RON KESSLER'S LETTER OF APRIL 6, 1983
Attached is a draft response to Ron Kessler's April 6, 1983 letter
regarding "White House operations". I recommend that in answer to
questions 2, 3, and 4 of Kessler's letter, we provide only the
aggregate Personnel Report. As you know, we file this report each
fiscal year with the appropriate committees of the Congress.
Please review as soon as possible.

Dear Ron:
The following information is in response to your April 6, 1983
letter regarding "operations at the White House.
1. Unanticipated Needs: During fiscal year 1982, the White
House was allocated $50,000 from the account "Unanticipated
Needs" for travel expenses relating to the President's New
Federalism and Private Sector Initiatives programs.
2. Detailees and Consultants: Pursuant to Title 3, United States
Code 113 the White House Office, the Executive Residence at
the White House, the Office of the Vice President, the Office
of Policy Development, and the Office of Administration must
report to the Congress data on the total number of employees
who were any time employed in these offices during the fiscal
year. Enclosed is a copy of the FY 1982 report which will
answer your questions on Detailees and Consultants. (See
Attachment A) Continuing with past practice, the White House
will not release any other employment information.
3. Volunteers: The White House has traditionally utilized the
services of volunteers, primarily in the Correspondence Unit.
At the present time, approximately 50 volunteers are utilized
for varying amounts of time each day. The Executive Residence
at the White House and the Office of Administration do not
utilize volunteers. There are no volunteers utilized that are
compensated by a private enterprise while volunteering in the
complex.
4. Reimbursements: Attachment B contains a listing of
of reimbursements made by the White House Office, and the
Office of Administration during FY 1982. These payments to
other government agencies or departments are for ordinary and
normal expense of running an office. There were no
reimbursements made by the Executive Residence at the White
House during Fiscal Year 1982.

5. Gifts: Attachment C contains a listing of gifts received by
the White House, the President and/or the First Lady.
This information should answer your questions.

Dear Larry:
In addition to the information requested in my letter of
March 3, I would appreciate it if you would provide some
additional information about the operations of the White
House itself to help in identifying the total cost of
the Presidency. The information is as follows:
1. A listing of the nature, purpose, amount,
date, and recipient of each expenditure made
by the White House Office during fiscal 1982
from the fund known as Unanticipated Needs,
Executive;
2. A listing of each consultant or consulting
firm paid during fiscal 1982 by the White
House Office, the Executive Residence, and
the Office of Administration, showing the
name and address of the recipient, the amount,
purpose, and date of the expenditure, and which
of the three White House entities made the
payment;
3. A listing of each individual detailed to the
White House Office, the Executive Residence,
and the Office of Administration from any other
government agency as of April 1, 1983, as well
as the aggregate number of people so detailed
as of Sept. 30, 1982, broken down by those de-
tailed to each of the three entities and showing
the agency from which each was detailed;
4. The same listing as that requested above for
each individual "on assignment" from other gov-
ernment agencies or otherwise paid by such agencies
while working at the White House Office, Executive
Residence, or Office of Administration;

5. The same listing as that requested in questions
3 and 4 for each individual who volunteers his
or her services or is paid by a private enter-
prise while working at the White House Office,
Executive Residence, or Office of Administration,
showing the names of each such enterprise and
broken down according to which of the three
White House entities the individual worked for;
6. A listing of any reimbursement for services or
expenses made during fiscal 1982 by the White
House Office, Executive Residence, or Office
of Administration to any government agency,
showing which of the three White House entities
made the payments and which agencies received
them with the amounts received;
7. A listing of anything of value, including money,
contributed to the White House complex and/or
President and/or First Lady during fiscal 1982,
showing the name and address of the donor or
donating entity, the recipient of the contribution
or gift, the nature of the donation or gift, and
the amount of the donation in each instance or
the appraised value of the gift.

In addition, the White House Office made periodic use of 14 indivduals for assignments associated
with official business. These individuals worked a total of 557 days and total compensation paid was
$98,463.
The Executive Residence obtained the services of 91 individuals for intermittent work at official
events such as dinners for visiting Heads of State. Total compensation paid was $102,268.
The Office of the Vice President obtained services of individuals to assist in arrangements for official
travel. Thirty-nine (39) of these indivduals worked without compensation for 350 days.

On August 17, Jane Paley, Director, Community Relations, ABC. Inc.
visited here. She advised that "Good Morning America" is doing a
5-part series on Education the week of October 17. It will be an
upbeat, positive look at new developments in the area of education.
ABC agrees with the importance placed by the President and by this
office on upgrading the quality of education.
They would like to launch this program with Dave Hartman doing a
10-minute interview with the President at the White House or any
place convenient to the President. The discussion would be
strictly on education, general in nature, with no surprises, and
topics made available in advance.
In addition, ABC is very interested in the Adopt-A-School concept
and they are proceeding to launch a program within their organiza-
tion of 214 owned and affiliated stations. They want to take a
lead role in having schools in all areas of their coverage
adopted. They plan to involve local businesses as well as their
stations.
Adopt-A-School will be one of the subjects addressed in the 5-part
"Good Morning America" series. Jane Paley spoke to the Executive
Producer of "Good Morning America" and they have asked you to be
the spokesman for this segment.
