The small paws of this playful mammal seem never to be still. Notoriously
mischievous, raccoons are always into something, be it prying open a gar-
bage can or foraging along a muddy creek bank for fish, frogs, insects or
perhaps some tasty berries. Most of their curious prowling is accomplished
at night aided by keen senses of sight, hearing and touch. Though raccoons
don't truly hibernate they will occasionally go to their dens to doze away the
coldest of winter days. These popular masked bandits can be found
throughout most of the United States barring only the rugged heights of the
Rockies and arid areas of the Southwest. They seem to thrive equally well in
dense forests or heavily populated cities and suburbs, providing adequate
food and suitable den sites are available.

You probably know more than a few guys who are products of
the Jesuits and you probably also know that the Jesuits
keep a pretty good hold on you for life. In any event, we
have a great Jesuit High School here in Denver that is
trying to raise money for classrooms and tuition aid and as
you can see from the enclosed letter, we have received some
favorable responses from some of the leading celebrities.
Needless to say, we do not want to exclude you or your boss
from the opportunity of participating in this event. I
would imagine by next September you probably will be ready
to unwind and would welcome a golf game at the foot of the
beautiful Colorado Rockies.

This letter is intended to act as an invitation to you to be a part of the most unusual sports
festival in America.
the famed Hi be banquet will be held on Sunday evening
followed by The estival on Monday. Its purpose is to provide necessary funds for Regis Jesuit
High School's scholarship and building programs and it will bring together celebrities from the worlds
of sports and entertainment, as well as leading business and professional people.
The total group will number 380 persons who will compete in celebrity/amateur events in golf,
ennis and boccie, enjoy sparkling entertainment and fabulous food and make a significant financial
contribution to an educational program that has turned out leaders for 105 years. Already, such
personalities as PGA Tour millionaire Dave Hill, Stan Musial, Jim Otis, and former Gov. John Love,
among others, have confirmed their participation.
In the past, Regis Jesuit High School funded its operations from tuition income alone. Now, we
must raise over $200,000 a year above tuitions to operate, provide scholarships and maintain
facilities. The school is operated by the Society of Jesus and receives no state financial aid. We
share the belief of American poet Eliza Cook that it is better to build schoolrooms for the 'boy',/
than cells and gibbets for 'the man'." Today, our student body is an interesting mix of ethnic,
geographical and financial backgrounds: 12 percent are non-Catholic, 16 percent are Mexican-
Americans and almost 50 percent hold part-time jobs to defray tuition costs. Of the present
625 students, 25 percent receive financial assistance.
The First Regis Festival provides the way for US to continue our financial aid to students and to
provide facilities in keeping with the quality education that has been our hallmark since 1877. It
is with a great deal of pleasure that I extend to you an invitation to make this most unique event
more unique through your presence.

Seasons Greetings! I thought you would be interested in a report on my
recent trip to seven African nations as a member of Vice President Bush's
official delegation. Three of the countries we visited have active Peace
Corps programs, and I would like to tell you about them.
In Senegal, there are 97 Volunteers working in rural development, forestry,
fisheries, renewable energy and education. I visited our new Training
Center in Thies. This center has been donated by the Government of Senegal
-- part of their significant host country contribution -- a goal in all of
our countries to ensure a true working partnership. The Foreign Minister
and other officials voiced their appreciation and strong support for the
Volunteers' development assistance.
Kenya has our largest African program with almost 300 Volunteers working in
health, education, economic development, fisheries, energy conservation and
community services. President Moi has been a strong supporter of Peace
Corps. While there, Mrs. Bush visited a fisheries center where Ceil Carlson
from Minnesota is doing an outstanding job. Fish farming, a major Peace
Corps program, provides income generation as well as protein diet supplement
to many rural Kenyans.
The Permanent Secretary of Education and I met and discussed the critical
shortage of teachers in Kenya. He praised the work of our Americans who are
the backbone of their Harambee School System. In his speech at a state
luncheon, Vice President Bush made the point that the United States has over
2,000 American Volunteers serving in 24 countries in Africa -- many of them
in Kenya. He stated that they are a peaceful, positive presence working on
critical development needs of the Continent.
In Zaire the rainy season interfered with planned site visits. However,
Volunteer Leaders met with the Vice President and Mrs. Bush at a reception
at the Embassy. They told of the work of Volunteers in education, agricul-
ture, small business development and fisheries. Many Volunteers are at sites
where communication and supplies are difficult to maintain but they remain
dedicated in their work.

It was obvious throughout the trip that a critical need in all African
countries is skilled person-power, in order to promote stability and growth.
The trip was highly successful for United States/African relations. The
personal diplomacy of the Bushes (although they should have been extremely
fatigued with a schedule of seven countries in fourteen days, compounded by
a sudden trip to Moscow for President Brezhnev's funeral), managed to convey
that President Reagan wanted to listen to the concerns of these nations and
wanted to be as helpful as possible given the economic conditions in the
United States. The strong message was given that we must improve our own
economy this would be, in the long run, the greatest benefit to Africa's
economic development.
At this special time of the year as we celebrate Hanukkah and Christmas,
our trip reconfirmed the good news that after twenty-one years of experience,
Peace Corps is in the forefront of person-to-person development work. It is
one of the most cost-effective, positive American presence in the developing
world and returns to the United States valuable skills in language capability
and cross-cultural awareness. Truly, we can be proud of our Nation's most
valuable graduate school in international understanding.
During this holy season, I impart to you the outpouring of support and grati-
tude to the United States for this Government program from developing nations
around the world. On behalf of our 5,000 Volunteers serving in 63 countries,
I want to convey their greetings and their appreciation as well.

