Dear Glenn:
Congratulations on the occasion of your 25th anniversary as Director
of the Hoover Institution.
As you know, my own years of public service have largely coincided
with your tenure at Hoover. During that time, I have had frequent
occasion to call on you and the scholars at the Institution. And
whatever the issue--whether it concerned the State of California or
the entire nation, domestic policy or foreign affairs--I found Hoover
to be a source of thorough analysis and real innovation.
That, of course, is largely due to your efforts and dedication. It is
no exaggeration to say that, under your leadership, the Hoover
Institution has become perhaps the preeminent public policy
organization in the world.
For most people, this would be more than sufficient achievement for an
entire lifetime. But I know that where you are concerned, 25 years
may mark a milestone, but it will not signal an end to your
involvement in the issues that have motivated you from the beginning.
It is my fondest hope that your future years will be every bit as
successful.

Honorary Fellow of the Hoover Institution. For Nancy and me it
is a special honor to be part of the dinner on July 18 celebrating
your 25th year as Director of the Hoover Institution. It is truly
a unique occasion, and we are proud to extend to you and Rita
our warmest congratulations.
Nancy and I would also like to express to you and to your
colleagues at Stanford our deep appreciation for the invitation to
locate the Presidential Library and Museum of this Administration
in affiliation with the Hoover Institution at Stanford University.
We are confident that the collections coming to Stanford will be of
great value to future students and scholars.
Under your direction for the past quarter of a century, the
Hoover Institution has grown and flourished. As a consequence
of your leadership it enjoys today an excellent reputation for
scholarship throughout the United States and the world. It has
become very simply a unique national asset.
During the past sixty-five years, thousands of scholars from
throughout our nation and abroad have experienced first-hand the
wealth of the great collections located at the Hoover Institution.
We will forever owe a debt to Herbert Hoover for his foresight in

you for carrying on the legacy of Herbert Hoover and creating

Among the pleasures I have discovered since emerging from
the isolated world of the scientific laboratory has been
the opportunity to know and learn from people who think
about policy issues the way I used to think about
nuclear physics. It has been a heady experience, but
nowhere have I found such intellectual stimulation and
excitement as I have when visiting the Hoover Institution
or meeting with its members.
You deserve great credit for that. Your guidançe over
the past twenty-five years has resulted in a mix of
thinkers noted as much for their diversity as for their
brilliance. That combination has served Hoover well,
as can be seen in its enviable reputation today. But
the combination, those clashes of ideas that you have
nurtured, have served the nation even better, offering
insights, provoking reevaluations, and in general
showing that there's no substitute for wisdom in
developing national policy.
I deeply regret that I could not be with you at this
well deserved celebration, but I do want to join your

inability to be present. But mindful of your devotion to duty and to

From the days of our earliest associations in Washington so many years

of your twenty-fifth anniversary as Director of the Hoover
Institution, and I am honored to be chosen as a Sponsor with the
opportunity to write a few words about your service there and the
contributions Hoover has made to scholarship and the study of
policy making. Matthew Arnold, writing about Edmund Burke, said
he "is so great because,
he brings thought to bear upon
politics, he saturates politics with thought.' Under your leader-
ship, the Hoover Institution can make the same claim. Because of
the scholarship bearing on issues of public policy emanating from
Hoover, the level of informed debate has been raised in this
country and policy decisions have improved, at least some times.
And even where decisions go astray, the path is harder because it
is strewn with the hard facts of economic reality: costs are made
known and law makers are made uncomfortable.
I hope therefore that you take as much pride as your
admirers do in the work that has been done at Hoover in these last
twenty-five years. To expound sound principles, to gather and
disseminate the facts, to force an elevation in the level of debate
are accomplishments worthy of Burke. You, too, have caused thought
to bear upon politics.
