Luncheon Honoring Flight Crews of STS-7, 8 and 9
PURPOSE:
To recognize the flight crews of the seventh and
eighth Space Shuttle missions and the first Space
Lab.
BACKGROUND:
STS-7
The six day mission of STS-7, launched June 18,
was a complete success. The first American woman,
Dr. Sally K. Ride, was launched into space and the
shuttle also successfully launched two commercial
satellites for a German and an Indonesian
customer. There were seven Getaway Special
canisters with 22 experiments.
STS-8
The main payload on STS-8 is a communication and
meteorological satellite, owned by the Government
of India and built by Ford Aerospace in Palo Alto,
California. This mission will be the first night
launch and landing and the flight of the first
black astronaut, Colonel Guion Bluford.
STS-9
STS-9 is the first Spacelab. A manned space
laboratory, a joint venture of NASA and the
European Space Agency, is scheduled for launch on
October 28. Spacelab is a versatile research
center which will be invaluable to scientists and
available to hundreds of experimenters. In
addition to its regular crew, it will carry two
European astronauts as payload specialists.

opposed to, moving the Zhao visit to January. Before we formally
notify them of our intention, however, we wanted to ensure that
time previously held for China in December could be used for

3. Our NSC meeting subjects for September 20 and 23 are

Dear Mr. President,
The Northwest Bronx Community and Clergy Coalition is a community
organization which will be celebrating it's 10th Year of hard work on
the many issues that affect our communities. Our organization is made up
of ten Neighborhood Associations as well as various committees.
The Coalition's goal has been and continues to be to stabilize
and improve our communities and to prevent the blight and decay that has
ravaged the South Bronx. In fact, the President of the Coalition, Anne
Devenney 's motto is, "Don't Move, IMPROVE !" We are also affiliated with
the National People's Action, a Chicago based umbrella organization. NPA
is made up of groups from all over the country that are working on the
same issues such as Housing, Reinvestment, Energy, Community Development,
and Jobs.
We are planning to be in Washington, D.C. this coming September
18th, 19th and 20th, for the National People's Action Conference which
we have taken an active part in for the past ten years.
The NWBCCC's Community Development Committee would like to set
up an appointment with you, Mr. President or your Assistant and Deputy
Chief of Staff, Mr. Deaver for either the 18th, 19th, or 20th of Sept-
ember. The purpose of this appointment would b.e to hand deliver a letter
to invite you and Secretary Pierce to the Northwest Bronx for a tour of
some of our neighborhoods to show first hand how many of the HUD Programs
directly affect us. We would also like to include an informational pack-
age that would explain the Coalition's position on various issues that
are vital to our communities.
We called your office and were informed that such a request should
be put in writing. Thank you for your time and consideration in this mat-
ter and we are looking forward to hearing from you.

The One Thousandth Day
Since the 1000th Day of the Administration falls at practically the same time
as the proposed formation date of a re-election committee, anything we do
will be scrutinized in light of the re-election effort. It is my feeling that
our activities on that date should be clearly "Presidential." We should avoid
political activity to the extent possible. This is particularly important if the
Democrats are waging their 1000th day protests as the rumors have
suggested.
After discussing the matter with various members of the White House staff
and our creative outside advisers, I feel that an inside look at the
President's 1000th Day would be the best option.
"A Day in the Life of the President"
This would involve allowing the press (either a single network or all three
networks) to follow the President through his daily schedule. It would give
us a good opportunity to focus on Ronald Reagan -- the man, as well as
Ronald Reagan -- the President.
The President's schedule of events for the 1000th Day is wide open, but I
offer the following suggestions for consideration.
- The day begins with the President going through his normal
exercise routine in his gym.
- Breakfast with Mrs. Reagan. (Reading the newspaper at the table,
etc.)
- Staff Meeting (Baker, Meese, Deaver)
- Senior Staff Time. I would suggest using this time to have
several different members of the President's staff meet with him.
This would counter the stories that he is isolated or that his
information flow is restricted.
- Personal Staff Time. We could show the President responding to
correspondence and making some of the many phone calls he places
and receives each day.
- Meeting with Congressional Leadership. This would show that the
President is active in directing congressional activity.
- Mini Press Conference.
- This would be an opportunity to show the American
public what the President faces when he steps into a
press conference.
- It would be great to show the event from his end
(facing all of the cameras and reporters).
- N.S.C. Meeting
- This would emphasize the President's role in foreign
affairs.
- Meeting with a Key Constituency Group
- This could be Catholics, Hispanics or perhaps
the Administration's Black appointees.
- Budget Overview Meeting
- To show the President's knowledge of the budget and the
complexities of administering it.
- Address to Administration Appointees
- This could be similar to the one we do every
January 20th, but would focus on the record of the
Administration during its 1000 days. It could take
place on the South Lawn or at Constitution Hall.
- Cabinet Meeting
- To demonstrate how the President works closely with
the various Cabinet Secretaries reporting to him.
- Meeting with a Republican Governor
- This would be a brief 10 minute meeting to show that
the President is in tune with the concerns of the
states.
- Selected Administrative Time (i.e Poster Child, etc.)
- Dinner with Mrs. Reagan (and perhaps their children).
- View the televised Monday Night Football game (with the Vice
President or other Administration official).
- This would show the President doing the type of things that
blue collar Americans across the country do on a Monday
evening.
