Dear Mr. Secretary: After speaking by phone to Washington, we were advised to follow up with a letter, inviting you to participate in an "Institute on War and Conscience" which the University of Santa Clara is sponsoring from September to December 1982. The University of Santa Clara, the oldest institution of higher learning west of the Mississippi, is a Jesuit and Catholic private university. Our student body numbers over 7,000, many of whom will obtain employment in the various engineering and service sectors of the "Silicon Valley" in which we are located. The Institute will involve serious academic and university-wide reflection on the issues of politics, warfare, morality, and the formation of the informed conscience. It will consist of a number of concurrent university courses which will approach these topics from a variety of disciplines: theology, literature, philosophy, history, political science, the social sciences, engineering and biology. We plan to supplement the courses by giving the student body and the wider community the chance to hear from a number of people connected with our government, those who are intimately involved in major decision-making. The Institute would be greatly enhanced if you could speak on American policies, hopes, and fears in this nuclear age. I am inviting you, therefore, to address the Institute on the evening of Monday, October 4, 1982, on the general topic of "American Policy in the Nuclear World." END OF MEMO THE WHITE HOUSE WASHINGTON May 26, 1982 Dear Mr. Fox: Thank you for your recent letter concerning proposed budget cuts for the Federal student assistance programs for the fiscal years 1982 and 1983. The five major student assistance programs administered by the Office of Student Financial Assistance -- the Pell Grant, Supplemental Educational Opportunity Grant, College Work- Study, National Direct Student Loan, and Guaranteed Student Loan Programs -- are authorized by the Higher Education Act of 1965 and by subsequent amendments. The enclosed booklet, "The Student Guide: Five Federal Financial Aid Programs, 1982-83," gives detailed information about the programs, including changes made by the Postsecondary Student Assistance Amendments, enacted on August 13, 1981. Further changes proposed for the programs, including the restriction of Guaranteed Student Loans to undergraduates, the increase of the "origination fee" for these loans from five to ten percent, the extension of the needs test requirement to all Guaranteed Student Loan applicants, and the reduction in funding for Pell Grants, will require legislation by both houses of Congress. Therefore, we cannot say at this time what the specific results of that legislation will be. The value of these student aid programs is not being questioned. There just are not sufficient Federal resources available to fund them at levels which we all might like. Education assistance, along with other areas of governmental activity, must share the burden of budget cuts necessary to solve the economic problems facing the Nation. The goal of the changes in the student assistance programs continues to be curtailing the rapid escalation of program costs while maintaining equity in the distribution of Federal funds. My name is Dan Fox, and I'm a freshman at the Uni- versity of Missouri. Our school has recently launched a letter-writing campaign opposing the proposed budget cuts. I sent a letter with the school, but all I expect back is a form letter. I decided to send additional letter to my congressman, Jerry Lewis (I live in San Bernardino, Ca.), and one to you. The cutting of Financial Aid is not only a personal issue to me, but also part of an action project assigned in my Logic class. Well, that was then. This is now. The students are responding, and they do care It's okay to make cuts, and granted, we have to make them. That's not what we are complaining about. we, the students, are complaining about where those cuts are be- ing made. Education is probably the single-most important part of not only every individual's life, but the Nation's life. I'm sorry, but I can't accept, as I'm sure most in my fellow student's can't accept, a drastic increase in defense spending, and a drastic decrease in financial aid to stu- dents. I guess it's just a matter of priorities. Mine are in educating people and enriching life. They are not in the sense- less build up of products whose only purpose is to destroy life. Financing death-squads (as we are in El Salvador) who are fighting the non-existent threat of "communism" is some- thing that's hard for me to accept. Especially when there soon could be thousands of intelligent people that won't be able to afford to further their education. Their only crime would be not being so "privileged" as to be in the "elite" class. We should all have to worry about selling our million- dollar house in California, or finding another loophole to get us out of the 50% tax bracket. If our education system goes down the tubes, so does our country. Like I said, I guess it's just a matter of priorities. It might mean a few less nuclear warheads, or a few less sets of White House china, but I think that having a few more educated people in this world would help keep us out of having to worry about where our next bomb is coming from.
