Dear Mr. Deaver:
Stu Spencer suggested I write you regarding a presidential
library the President may be planning. This past year,
I met with Dick Burress at the Hoover Institution to
discuss the possible location of the library at Stanford.
He indicated that most of the President's past papers are
there. They have excellent sites from which to select
an appropriate setting and an invitation has been extended
to the President. As site selection, master planning,
and building design require considerable time, we would
recommend an early decision.
Through the years we have provided architectural services
for Presidents Eisenhower, Nixon and Ford. We designed
the Eisenhower Library in Kansas, and plans for the Nixon
Library at San Clemente. We recently completed the
California Capitol restoration and the nearly completed
Washington, D.C. Convention Center which was originally
called the Eisenhower Bicentennial Convention Center.
At your convenience, I would like to meet with you to
discuss this subject in much greater detail. I am
enclosing some material for your information.

The invitation from Sir Yue-Kong Pao is an intriguing one, but it is
highly problematic that the First Lady would be in a position to accept
it. We would not recommend that she make a special trip to Shanghai
to launch a ship, and at this point, we are not at all certain that
the President will be making a trip to China next year.
I thus suggest that you turn the invitation aside. If and when the
President does travel to the People's Republic, an event of this sort
might well be worked into a visit, but, as you are well aware, it is
difficult to make a commitment of this sort for dates SO far in the
future.

It has been quite some time since I wrote last and I am
sorry also to have missed the pleasure of seeing you during
my last short visit to Washington, D.C. on May 4.
As you may know, my Group has started to order new ships in
China and six dry cargo vessels in the 27,000 to 36,000
deadweight-ton range have been built or are being built for
us by the Jiangnan Shipyard and Hudong Shipyard in Shanghai.
I do not know if I could have the pleasure of extending an
invitation to Mrs. Nancy Reagan to be Sponsor at the Launching
Ceremony of one of these vessels scheduled to take place either
at the end of March or mid April, 1983 and would be very grate-
ful if you could assist in conveying the idea to the President
and the First Lady for their reaction. Her acceptance would
of course not only be a great honour for me and my Group, I am
also convinced that at a time when Sino-American relations are
at a cross-road, the presence of a lady of her position at a
primarily social occasion like this in China will contribute
immeasurably toward the goodwill and friendship between the
people of the two countries.
If the dates mentioned do not fit conveniently into the First
Lady's personal schedule, then I am fully prepared to offer
the next vessel which is due for launching in the early part
of July, 1983.
For your information, the first vessel in the series was
sponsored recently by Mrs. Imelda Marcos of the Philippines,
the second will be sponsored by Mrs. Dulce Figueiredo of
Brazil in August, the third by Mrs. Margaret Thatcher of
Britain in September, and the fourth by Mrs. Masayoshi Ohira,
widow of the late Prime Minister of Japan in January, 1983.
The vessels first mentioned above are the last two in the
series.

As you may know the Senate Finance Committee just passed
a package of tax measures as part of the process to com-
plete work on an acceptable FY 1983 budget. The package
does not include any provisions altering current law
which allows the commercial energy tax credit through
1985. The Administration supports the Senate Finance
Committee package. Thus, if there are no changes as the
legislation moves forward, the energy tax credits should
remain available for the "wind farm" owners.

Dear Mike:
You may be getting a note soon from Jerry DeMontmorency
of Tehachapi. He and I, and his cousin, Harry, went to school
together at AV. Jerry is now in, among other things, real estate.
He is also a tireless worker for the Republican cause.
Jerry will be writing you about the investment tax credit
for wind energy producers. He was instrumental in obtaining
land for most of the folks involved in the "wind farm" oper-
ation now underway in Oak Creek Pass. I believe we talked about
this deal, and you may have seen stories we did in the paper.
The machines are on-line now, and seem to be working well.
Power is being sold to SoCalEdison. The only problems, so far,
are machines unable to stand up to our "gentle zephyrs.'
There IS a problem with the tax credit. Jerry says he
believes this thing can be a success if the guys can have
the tax credits through about 1985. They have undertaken sub-
stantial investments believing they would receive the credits.
To me, this is a good example of how government can help
develop innovate new energy sources without creating a bureau-
cracy to get in the way (and eat up tax dollars for years to
come!)

Dear Mike,
A lot has happened since we last
talked! Congratulations on your part in the
excellent choice of George Schultz to replace Al
Haig as Secretary of State. I'm sure that he
will add a lot of new perspective to the job.
His experience as an international businessman
should be of great benefit.
Mike, I visited with Nancy Reynolds at
some length the other night and wanted to pass
on to you my reaction to her conversation with
you relative to setting up an informal "rap
group." I think that, if such a group were
comprised of people that you could trust
implicitly not to leak to the press, engage in
self engrandizing conversation, and who are
willing to be totally frank in their
conversations with you, a lot could be gained.
Too often, people with whom you come in contact
have other axes to grind of primary importance
on their mind in their conversations. They, for
legitimate and proper reasons, feel compelled to
tell you what you and the President should do
because of how it affects their own self
interest. There is nothing wrong with that.
What we're talking about, of course, is a group
of people who could be more objective in their
analysis of what is going on around Washington
and the country; the political, press and
national reaction to such matters and do so with
a perspective of neutrality and with the
singular objective to help the President. The

composition of such a group must include people
you feel totally comfortable with thus enabling
you both to be as open as possible so that a
constructive result could ensue.
In addition to your gaining insight and
perspective from such a group, I'm sure that if
these people had a better vision of the White
House vantage point on certain decisions they
might be in a position to help move public
opinion through their contacts with the press.
Often times, I'm sure you know, Nancy and I and
others are called for our background reaction to
things that are going on in the White House.
With added insight such a group might prove to
be useful with the press by careful use of
apparently unbiased but nonetheless
knowledgeable and reliable perspective that
would enure to your benefit.
Mike, I'd be pleased to discuss this in
greater detail with you if you have any interest
in pursuing it further. I would be more than
pleased to participate in such a group. You
know of my interest in the President's success
as well as your own. Any way that I can help
you both would be my pleasure.
