Dear Dr. Drachkovitch:
I understand from Ms. Pruda of your staff that you want me to put in writing
the nature of my request for copies of some of the campaign commercials used by
President Reagan in the 1980 presidential election.
In brief, we have established an archive of television campaign commercials
in the Political Science Department here at Duke University. Our collection
includes ads from many campaigns ranging from the most sophisticated (Republican
party ads in 1980 attacking the Democratic-controlled Congress), but not
neglecting the most abysmal (McGovern in 1972). We are particularly proud of
our collection, stretching back to 1960, of commercials from presidential contests.
At this time, we have no ads from President Reagan's 1980 campaign. That
is why, through the good offices of Dave Gergen, I requested permission from
Michael Deever to obtain copies of a representative sample of these ads from the
Hoover collection. I was most gratified to learn from Maxine Walker of Dave
Gergen's office (202-456-7113) of Mr. Deever's approval of my request and
instruction to contact Molly Tuthill of the Hoover Institution to make arrangements
for obtaining the requisite material.
In Ms. Tuthill's unavoidable absence because of sickness, I spoke with Ms.
Lood. She was able to inform me of the existence of thirty cassettes but was
unfamiliar with their contents or their length. If you can provide me with any
of this information, it would certainly help me to formulate my request for
particular ads--we are only seeking a representative sample. Alternatively, if
necessary, I might be able to arrange for a responsbile individual to examine the
cassettes on my behalf.
I want to emphasize that the ads are housed at Duke and are used solely for
pedagogical purposes by members of the Political Science Department who teach
American government and politics. No extra copies are made and no copies are
released to any individual or organization or entity whatsoever for any purposes.
We are certainly willing to sign a release to that effect.

Given the political sensitivity of the tapes in 1984 and an opinion
we received from Fred Fielding stating that all audio-visual material
is the property of the President, we must have your approval in writing
before we can give Dr. Paletz the material he has requested.
All previous requests for copies of the Campaign '80 Tapes for
similar use have been refused by Ed, so this is a first for us which we
hope doesn't open Pandora's box.
I'm sorry to trouble you, but in accordance with our established
access policies we are requesting written permission before we release
any material other than that already determined to be in the public
domain (speeches, press releases' and position papers.)

Thank you for your recent letter of July 17th.
I too, believe that too many citizens of this great country are ignorant
of how and why our government operates. Some of the fault is in the way
government is taught in the schools; much of it is because modern methods of
communication have made information available in a rather casual way. A
hundred years ago, the visit of a major candidate to a community was an "event",
now you see them on TV almost daily. Local politics used to have a real effect
on life in your community. Today you may live in one town, work in another, and
do your shopping somewhere else. No longer do you have the feeling of a close
knit community in which the person you vote for really affects your life.
I would not advocate going back to the non-communication days of 100 years
ago, but I do think more knowledge of government policies and practies should
be available to everyone.
The library has an important place in providing this knowledge and we in
Akron do have as much information as possible in as convenient a form as we can.
I would like to think that a special room, devoted to government, would be
practical, but unfortunately it is not.
The support of Libraries in Ohio is through the "intangibles" tax and
fortunately for us, the interest in stocks and bonds is high. We are able to
devote two entire research tables to the subject of stocks and bonds, because
this information is in high demand. We could not afford the space to devote
several research tables (much less a separate room) to "government".
The closest we can come to that is the information of a seperate "gover-
nment documents" section in the library. This has been proposed and is currently
under study.
This library does use the Dewey Classification scheme and material about
government is collected in one place; again, subdivided by Federal, State and
Local.

Upon my return to the office yesterday, Coach George Allen asked
me to call and tell you about the great victory of his son George
in his maiden effort in politics. Running in the Albemarle-Nelson
County area (Charlottesville) George took on an incumbent who had
been there for ten years and the area had gone Democrat the last
two elections prior to this one. So after 14 years George won by
25 votes.
The quest became a family affair in which George's brother, Bruce,
and Coach Allen went to Charlottesville and campaigned heavily.
Coach was so excited and wanted you to know that this was another
great victory in his life. Actually "It was greater than beating
Dallas," he said.

