Press Conference: No factual errors have been reported; WH Press Corps reaction has been favorable. DOD, State and NSC are pleased with national security portions. Point made, however, that comments by unnamed aides are raising damaging questions about whether public relations goals are driving our foreign policy. 3. Continuing Resolution: Signed last night by President. 4. El Salvador: President's remarks were particularly helpful in the current situation. 5. Strategic Minerals Policy: To be signed today. CCLP: Meeting today on busing and school prayer. Fuller 2. Older Americans Month: Material has been prepared for signing and Dole announcement of position on mandatory retirement. Photo opportunity Speakes during event. 3. Federal Courts Improvement Act: Signing today. Fielding 4. Laxalt Lunch: Guidance is that there is no particular significance Gergen to this since the President and Laxalt see each other often. 5. Criticism re "Soviet Superiority" Statement: Guidance remains the Gergen same. Need to get more friendly senators before public on this and Duberstein on freeze issue. "Mistakes" Stories: MD to call Bradlee and Times re misleading and Deaver 6. inaccurate characterizations of President's remarks. 7. El Salvador: No coalition yet, but we have made clear our desire Clark for a broad-based government. McClure-Volkmer: Dole speech to NRA was well received; our current position on McClure-Volkmer was not criticized. 15. Yacht Sequoia: WH staff may receive invitations to a party on Rollins Sequoia, but are well advised to stay away from the yacht. Rollins will discuss halting such use with the RNC. SENIOR STAFF MEETING ACTION ITEMS (4-6-82) ITEMS ACTION 1. Press Availability: Seemed to work out well yesterday; very posi- tive press reaction. 2. Brezhnev: No change in guidance concerning reports of his illness. Gergen Regarding a possible meeting with Brezhnev, guidance is that this Clark should not be characterized as a summit. 3. Falklands: Guidance is to maintain an evenhanded stance. Gergen Clark 4. Tuition Tax Credits: Moving forward after BRB discussion yesterday; Fuller aim is to announce on April 15 in Chicago. 5. Wolf Trap: Good reaction to President's call; Interior and Hodsoll Fuller went out to site and will discuss what can be done. Fuller to make certain we follow-up. 6. Washington State Initiative: DOE and Justice will send over their Fuller proposed court filing and fact sheet for WH comment; filing of law- suit is on hold until then. 7. Lord Case: Jsutice has not yet finalized its position on this case. Fielding 8. U.S. Attorney in San Francisco: Kennedy was asked to resign and he Gergen refused. He was then told that his appointment was being withdrawn. WH should refer all questions on this matter to DOJ. 9. Caribbean Trip: Departure is set for tomorrow at 10:00 a.m. JAB Fuller will be principal staff person on trip. Paper should go through Clark either Fuller or NSC to JAB. 10. Hinckley: Appeal on seizure has been refused, and trial will move Fielding forward soon. 11. Yacht Sequoia: Rollins has explained WH difficulties with use of the yacht. 12. Poverty Definition Change: Report due out soon will contain figures using both old and new definitions; figures from previous years will also be provided. 13. Social Issues: Presidential letter on abortion will go out today. Harper Minister's Conference in Armory may provide good forum for school prayer announcement. 14. Senior Staff: No senior staff meeting will be held on Thursday or Friday. SENIOR STAFF MEETING ACTION ITEMS (4-7-82) ITEMS ACTION 1. Federalism: News story based on quotes from OMB Wright officials says that the swap is dead as an option. Williamson Snelling has denied this. Guidance is that we are Gergen now preparing legislation to go to the Hill in 2-3 weeks based on what has already been agreed on with the governors; we are continuing discussions with the governors on other points. 2. Handicapped: News story mentions that guidelines Wright protecting handicapped rights are being softened by Harper DOJ and OMB. We need to respond quickly with our Gergen views on this issue. There is also a need to dis- Meese cuss the problem of leaks with Justice. 3. School Prayer: Dole will look at possible events Dole for announcement of our position. 4. Abortion: Letter from President to Helms is receiv- ing low-key press attention. 5. Falklands: NSC meeting set for 8:30 today to settle Clark several issues. Proposed press statement will be Gergen available for discussion at meeting. 6. Conservative Digest: Current issue concentrates on defunding the Left. 7. Budget Update: Due April 10th; consists of technical Wright reestimates based on same economic assumptions. (Re- Darman vision of economic assumptions will be submitted later.) Dole NSC to brief on Middle East prior to meeting. Clark Stoessel trip to be announced at State Department shortly after meeting. 2. School Prayer: Dole is examining possible time and Dole place to announce President's position. 3. Congressional Leadership Meetings: Next meeting Duberstein scheduled for Tuesday, April 20. 4. Handicapped: Gergen and Speakes should receive copy Cicconi of DeMuth memo on subject. 5. Cabinet Councils: Fuller reported on meetings and issues set for this week. Detailed schedule has been circulated. 6. Industrial Production: Figures due out on Thursday. Weidenbaum 7. OMB Press Statements: Problem with recent contradic- Wright tions of President's statements pointed out. Wright will be sent paper with details, and will then handle. 