The Bureau of Land Management is in the process of proposing a modification in the Plan's surface mining regulations for public lands. The proposal would allow for the use of Notice of Intent procedures in CDCA areas which are classified as either moderate or intensive use, if no more than five acres would be disturbed. This change would streamline the procedure for mining in part of the desert, in accordance with the intent of the Plan. A key feature of the Plan is its ability to be modified, if changes are necessary. While certain areas have been designated for particular uses, the program's multi-use guidelines have been designed to meet future changing needs of the land. The Plan commits the Bureau of Land Management to an annual review of the program, which will allow consideration of policy changes and accomodation of new uses on a regular basis. This conference was made possible in large part by federal funds. The President of that society was quoted extensively in the local press denouncing the Reagan Administration as "anti- people" and hostile to older Americans. (See attached article). Directors of national policy centers funded by the Admini- stration on Aging had a symposium on "Advocacy in the Public Interest" where the impression was clearly left that these centers were coordinating political advocacy behind the scenes in opposition to the proposed Reagan budget cuts. There was no question but that the spokeswomen for these federally funded centers were opposed to the Administration views and philosophy. This, of course, is their perogative as indi- viduals, but not it seems to me as Directors of federally funded programs. The centers in question were the National Aging Health Policy Center, University of California; the National Aging Policy on Women, University of Maryland; and the National Aging Policy on Housing, University of Michigan. They are funded by the Administration on Aging. I would recommend that the Administration either: (a) quit funding these quasi-political/lobbying operations; or (b) put the policy centers on notice that lobbying and political activities are improper for federally funded programs.
