Deaver Deputy Chief of Staff and Assistant to the President The White House Washington, D.C. Dear Mr. Deaver: I hope you will not consider me too forward but I want to pass along a few thoughts. You can consider whether they will be worthwhile in the debate at Louisville, and particularly in response to questions. One, I wrote you earlier about Jimmy Carter's introduction of Mondale in Atlanta before the convention in San Francisco. He said in substance that he had never initi- ated a policy or made an important decision that he had not consulted with Mondale and Mondale had always agreed with him. The exact language is in the New York Times about two months before the convention and I think someone would have no trouble in finding it. Two, I am not capable of making the decision but it seems one way to dismiss the argument over religion would be to say, "If Mr. Mondale wants to continue dividing religion against religion, he can do so. I said that religious values ought to be observed by public officials and the President." Three, as Mondale continues to attack the President on his "conversion" to negotiations with the Societs on arms control and other subjects, I think the President on good ground. As I understand, he has said that talks should go forward on a Cabinet level and hås not ruled out a summit OVINGTON & BURLING The Honorable Michael K. Deaver October 2, 1984 Page Two meeting. It is obvious that the Soviets would not meet to discuss anything important without long preparation in the politburo and other sources and certainly such thorough preparation would be made by the President. I don't know whether Mondale is still talking about a freeze but I think that the President could say that all such subjects would be a part of any negotiations. I believe such a freeze would probably give the Soviets an advantage and they would not want to give it up. I attended the SALT talks as an observer and had to study a great deal about nuclear weapons and negotiations. Four, the Democrats and part of the media continue to talk about the Beirut bombing. Unfortunately, it appears to me that they have made some dent on this issue. I am sure that this matter has been and is being fully discussed. Five, I noticed in today's paper that Mondale challenges the President's competence. I suggest this might be answered by saying "Mondale is becoming desperate. He challenges me on my sincerity, my leadership, my truthful- ness, and even my religion. He is very desperate and has a right to be." There is no doubt in my mind that the President's staff and advisors are keep- ing up with all things that will help him in his present race. Nevertheless in read- ing the New York Times recently I have seen articles that might be useful as Mrs. Ferraro is the opposing candidate for Vice President. These articles mentioned New York City having the worst statistics of any major city in the United States, a City Councilman had bought a surplus tractor to clean up the streets in his ward, the subways were critized, and it was noted that nothing had been done about the proposed Westway Park. I have been ill for some time and at home and am getting much better and I am looking forward to a great Reagan victory in November. I remember that when I talked to you in the White House, I said adverse criti- cism about Social Security could be very harmful. In my experience, this is still true. The Honorable Michael K.
