THE WHITE HOUSE WASHINGTON April 9, 1982 MEMORANDUM FOR MIKE DEAVER FROM: DAVE GERGEN SUBJECT: Coming European Trip Jack Smith, Bureau Chief of CBS, called this evening with two concerns about the coming trip: --- Whether Serrafin's crew is in effect knocking off other network teams who would like to go (I assured him this was not the case). -- Whether Serrafin/Knowles would obey the rules that any news flowing from such a trip is either off-the- record or should be shared with all networks. (I said I would check with you but thought that CBS and NBC would be protected). Smith would also like to see if the regular pre-advance can be set up prior to May ("historically we have needed more than 4 weeks to set up," he said). CC: Larry Speakes MEMORANDUM file THE WHITE HOUSE 2273 WASHINGTON INFORMATION April 9, 1982 MEMORANDUM FOR MICHAEL K. DEAVER wg FROM: WILLIAM P. CLARK SUBJECT: Official Invitation for the President to address the German Bundestag The German Embassy has delivered the attached (Tab A) formal invitation to the President to address the Bundestag on June 9. We have agreed with the Embassy that the invitation will not be made public until we make a final decision and the President formally replies to the invitation. Attachment Tab A Invitation COURTESY TRANSLATION Mr. President: The Federal Minister for Foreign Affairs has informed me that you will be visiting the Federal Republic of Germany to attend the meeting to be held in Bonn on June 1o, 1982, by the heads of state and government of the member countries of the North Atlantic treaty organization. In agreement with the parliamentary groups of the German Bundestag, I should like to invite you to speak to the members of the Bundestag on June 9, 1982, on the eve of the conference. The Bundestag would consider it a great privilege to be able to welcome the President of the United States of America. It is therefore a special honour for me, Mr. President, to extend this invitation to you to visit the Bundestag and to address its members during your visit to Bonn. Accept, Mr. President, the assurance of my highest consideration. (sgd.) Richard Stuecklen THE AMBASSADOR OF THE FEDERAL REPUBLIC OF GERMANY WASHINGTON, D.C. Dear Mr. President, I have the honor to transmit to you the following message from the President of the German Bundestag, Richard Stuecklen: "Sehr geehrter Herr Präsident, der Bundesminister des Auswärtigen hat mich wissen lassen, daß Sie im Zusammenhang mit dem Treffen der Staats- und Regierungschefs der Mitgliedstaaten der Organisation des Nord- atlantikvertrages in Bonn am 1o. Genehmigen Sie, sehr geehrter Herr Präsident, den Ausdruck meiner ausgezeichneten Hochachtung. gez. Richard Stuecklen" A courtesy translation is attached. Washington, D.C. 20419 April 13, 1982 sill Mr. Michael K. Deaver Assistant to the President Deputy Chief of Staff The White House Washington, D.C. 20500 Dear Mike: Enclosed is an invitation regarding the President's trip to Europe. You know Doug Coe, who asked me to give this to you and who vouches for its validity. Feel free to contact directly BBC, Doug Coe or myself. Doug Coe's phone number is (703) 243-1486. Sincerely, Heel Herbert E. Ellingwood Enclosure BBC tv BRITISH BROADCASTING CORPORATION TELEVISION CENTRE WOOD LANE LONDON W12 7RJ Ext 3244 TELEPHONE 01-743 8000 TELEX: 265781 TELEGRAMS AND CABLES: TELECASTS LONDON TELEX Mr. Douglas E. Coe, 26th March, 1982 National Prayer Breakfast, 2817 Woodland Drive, NW, Washington D.C. 20008. Dear Mr. Coe, I understand from a number of eminent people in Britain who have attended the National Prayer Breakfast that you are well placed to help me in approaching President Reagan about the possibility of a filmed interview for BBC Religious Broadcasting Department. I believe that the opportunity to trace the religious insight, inspiration, and experience that sustain the President in his life would be a marvellous anticipation of his visit to Great Britain in June. It would provide an opportunity for a deeper understanding of the motivating forces of the President and would be a bold illustration of the power of faith in the most important job in the world today. Our programme is called "Heart of the Matter" and is a 35 minute film series from the Religious Department of BBC Television. It will be transmitting on Sunday evenings on the major BBC channel from the 16 May to 27 June. It is now in its fourth series and has achieved a high reputation for the quality and honesty of its reports. Last year's film on the dilemma of Irish Catholics on hunger strike won the Current Affairs Award for Religious Broadcasting, and I believe that an understanding of the President's personal discovery of faith would be of immense value to the audience we have built up over the years. Should the President feel that this might be a worthwhile project for his consideration, I would wish to transmit the interview on Sunday, 6 June - the eve of his arrival in England. Clearly we are now under some pressure of time, and I would most like to film towards the end of April, although we are, of course, entirely adaptable to President Reagan's own schedule. If you think it would facilitate in any way the successful achievement of such a venture, one of us would gladly fly to Washington to discuss our hopes and intentions further. hith kind Lishs and even Vessin. The meeting was very valuable and gave us all good insights into the details of President Reagan's upcoming visit to the Vatican. Mr. Wilson has told me of your long service as Regent of the Pontifical Household. I do not have such an exalted title but my job as Deputy Chief of Staff is similar to yours in many respects, and I can understand the pressures under which you work. I hope in turn that you will understand some of the pressures we work under and will be patient with us as we approach June 7th. I know that you have prepared several Presidential visits and can probably anticipate better than we the type of questions we will ask and the requests we will be making of your office. We will be sending a final advance team to Rome in the second half of May. They will at that time wish to work very closely with your office in preparing a detailed schedule for the President's visit. As I mentioned to you in our meeting the President's audience with the Holy Father will be the highlight of his European trip. I know the President's visit to Vatican City will be a big success and on behalf of the President I want to thank you and your staff in advance for all your assistance. Sincerely, MICHAEL United K.
