BALANCED BUDGET AMENDMENT
I. WHY IS A BALANCED BUDGET AMENDMENT NECESSARY?
1)
The Federal Budget Is Out Of Control
Annual outlays have increased from $210 billion in 1971 to $730 billion in 1982.
The budget has been in deficit in 27 of the 31 years since 1951.
Federal spending now consumes 23% of GNP compared to 3% in 1930.
Projected deficits are still in the $100 billion range for several years. This is not
due to administration tax policy or defense policy, but to an explosion in non-defense
entitlement spending.

The Administration's current tax policy holds government revenues to 19% of GNP
-- slightly higher than the 1946-1973 post-war period. (18.4%)
*
The defense share of GNP under the Reagan budget -- 7% - is actually lower than
the average of this post-war period. (8.5%)
*
By contrast, non-defense spending has increased from 8.5% in the immediate
post-war period to a projected 17.4% in 1984-1985.
2)
Massive Non-Defense Spending Growth In Last Decade
Non-defense entitlement spending, including social security, has sky-rocketed. From
1971-1981, annual outlays increased by almost one quarter of a trillion dollars, an
annual growth rate of 7.8%. Compare this to a real national income growth of 3% in
the same period.

Medical entitlement spending grew from $11 billion to $59 billion -- 10% reál
rate.
*
Non-defense discretionary spending grew from $48 billion to $150 billion.
3)
Current Budget Controls Do Not Work
The fiscal norm of a balanced budget, once an unwritten part of our Constitution, no
longer operates to restrain Federal spending.
The massive growth of transfer payment and social welfare spending has created an
enormous constituency which benefits from Federal largese, with a built-in
constituency for increased spending.
In 1950, 5.1 people were privately employeed for each person receiving transfer
payments. By 1981, that ratio was down to 1.3 to one.
Special interest groups and transfer benefit constituencies dominate the political
process. The fundamental systematic bias in favor of tax spenders versus taxpayers
must be remedied if permanent fiscal control is to be acheived.
II. WHAT SHOULD A BALANCED BUDGET CONTAIN?
1)
A constitutional amendment must restrain both deficits and tax growth. Merely balancing
the budget will not restrain pressures for higher spending, and could lead to huge tax
increases.
S.J. Res. 58 would address both problems, requiring that:
*
tax increases in any fiscal year be no greater than the prior year's growth in
income;
*
planned outlays be no greater than planned receipts; and
*
actual outlays not exceed planned outlays.
2)
A constitutional amendment must be flexible. S.J. Res. 58 provides that flexibility.
Occasions may arise when Congress considers deficit spending necessary, such as
proplonged recession or threat of war. S.J. Res. 58 allows the Congress to vote to
accept a deficit by a three-fifths majority of both Houses.
S.J. Res. 58 also allows an ordinary majority of the full membership to approve an
increase in taxes greater than the rate of increases in last year's national income.
S.J. Res. 58 also provides for deficits in wartime -- Congress can waive its
requirements for any year in which a declaration of war is in effect.
3)
Constitutional fiscal norms must be enforcable. S.J. Res. 58 places a mandate on the
President and the Congress to monitor outlays and take what steps are necessary to prevent
spending in excess of targets. Unforseen events could be budgeted for by use of a
contingency fund, heading off draconian cuts to provide for emergencies.
In summary, S.J. Res. 58 is not a drastic measure. It merely requires fiscal responsibility on the
part of the Administration and the Congress - accountability which the public at large is demanding
from it's Government.