Dear Mr. President:
It is my understanding that Lee M. Thomas, who is presently serving
as Acting Deputy Director of the Federal Emergency Management Agency,
has been proposed as the most qualified individual to fill the Deputy
Director's position on a permanent basis. I am well acquainted with
Mr. Thomas and his outstanding efforts, and I strongly recommend that
his name be submitted for Senate confirmation.
As you know, prior to assuming the Acting Deputy's slot, Mr. Thomas
was Associate Director, State and Local Programs and Support Directorate.
In that capacity. he was called upon to make some extremely tough de-
cisions in order to safeguard fragile national resources in times of
natural disaster. My own experience with him has convinced me that he
is an exceptionally capable individual who exercises strong leadership,
as well as one sensitive to local needs, federal limitations, and the
need for timely action. The contrast between Lee Thomas and his prede-
cessor in the previous Administration is a study in black and white,
one which I would like to share with you through a very telling example.
I am privileged to represent the San Joaquin Delta, an area whose totally
unique character makes it exceptionally vulnerable to threatening elements.
The very fertile islands in the Delta have literally been reclaimed
from below sea level, and are bound and protected by a series of levees.
Should one of those levees break in severe weather conditions, not only
is the particular island in question in peril -- SO is the entire Delta
area. High winds and resulting strong waves not only inundate the
damaged area, but also threaten to flood adjacent islands through a
chain reaction of damaging events. Thus, when a levee breaks, rapid
and effective action is absolutely mandatory.
During the previous Administration, several islands in the Delta were
so afflicted on one or more occasion. At the appropriate time, I
appealed to FEMA for disaster declaration assistance. The response
was uncooperative, ineffective, devoid of responsiveness, and, ultimately,
extremely costly to my District. In September of this year, a similar
occurrence was met with an entirely different reaction. Lee Thomas
understood the problem, took a personal interest, stayed in constant
contact, marshalled the forces of his agency, and produced the needed
remedy in a timely and helpful manner. I am still receiving letters
of great appreciation from state and local officials, as well as the
growers impacted by the disaster.

Lee Thomas is clearly a man with impeccable credentials and quali-
Fications when it comes to emergency management. He is also thoroughly
experienced with perhaps the most challenging of disaster demands
through his service to date with FEMA. He has delivered a superb
performance as an Associate Director; he will demonstrate equal
excellence as Deputy Director.
In summary, I wholeheartedly commend Lee Thomas to your attention,
and 1 deeply appreciate your attention to this appeal.

I deeply appreciate the invitation which you have extended on behalf of the
Hoover Institution and Stanford University to locate my Presidential Library on
the Stanford campus in close proximity to the Hoover Institution.
The designation of this site to house my Presidential papers would be a natural
extension of my long association as an Honorary Fellow of the Hoover Institution
and would make possible the unification of my Presidential papers with my
gubernatorial papers and the 1976 and 1980 campaign and transition files, totalling
some 2,600 cubic feet, that have already been donated to the Hoover Institution.
The location of the library on the campus of Stanford University would make the
historical record of my Administration widely accessible to the academic community
and the public.
With my Administration, the Presidential Records Act of 1978 will be applied
to Presidential papers for the first time. Under this Act, the Archivist of the
United States will assume custody of such materials upon conclusion of my term of
office and deposit them in a Presidential Archival Depository, operated by the
United States government. The Presidential Libraries Act, as amended, authorizes
the Administrator of GSA to utilize a library constructed with private funds to
house Presidential records and other historical materials. Before entering into
any agreement to utilize the library as the Presidential Archival Depository, the
Administrator must submit the details of any such agreement to Congress so that
it will have an opportunity to review any conditions and consider the future
maintenance costs to the United States.
Because of the numerous requirements of law as well as important policy issues
that must be addressed, I believe we should begin now to make plans for a library
and for the preservation of the fullest possible record of this Administration.

