This is the confirm our conversation today
regarding the Friday, September 16, White House
Briefing for all RNC members who have not attended
one of the Reagan supporters briefing.
We will be working with Ed Rollins and Bob Tuttle
on the agenda. Basically, I would like to start at
9:30 am and would like to have you, Jim Baker, Ed
Meese, William Clark and Martin Feldstein participate
in the program.
As was discussed, we would like the luncheon with the
President in the State Dining Room followed by pictures
being taken of each RNC member with the President.
We should be finished by 1:30 pm.
Following that, I will have an RNC Executive Committee
meeting set for 2 pm here at the RNC.
Thank you for your assistance. I know this will be
particularly meaningful to the members of the Republican
National Committee.

This is to confirm Mike Deaver's participation in the
September 16th briefings for members of the Republican
National Committee. The briefings will be held in
Room 450 of the Old Executive Office Building. My
Assistant, Maureen Zatarga, will escort Mr. Deaver to
the Briefing Room.
The subject Mr. Deaver should address is "The Presidency."
The briefing should last 15 minutes, followed by a
question and answer period of 10 minutes. Mr. Deaver is
scheduled to speak from 10:45 to 10:30 a.m.

POSITIONS TO THE RNC
As the 1984 election approaches, the Republican National
Committee will increasingly be looking to the White House for
guidance with respect to the articulation of Administration
positions. For obvious reasons, it is important that the
Administration be perceived as "speaking with one voice." It
is similarly important that appropriate senior staff have an
opportunity to review any communications that could be
characterized as, in one way or another, representing "the
Administration."
With these considerations in view, would you please ensure
that any written communications of Administration positions to
the RNC are appropriately coordinated with the Office of
Political Affairs (which has lead responsibility for liaison
with the RNC), and that they are circulated and cleared
through the Staff Secretary's office. The small amount of
additional time and trouble this may entail will, in the end,
be well worth the investment.

gold coin which was apparently not received by former Ambassador
Zahedi. As you know, the Inaugural Committee was formally
disbanded and all materials were disposed of through public
auction. Given the time that has elapsed it will be very
difficult to resolve the matter.
The Republican National Committee has no role in Inaugural
matters, but in an effort to be of help, I attempted to
determine if medals were still available from any source.
My efforts proved unsuccessful and I am at a loss to suggest
a further course of action.

I am writing on behalf of my client, H. E. Ardeshir Zahedi, former
Iranian Ambassador to the United States. He has asked that I
write to you requesting information concerning the commemorative
gold coins which were issued and given to attendees of President
Reagan's inauguration. Ambassador Zahedi sent his check for
$2,450.00 dated January 12, 1981 to the Presidental Inaugural
Committee 1981, a copy of which is enclosed for your verification.
For obvious reasons, he was unable to participate in the inauguration
festivities and never received the commemorative coins. He would
very much appreciate his souvenir of the inauguration if any coins
are still available. You may forward them directly to me, against
receipt, and I will ensure they are delivered to the Ambassador.

commemorative medal may be available somewhere in the bureaucracy.

I have been, am now and will continue supporting the Republican
Party as long as tney work toward reducing big government and
maintaining our national defense so that our freedom will never
be in jeopardy.
In January I sent $50 to your committee, $75 to the Senatorial
Committee and $75 to the Congressional Committee. In April I
sent another $10 to the Congressional Committee and in May $15
to the American Security Council. Then on May 1st I spent $53.40
sending telegrams to our two Missouri Senators and our 10
Representatives urging them to support President Reagan's Budget
and Economic program.
I am enclosing a check for $250 to help your committee keep a
Republican majority in the Senate and to elect more Republicans
to the House of Representatives. In order to do this I wish $75
sent to the Senatorial Committee headed by Bob Packwood and $75
sent to the Congressional Committee headed by Guy Vander Jagt.
The other $100 you can use as you see fit.
I can assure you that the $250 is not a small amount based on my
retirement income considering what I have already done. In view
of this I am requesting that, if possible, you personally deliver
the enclosed letter to President Reagan. You are free to read it
and you can see that I have a high regard for the President. I
also do not underrate the advisors and information that the
President has at his disposal. I just think that the President
might like to know how an ordinary citizen feels about the
greatest danger facing our country.

Dear Mr. President:
I have been, and will continue, supporting you financially and with
personal effort. It is a sad reality for a country as great as ours
but in my humble opinion we have had only three honest and sincere
Presidents in the past 50 years: Truman, Eisenhower and yourself.
You are staunchly adhering to the promises you made to the American
people. You are also the first and only President to call the Russian
leaders exactly what they are on nationwide TV. And for this you
have been critized by some as being hawkish. What irony! Regardless
of what some of our citizens may think, Communism is not just a
philosophy or an ideology or an economy or a religion. Communism is
a cruel and calculating conspiracy which uses deceit, double-talk
and treachery to achieve its original goal; then uses torture, murder
and enslavement to perpetuate itself in power. Communism is gang-
sterism on a gigantic and international scale.
I recently heard your Secretary of Labor, John Block, say on nation-
wide TV that we should sell grain to the Russians because if we did
not someone else would. We could use the same reasoning to sell arms
and planes to Libya. Perhaps Mr. Block should be reminded what the
great Russian poet Pasternak, who won the Nobel Prize and was not
allowed by the Communists to receive it, said about his bosses in
the Kremlin quote "They do not ask much of you. They only want you
to hate the things you love and to love the things you despise".
In closing I would like to remind you of what another President of
our country said about the Russians in a speech before the Canadian
Parliment and also before a joint session of Congress quote "Finally,
let me say just a few words about the world in which we live. We
should not misjudge the force of the challenge we face - a force
that is powerful as well as insidious, that inspires dedication as
well as fear, that uses means we cannot adopt to achieve ends we
cannot permit. Nor can we mistake the nature of the struggle. It is
not for concessions or territory. It is not simply between different
systems. It is the age-old battle for the survival of Liberty itself".