8. It was also pointed out that the Gergen bill's anti-discrimination provision must be suffi- cient from both a legal and political standpoint, and must be well described in the speech and fact sheet. 5. School Prayer: Report is that ministers' meeting at Dole Armory would not be the right event at which to announce our position. Instead, a Rose Garden event was suggested for May 6. SENIOR STAFF MEETING ACTION ITEMS (4-14-82) ITEMS ACTION 1. Schedule: Photo opportunity during Haig's meeting Speakes with President at 9:30. Drunk Driving event will be covered also; Volpe will be on platform--others are still in clearance. 2. Press Availability: Briefing time set aside around Gergen 10:30. Briefing will concentrate on domestic issues. 3. Tuition Tax Credits: Duberstein will meet with Duberstein Porter to discuss revision of fact sheet. (Darman Porter will also check comments on Poland in speech.) Darman Question on possible briefing by Gergen, Jones and Gergen Carleson to be discussed after senior staff meeting. Briefing packet for trip should include information on Cardinal Cody's problems and resolution of Chicago Housing Authority matter. 4. DEA: OMB has checked into GAO request for DEA docu- Wright ments. OMB is inclined against blocking the request and will attempt to negotiate a solution with the parties. 5. Budget: Guidance re stories is that we are not Gergen going to characterize the discussions; they are con- tinuing. 6. Falklands: DOD has guidance on the stories of U.S. Clark and Soviet "aid," and will provide it by 10:00. SENIOR STAFF MEETING ACTION ITEMS (4-15-82) ITEMS ACTION 1. Chicago Trip: Possibility of demonstration during Dole speech exists, but only on a very small scale. Reference to Holy Angels School should be dropped Gergen from speech. Hesburgh is supportive of President's position on Gergen tuition tax credits, and it may be good for him to be available for press comments after speech. President has also been cautioned about commenting on Chicago Housing Authority or Cardinal Cody situation. 2. Falklands: Guidance re intelligence questions is Gergen that "we neither confirm nor deny speculation about Speakes intelligence information"; use of term "no comment" should be avoided. 3. Nicaragua: Guidance on Nicaraguan willingness to Gergen negotiate is that this is simply a continuation of communication begun months ago between Enders and Nicaraguans. 4. Definition of Poverty Level: It was noted that re- Fuller lease of this information was handled extremely well, and news accounts reflected this. Fuller will convey this message to Baldrige. 5. Industrial Production Figures: Down 0.8%. It was noted that, excluding January figures, this is the smallest decline in 6 months. 6. CCNRE: Meeting today will discuss Clean Water Act and electric utilities. 7. McClure-Volkmer Bill: Meeting today will discuss Meese general strategy. After a period of time, NRA leaders will be invited back to discuss bill and BATF issue. 8. EEOC: Possible closing of regional enforcement Jenkins offices discussed, along with draft directive from President. Concerns expressed both on the action and the desirability of a directive. (Note: After meeting it was decided to hold up any Harper action for 30 days pending WH review.) Jenkins SENIOR STAFF MEETING ACTION ITEMS (4-16-82) ITEMS ACTION 1. Schedule: Law Day signing is photo opportunity. Speakes 2. CCLP: Meeting today with President to discuss differences with Fuller the Simpson-Mazzoli Bill on immigration. 3. Regulatory Meeting: Meese will hold "listening session" with 15 Fuller regulatory agency heads; this is not connected with the Administra- tive Conference; there will be no message conveyed at meeting. 4. Tuition Tax Credits: Op-ed pieces being prepared and targeted for Gergen Catholic media. We should state that proposal has a decent chance Dole in Senate; main objections there have simply involved timing. Duberstein 5. CBI: Event is being requested by State Department. Clark 6. Packwood: Guidance is not to react to new criticisms on "letter Gergen issue. " 7. Radio Speech: Consensus is that theme of volunteerism could be Gergen used in another speech; comments on peace and arms control pre- Clark ferred. NSC has draft ready for review. 8. Law of the Sea: Clark stated that reports of a leftward tilt by Clark U.S. at conference are inaccurate; we are negotiating consistent with the President's instructions. 12. Budget: Suggestion made to use President's remarks at editors meet- Gergen ing today to undercut story re a confrontation on budget. 13. Ground Zero: Information is that this is stressing grassroots edu- Dole cational effort nationwide, not massive rallies. 14. FEMA: "20/20" broadcast re civil defense used government films, Gergen etc.; meeting today will discuss conflict between our need to edu- cate public on preparedness and need to avoid fueling freeze move- ment. 15. Unemployment Figures: Need to avoid further discussion on this Gergen subject. SENIOR STAFF MEETING ACTION ITEMS (4-19-82) ITEMS ACTION 1. Stevens Meeting: Duberstein and James to rewrite James briefing paper for meeting with Senator Stevens; Duberstein need to be sure it is understood that Sharp is qualified for appointment in his own right; point should also be made that each member of Commerce Committee is not entitled to an FCC appointment. 