Dear Mike:
As you asked, I enclose samples of the Christmas cards drawn by
Costa Rican children in the cancer ward of the Children's Hospital
as well as some clips from the local press.
The Children's Hospital was built in the early 1960s through con-
tributions from the Costa Rican Government and private sector,
with the help of $2,000,000 of U.S. Aid funds. In the intervening
years the U.S. has remained involved with the hospital, accounted
by American specialists in the field to be the best of its kind in
Latin America. U.S. private organizations have also made significant
contributions to help the Costa Ricans make it into the hospital it
is today (e.g., in 1974 the cure rate was 10%; today it is 75%).
This year the U.S. Embassy Women's Organization, composed of the
women of the official family, spouses and employees, has donated
28,000 of these cards to the volunteer service corps of the cancer
ward (the oncology division) of the hospital. They are selling them
for C30 each (about $.70) and the proceeds will be used as needed
throughout the year. Since most of the medicines needed for cancer
treatment must be brought in from the U.S. or Europe and treatment is
given regardless of ability to pay, costs are astronomical, and most
of the necessary money is raised by volunteers.

We have carefully considered your renewed request that the Pres-
ident participate in your proposed book collecting some of his
speeches, and have reluctantly concluded that he will be unable
to do so.
As you may know, we have followed a policy that the President
will not participate in any commercial endeavors whatever. In-
deed given the number of requests for endorsements and the like
that the President receives, we normally are forced to decline
such requests even from charitable or other non-profit organiza-
tions, unless they are groups in which the President is person-
ally involved or participates as President by virtue of histor-
ical precedent.
Obviously, it would be inconsistent with this policy, to which
we have strictly adhered throughout the Administration, for the
President to write a foreword to your proposed book or for the
White House to "endorse" the project officially in a letter to
be shown to prospective publishers. While I can and do appre-
ciate your special interest in assembling some of the President's
speeches in book form, I also believe that it really would be un-
wise for us to deviate from our policy of not participating in
commercial projects of any sort.
I am sorry that we will not be able to honor your request, but
hope you can understand why we must adhere to the policy described
above, in fairness to all who seek the President's participation.

"Great Speeches of Ronald Reagan" Book
I have reviewed John McClaughry's reiterated request, following
his loss in the Vermont Republican Senatorial primary, for Pres-
idential cooperation in assembling the President's speeches into
a book.
There is no legal prohibition to the President's participation
in a project of this sort, if he wishes to do SO. Also, now
that the primary is over in Vermont, we no. longer have the prob-
lem of maintaining neutrality in a primary race among Republican
candidates.
However, we have adhered throughout the Administration to the
rule that the President will not participate in any commercial
ventures whatsoever. This rule has been followed with respect
to requests similar to McClaughry's. For you to write the kind
of letter McClaughry wishes to show prospective publishers, and
for the President to write a foreword to the proposed book, would
inevitably associate the President and the White House with this
project (indeed, this is surely McClaughry's intent), which would
in turn give the book a considerable commercial advantage. More-
over, granting McClaughry's request might well set a precedent
that would make it more difficult to deny future requests of this
nature, which are sure to be made.
Let me know if you have any questions or want to talk about this.

1. RON TAYLOR'S RUN: Thanks very much for sending the letter
to Ron Taylor on the occasion of his 24 hour 120 mile run for
racial harmony. Ron reached Boston Common with ten minutes to
spare. Clippings attached. Invite this remarkable young man to
a White House event sometime (Putney, Vermont 05346).
2. REAGAN SPEECH BOOK : With the elections past, I am now in a
position to edit the book of "Great Speeches of Ronald Reagan,"
which we discussed last spring. Lyn has agreed to co-edit or
otherwise assist in the work.
You would of course have final say on the speeches included
and the introductory paragraphs for each. I am thinking of a
foreward by Paul Laxalt.
To make this project salable, I need a letter from the President
to me encouraging it, which I can then use with publishers, etc. to
get their interest - an imprimatur. A draft is enclosed.
As promised, I would be happy to assign part of the proceeds to
CFTR or other organization designated by the President.
Please let me know on this.
