never voted plurally for a Republican before we began boosting and

the opportunity to review your comments and proposals
concerning Federal policies and programs in the field
of education.
As you may know, President Reagan has long advocated tax
relief for parents who send their children to non-public
schools. He believes that a scheme of tuition tax credits
would not only be consistent with his efforts to afford
tax relief to all segments of American society, but would
also provide for greater freedom for parents in making
important family decisions. Currently, the President and
the members of his Administration are developing proposals
to submit to Congress which would reduce the burdens of
educational costs on the American family in the form of a
tuition tax credit.
Again, thank you for your letter. You can be sure that
your views will be brought to the attention of the
appropriate Administration officials.

I very much enjoyed having had the opportunity to personally
say hello to you this past week at the White House. I am enjoying
my participation with the Presidential Advisory Committee on Small
& Minority Businesses. You know that's not what I had in mind but it
is always an honor to be able to serve our President in whichever
capacity he feels appropriate.
Mike, the Chief of the Criminal Division in the U.S. Attorney's
Office for the Southern District of Florida is Martin Raskin. Marty was
my law school roommate and is, and has been, a close friend for many
years.
Marty has asked me in the past for an autographed picture of
President Reagan. I had written some time ago to the White House but
have not heard from them relative to this request. I would not be
taking of your time personally to make this request, were it not for
the fact that Marty is an indefatigable worker who puts in fifteen
hours a day, seven days a week, to combat the serious crime problems
that we have in South Florida.
I know how much he would treasure the President's picture and
how deserving of it he is. Thank you in advance for considering this
request.

I am writing as the president of the Michigan Association of
Nonpublic Schools (MANS), the state representative for the
Council for American Private Education (CAPE), and the super-
intendent of Michigan District/Lutheran Church-Missouri Synod
schools on behalf of tuition tax credit legislation.
It is my understanding that the White House Policy Planning
Staff is currently developing a tuition tax credit plan for
submission to the Cabinet Council.
I strongly encourage development and passage of tuition tax
credit legislation at this time. The private sector and the
general public have waited long for a tangible indication of
the governments's affirming disposition to nonpublic (private)
education and to parents who want to exercise choice in the
educational marketplace.
I am concerned that the weight of other important priorities
does not deter this administration from influencing the passage
of a bill similar to the one introduced by Senator Packwood and
Moynihan.
Your leadership in this issue can do much to stimulate all
schooling in America.

he handles the President's insurance on the Ranch.

convention this year on October 3rd at the
Coronado Hotel.

It was nice hearing from you and being reminded of
our previous visit.
Thanks for your concern and suggestion that the
President do "Fireside Chats". This idea has been
discussed in the White House for several weeks, and
you'll be pleased to know that the President will be-
gin doing a series of weekend radio talks. We feel
it has merit. I have, however, taken the liberty of
forwarding your letter to David Gergen, Assistant to
the President for Communications, for his information.
I have checked into the mystery of the graduation
picture you sent to the President and First Lady. The
picture did arrive safely, and both were sorry that you
did not receive a thank you letter. You may expect one
in the near future.

Dear Mike:
It has been a long time since I contacted you in your California office
relative to setting up a meeting in Abilene, Texas, between you, Ron,
Jack Cox and me. The occasion was Ron's visit to Abilene to campaign
for a Republican Congressional candidate. Our meeting was relative to
two books which Jack Cox wanted to write which he felt would be extremely
helpful to Ron's securing the Republican Presidential nomination. One
of the books had to do with Texas' and National politics, relative to an
expose' on John Connally who, at that time, appeared to be a viable
Presidential candidate. The other book was relative to an expose' of
the Carter administration and their participation in the expulsion of
Somoza. Jack did publish the book on Nicaragua and I believe you
were furnished with a copy. It was also at this meeting that Jack
reminded Ron how he had kept the Texas delegation, during the Republican
convention in Miami, loyal to Ronald Reagan, despite the extreme pressures
put on him by Nixon and John Tower. It also offered me a chance to
visit with Ron since Ron, Jr. and my oldest son, Kyle, had gone through
junior high and high school together and graduated in the same class
from Harvard School. Ron gave the commencement address.
All of this is a background to our past fleeting association with the
hope that two requests might receive your personal attention First
of all, [ want to urge, as strongly as possible; that Ron give serious
consideration to commencing a regular series of what President Roosevelt
called This Fireside Chats". I think these should be conducted at least
monthly, with an emphasis on only two or three major problems confronting
the administration. This could help eliminate a lot of confusion by not
cramming too much into one "sitting". I know that the strong support
among the American people still exists for Ron's programs,
but he and this strong majority are being inundated by the
liberal media and the small, but extremely vocal minorities.
The second requestiis a personal one. We had a graduation

giving me the opportunity of a lifetime flying on Air Force
I with the greatest President in our nation's history.
Secondly, to let you know how impressed I am with the work
of Shirley Moore. Of course, I know that is not news to
you but I just wanted to tell you. She is very dedicated
and loyal to you and the President and it shows in the
quality of her work.
Mike, thanks again. Let me know where I can be of
assistance. Our hope is the Foundation will be able to
generate the funds to make an impact in the market place,
supporting the President, within the next few months.
