Presidential Meetings with Foreign Leaders,
September-December, 1983 - Revised List
In . memorandum dated August 11, 1983, the NSC requested the
Department of State . recommendations, in priority order, for
additional meetings with the President during the remainder of
1983. Our revised recommendations, along with possible dates, are
as follows:
OFFICIAL WORKING VISIT
President Koivinto of Finland, September 27 (working lunch)
President Mubarak of Egypt, September 30 (working lunch "
Foreign Minister Wu of the Peoples Republic of China,
October 13 160 minute office call)
Prime Minister Craxi of Italy, October 12 (working lunch,
plus other activities to be determined)
President Herzog of Israel, between November 21 and 23
(30 minute office call)
This zemo does not address foreign leaders whom the President
might meet while in New York for his United Nations General
Assembly speech. We are already addressing this subject
separately.

The Department of State suggests the following dates for
the four state visite which the NSC has already approved:
President Kirchschlaeger of Austria - February
President Mitterrand of France - March
President Shagari of Nigeria - April
President Betancur of Colombia. - May
We suggest leaving January open in the-expectation of a visit
by Premier Zhao of China.
Our suggestions, in priority order, for further State and
Official visits appear below. The fate of the Zhao visit will
dictate how many openings are available.
President Jayewardene of Sri Lanka
Prime Minister Soares of Portugal
President Jorge Blanco of Dominican Republic
Brief justifications are attached.

JUSTIFICATIONS FOR VISITS
President Jayewardene of Sri Lanka
A visit would demonstrate our continuing support for
Jayewardene's goverment, notwithstanding its recent troubles. It
would also highlight our support for the positive example Sri Lanka
sets in the Third World through its democratic, free enterprise
policies and its influential, moderate role in the NAM.
Prime Minister Soares of Portugal
Soares is a long-time friend of the U.S. who has been supportive
on numerous international issues. At the same time, he is an
important figure in the Socialist International, of which be is Vice
President. The Soares government has been forthcoming in our
current negotiations for . new agreement on the strategically vital
base facilities in the Azores.
President Jorge Blanco of The Dominican Republic
A visit would demonstrate the importance which the United States
places on the continued strengthening of the democratic process in
the Caribbean. The Dominican Republic is the largest democracy in
the region and is a major sur orter of the CBI process. It has an
excellent record in human rights and in narcotics interdiction.
Since his election President Jorge Blanco has adopted a series of
needed but politically costly economic austerity measures. A
meeting with President Reagan would demonstrate our support for
further reforms.

In a memorandum dated December 10, 1983, the NSC requested
the Department of State's recommendations for additional
Presidential meetings with foreign leaders during the first
half of 1984. We have divided visits into three categories:
State/Official visits; working visits; and office calls. Our
recommendations for State/Official visits, in priority order,
are as follows:
President Shagari of Nigeria
President Jorge Blanco of the Dominican Republic
President Jayewardene of Sri Lanka
We note that, in a memo dated August 11, the NSC had already
approved a State visit for President Shagari during the first
half of 1984.
Our recommendations for additional working visits, in
priority order, are as follows:
Chancellor Kohl of West Germany
President Suazo of Honduras
Prime Minister Prem of Thailand
Crown Prince and Prime Minister Sa'ad al-Sabah
of Kuwait
President Masire of Botswana
Our recommendations for office calls are as follows:
Dutch Prime Minister Lubbers, January 19-20
Canadian Leader of the Opposition Mulroney
Italian Foreign Minister Andreotti, January 10-13
British Leader of the Opposition Kinnock
former French Prime Minister Barre
Unlike State/Official visits and working visits, the "office
calls" category is not limited to heads of State and heads of
Government. It also includes visits by foreigners who are in
this country on private business, or are en route to another
desination. It is, thus, difficult for us to predict much in
advance when these "targets of opportunity" will occur. We
realize that the White House is under very heavy scheduling
pressure; and we will, therefore, try to provide as much
advanced warning of requests in this category as is possible.

working visits. Since State visits and Official visits are
virtually the same, except that the former is for heads of

less ceremony, will be treated as a separate category.

By agreement with the White House, the Department of State
recommends twelve full-scale State or Official visits by
Foreign Chiefs of State and heads of government each year, one
per month. We also make recommendations on a regular basis for
official working visits, also for heads of state or government
but with a simplified Washington program. This memo tries to
sort out State and Official visits for the first half of 1984.
Once we have NSC approval for our suggestions, we will begin
collecting the list of official working visits.
In a memo dated August 11 (Tab 3), the NSC approved four
State or Official visits for the first half of 1984 and
requested that the Department suggest dates for them. We have
done so in the attached Hill-Clark memo (Tab 1), after polling
bureaus, and made further suggestions to fill up the first-half
1984 schedule. Bureau views are summarized in the attached
chart (Tab 2).