2. Cabinet Councils: Fuller provided update on meet- Fuller ings and issues scheduled this week (detailed schedule has been circulated). 3. Testimony: No major issues set for this week. 4. Law of the Sea: Expanded NSC meeting to be sched- Clark uled for 30 minutes tomorrow. 5. Steel Stretchout: It has been argued that the pro- Darman posed amendment to Clean Air bill does not solve Fielding the problem. Matter will be discussed in Legisla- B. Gray tive Strategy. 6. Social Workers: Convention now in town. 7. Right to Work: Solicitor has still not taken a Fielding position in the Lord case. 8. Unitary Tax: Fuller is checking on this case. Fuller SENIOR STAFF MEETING ACTION ITEMS (4-20-82) ITEMS ACTION 1. Schedule: Add tentative meeting with Haig at 11:30; Speakes press availability with statement can then be held in afternoon. NSC meeting is cancelled. Holocaust ceremony is photo opportunity. 2. CCEA: Working lunch today with principals only. Fuller Subjects are Balanced Budget Amendment, and update on housing and thrift industries. 3. Meeting with Attorney General: Duberstein and Meese Meese will also attend. Topic is voting rights. Duberstein 4. Bob Jones: Supreme Court will hear appeal; Bill Fielding Coleman has been named special counsel to argue against exemptions. 5. Personal Income: Up 0.4%. 6. Senatorial Campaign Committee: Holding party tomorrow night aboard yacht Sequoia; WH staff is still dis- couraged from going aboard. 7. Hinckley Trial: Guidance will be provided. Fielding 8. Falklands: Middendorf is handling OAS aspects of Clark crisis. SENIOR STAFF MEETING ACTION ITEMS (4-21-82) ITEMS ACTION 1. Schedule: NSC meeting is on for 10:30. 2. Press Availability: Need stressed to keep timing quiet, otherwise the advantages of a press availa- bility are lost. 3. Hinckley Trial: Fielding is handling; we should Fielding plan on having the President available. 4. First Quarter GNP: Down 3.9%; inflation is down to a rate of 3.6%. 5. Hedrick Smith Article: Need stressed to avoid leaks that create impression political considerations are motivating our foreign policy decisions. 6. Classified Briefing: Apparently set up by DOD; WH Fielding staff were invited who have neither clearances nor a need to know. Briefing has been halted; Fielding will check further on how it occurred. 7. "Lord" Case: Draft brief argues that Supreme Court Fielding should not review case; would leave intact an anti- right to work ruling. Fielding will hold meeting to discuss brief; Cicconi and Cribb will attend. SENIOR STAFF MEETING ACTION ITEMS (4-22-82) ITEMS ACTION 1. Schedule: Add meeting with Haig at 9:45; Crime Speakes Victims signing postponed till tomorrow. Photo opportunity is Paralympics event. 2. CCNRE: Meeting today will discuss Clean Water Act, Fuller OCS, and global environment. 3. CBS Program "People Like Us": Tentative plan is Gergen for HHS to counter facts used in program, while WH raises fairness issue. Gergen will submit recommen- dations on proper approach, including a possible equal time request. We should concentrate primarily on creating a more positive image, with factual re- buttal a secondary concern. 4. Legal Services: Nominee Paras accused of bigotry as James result of a letter he sent; James to consider whether this places nomination in jeopardy. Regarding Bill Olson, a request has been made by committee for a copy of his transition report on Legal Services; this is being studied. 5. Packwood Letter: Strong indications are that letter Rollins was still being mailed on April 13--well after it was supposedly halted. Rollins will obtain proof, and then recommend how it should be handled. 6. Inman Resignation: NSC will provide guidance. Clark 7. Haitians: Fuller will assemble a report on the Fuller situation, with emphasis on what can be done to deal with it. 8. Lugar Bill: Reported out of committee yesterday by Meese vote of 15 to 1 after defeating Democrat amendments. Bill will be reexamined. 9. Budget: Further meetings will be held this afternoon. SENIOR STAFF MEETING ACTION ITEMS (4-23-82) ITEMS ACTION 1. Schedule: Cabinet will discuss assisting the thrift industry, and Fuller will then hear a briefing on the budget. Crime Victims event is Speakes photo opportunity today. No request has yet been made on a possible visit by Pym. 2. CBS: Administration equal time request was rejected. We have made Gergen clear we will not go to FCC, but we will follow-up with op-ed pieces, columnist briefings, etc. Facts in at least 2 of the cases strongly indicate that the President's policies were not responsible; one other case is arguable. We are also reexamining figures used in Post editorial last week. 3. Legal Services: Paras nomination may be in trouble. Strategy will James be formed to bolster nomination. 4. Lugar Bill: Looks like it will pass Senate. Staff opinion on how Fuller we should react is still divided. Task group will be formed to monitor issue. Group will include both policy and political points of view, and will also discuss other bailout measures. 5. McClure-Volkmer: Meese will meet Monday with NRA regarding the bill Meese and BATF. 6. Lord Case: Meeting to discuss case will be scheduled for Monday. Meese 7. CPI: Down 0.3%; this is the first negative CPI figure in many years. Inflation rate is now 3.2% over last six months, and 6.8% over past year. 8. Law of the Sea: Conference ends next week, and will result in Clark treaty text which U.S. cannot support.
