Coming European Trip
Jack Smith, Bureau Chief of CBS, called this evening with
two concerns about the coming trip:
--- Whether Serrafin's crew is in effect knocking off
other network teams who would like to go (I assured him
this was not the case).
-- Whether Serrafin/Knowles would obey the rules
that any news flowing from such a trip is either off-the-
record or should be shared with all networks. (I said I
would check with you but thought that CBS and NBC would be
protected).
Smith would also like to see if the regular pre-advance
can be set up prior to May ("historically we have needed
more than 4 weeks to set up," he said).

We have agreed with the Embassy that the invitation will not
be made public until we make a final decision and the President
formally replies to the invitation.

has informed me that you will be visiting the
Federal Republic of Germany to attend the
meeting to be held in Bonn on June 1o, 1982,
by the heads of state and government of the
member countries of the North Atlantic treaty
organization.
In agreement with the parliamentary groups
of the German Bundestag, I should like to invite
you to speak to the members of the Bundestag on
June 9, 1982, on the eve of the conference. The
Bundestag would consider it a great privilege to
be able to welcome the President of the United
States of America.

I understand from a number of eminent people in Britain who have
attended the National Prayer Breakfast that you are well placed to help
me in approaching President Reagan about the possibility of a filmed
interview for BBC Religious Broadcasting Department.
I believe that the opportunity to trace the religious insight,
inspiration, and experience that sustain the President in his life would
be a marvellous anticipation of his visit to Great Britain in June. It
would provide an opportunity for a deeper understanding of the motivating
forces of the President and would be a bold illustration of the power of
faith in the most important job in the world today.
Our programme is called "Heart of the Matter" and is a 35 minute
film series from the Religious Department of BBC Television. It will be
transmitting on Sunday evenings on the major BBC channel from the 16 May
to 27 June. It is now in its fourth series and has achieved a high
reputation for the quality and honesty of its reports. Last year's film
on the dilemma of Irish Catholics on hunger strike won the Current Affairs
Award for Religious Broadcasting, and I believe that an understanding of
the President's personal discovery of faith would be of immense value to
the audience we have built up over the years.
Should the President feel that this might be a worthwhile
project for his consideration, I would wish to transmit the interview on
Sunday, 6 June - the eve of his arrival in England. Clearly we are now
under some pressure of time, and I would most like to film towards the
end of April, although we are, of course, entirely adaptable to President
Reagan's own schedule. If you think it would facilitate in any way the
successful achievement of such a venture, one of us would gladly fly to
Washington to discuss our hopes and intentions further.
