The policy adopted by the Office of Presidential
Correspondence has been to file all mail concerning

Anne V. Higgins "buck-slip" (see attached). Letters

John Jacob
It is my understanding that John Jacob, President-elect of
the National Urban League, is a low-keyed, low-visibility
administrator and an excellent manager. Having worked with
the Urban League for 17 years, John Jacob served as
President of both the San Diego Urban League and the
Washington, D. C. Urban League prior to becoming Executive
Vice President of the National Urban League in 1979. Pre-
viously his emphasis has been more on the delivery of
services than on strong advocacy, and from all indications
his emphasis will remain the same. A graduate of Howard
University, he is now serving as Vice Chairman of the Board
of Trustees of Howard University.
Even though John Jacob will not be as visible an advocate as
Vernon Jordan, he will share Vernon's strong concerns over
the budget cuts. The National Urban League has received
significant funds from the Federal Government, and these
funds will be drastically cut. The majority of National
Urban League's funds have come from the Department of Labor
and according to Al Angrisani's office, the National Urban
League received $20.4 million for FY 81; that figure is
proposed to be cut to $1 million for FY 82.

be happy to contact John Jacob to see when the three of us
can meet over lunch.

Dear Mike and Carolyn,
I hope this letter finds you healthy and happy in Washington.
I have not written in awhile because not much has changed. I am
still working as a contracts analyst for the State Dept. of Social
Services. I enjoy it but my appointment is up on January 1 and I
do not expect an extension, what with all of the departmental cut-
backs. So, I continue to look for a position in the capitol, but
at this point, to no avail. I have interviewed with several peo-
ple and being ever-optimistic I hope that something will turn up
in the very near future.
How is the colorful world of the nation's capital? I would
love to hear about it! And that brings me to the point of my let-
ter. I have no way of knowing this , but it recently occurred to
me that you folks might be 'home' during the coming holiday. I
have spoken with my parents and we would like it very much if you
could join us for dinner at some point during your stay. I rea-
lize what a hectic time the holídays can be, especially if one
is moving about, but we would like to welcome you back as friends
and neighbors. My Mother feels rather flexible as to when this
could be so give it some thought and if you are coming home we
certainly would enjoy the chance to get together.
In closing, may I wish you and your family a blessed and won-
derful holiday season and a fullfilling new year.
