that he is obligated to return to his area
in the private sector (see the attached
biographical form that Walker signed) after
the year is completed. Technically, Walker
complied with this provision and went back
to his company, but only for one month.
June's complaint is that after Walker was
with HUD for about six months he started
lobbying for a permanent position with the
Department, specifically to be Pierce's
Deputy. Walker is currently working as
a Consultant at HUD for Pierce. The
Commission feels that this type of disregard
towards the private sector in this particular
situation destroys its credibility in
recruiting new executives.

Dear Mr. Secretary:
As per our previous discussion, I am again registering a strong
protest regarding the Department of Housing and Urban Development's
recent active recruitment of Mr. Gordon D. Walker, a participant in
the 1981-82 Executive Exchange Program. I reiterate that if Mr.
Walker accepts your offer, he will be blatantly violating his
moral obligations and the Commission's commitment to the private
sector.
You will recall that in our initial meeting in April, 1982, I
outlined the Commission's philosophy and obligation to the private
sector in assuring that their executives would return at the end
of one year. The Commission is not an employment agency for the
Federal government. By utilizing it as such, a Cabinet Officer is
affectively destroying our future ability to attract outstanding
executives. The private sector will be unwilling to expose their
talented individuals to the government.
We have repeatedly reminded Mr. Walker of his obligation to return
to the private sector. His technical compliance with the rules in
returning to his sponsoring corporation and immediately re-entering
the government does not absolve him from the moral obligations he
assumed. Furthermore, non-compliance by Mr. Walker will discourage
this Commission from any future consideration of small business
executives.
I assume that Mr. Walker has not made you fully aware of his obliga-
tion to leave the government. It is strongly impressed upon all
our executives, both during initial interviews and continually
during the year.
I appreciate your recognition that the Commission has the ability
to provide exceptional executives. Other Cabinet Secretaries have
experienced identical reactions, but, in keeping with the Administra-
tion's spirit of cooperation with the private sector, they have
respected our commitment.

Dear Mr. Secretary:
I have learned from June G. Walker, Executive Director, The
President's Commission on Executive Exchange, that your
Department has made an offer of permanent employment to
Mr. Gordon D. Walker, a participant in the 1981-1982
Executive Exchange Program.
I am concerned about this action because it violates a basic
requirement of the Executive Exchange Program. Xerox
Corporation is and will continue to be an active participant in
the Executive Exchange Program. We ensure that our
participating organizations clearly understand that they may
not, under any circumstances, make an offer of employment to
a Program participant. We would expect participating
agencies in the Federal Government to meet this requirement
as well. Failure to do so will certainly limit the number of
private sector candidates for this most worthwhile Program.

for myself with President Reagan. I am
yet awaiting a positive movement in this

directly with Mr. Deaver via phone

Most recently I almost reached Mr. Charles
Z. Wick at his Watergate residence in
Washington as to broaching same directly
with the President on occasion of the
Reagan-Wick Christmas Eve get-together.
However, by the time my message reached him
via subordinate Carl Robinson of the ICA,
it was alas too late. So, I am now prevailing
upon you for this favor. Thank you.