not the first about such practices so we have been working to
stay abreast of the progress being made to stop such funding.
Funds for each of the projects Allen cited was initiated under
the previous Administration. All of the programs, with the
exception of family planning, have now been terminated.
P.L. 91-572 and subsequent Congressional actions mandate the
expenditure of federal funds for family planning centers. HHS
is attempting to emphasize organizations other than just
Planned Parenthood in their distribution of these mandated funds.
Ted, we believe that this Administration has a very good record
of terminating irresponsible federal grants at the earliest
possible time. Unfortunately, some of the monies cannot be
terminated under the legal and binding agreements which are in
place.
Thank you again for bringing your concerns to my attention. We
used this opportunity to once again emphasize to the Departments
and agencies that this President is committed to eliminating
wasteful federal spending.

HHS New Way Ministries
From Ocotber of 1978 through August of 1980, HHS through NIMH
funded a "social research" project on the "coming out process
of gay women". Funds were also given to USC-San Francisco to
study "civil liberties and sexual orientation". These projects
were completed prior to President Reagan's assumption of office.
HHS has promulgated new regulations which favor direct clinical
research projects. The projects noted above are probably no
longer eleigible for funding at HHS.
HHS Planned Parenthood
Congress directs the expenditure of funds for family planning.
An attached briefing paper outlines current status.
DoL National Council of Churches
Funding for this project ceased on April 10, 1981. The grant
was terminated with prejudice, it is unlikely that the Council
will receive federal funds in the near future. See Attached.

SUBJECT: The Youth Project
The Youth Project was awarded three (3) VISTA National
Grants from May 5, 1978 ending October 31, 1981. These grants
were awarded during the Carter Administration under then-
ACTION Director Sam Brown. The three (3) grants totalled
$1,309,539.
We were unable to defund or discontinue funding of the
third grant, although we tried very hard to do SO. Very
simply, in order to cut a grant off prior to completion,
ACTION must find a "material failure" to comply with the
regulations, guidelines or agreements under which the grant
was awarded. Either that or fraud must exist. Unfortunately,
the Youth Project grant was awarded under regulations issued
by the prior regime. Although we immediately changed the
regulations in an attempt to redirect the grant monies away
from politically active-type organizations, the Youth Project
received its funding under the prior regulations.
I can assure you that ACTION no longer funds the Youth
Project or any similar organizations. Indeed, we pride
ourselves on that.

FAMILY PLANNING PROGRAM
The first Federal Family Planning grant was made in 1964. In 1967, the
Congress enacted legislation requiring States to provide family planning
services in public health clinics to women on welfare. In 1969,
President Nixon proposed the 5 year goal that birth control services be
available to all U.S. women, and P.L. 91-572, the Family Planning
Services and Population Research Act of 1970, established Title X, Public
Health Service Act. The legislation was amended in 1975, 1978 and 1981
but the broad purposes and original intent have remained essentially the
same--to assist in the establishment and operation of a national program
to provide comprehensive family planning services to all people who want
and need the services but cannot afford them. Services are designed to
help couples plan for the number and spacing of their children to protect
the health of both mothers and their children, and to provide preventive
health care for low income women of child-bearing age. Section 1008 of
the law sepecifically prohibits the use of appropriated funds to support
abortion services.
Several Department of Health and Human Services (DHHS) agencies administer
programs related to the purpose of the Title X legislation. Basic population
and family planning research is administered by the National Institute
of Child Health and Human Development of the National Institutes of
Health. The provision of services and the related training, information
and education, and operational research activities are the responsibility
of the Bureau of Health Care Delivery and Assistance (BHCDA) of the
Health Resources and Services Administration (HRSA). In addition, the
Centers for Disease Control, Food and Drug Administration, National
Center for Health Statistics, Office of Adolescent Pregnancy Programs,
Health Care Financing Administration, and the Office of Human Development
Services are significantly involved and active in family planning efforts.
The Office of Population Affairs is responsible for the coordination,
monitoring, and evaluation of the various activities, as well as for
advising the Secretary and the Assistant Secretary for Health and Surgeon
General in matters pertaining to population and family planning.
The funding for Title X service delivery and related activities administered
by HRSA is the major Federal resource for direct delivery of family
planning services, accounting for 49 percent of operating costs in Fiscal
Year (FY) 1982. The remaining 51 percent is provided by Title V and XIX
(Social Security Act), State and local funds and patient fees. The
priority target group for these services is the 10.7 million women at
risk of unplanned pregnancy; specifically those from families with incomes
below 150 percent of poverty. The family planning services are funded
through project grants by the 10 DHHS regional offices. These services
are provided in clinic settings by health departments, hospitals, community
health centers, planned parenthood affiliates, mother and infant care

centers, and other public and private nonprofit agencies and through
private physicians under contract to provider agencies.
The service delivery component utilizes 96 percent of the total Title X
appropriation to the HRSA and the remaining funds support (1) general
and specialized skills training to about 11,000 clinic staff, including
155 nurse practititoners, (2) the development and dissemination of information
and education materials and tools for quality patient and community
education programs and (3) research to study ways to develop and transfer
techniques to service providers on improving the quality of care, clinic
accessibility and services to high risk and unserved populations. In FY
1982, the appropriation of $123,700,000 provided services to an estimated
3.3 million women through an organized delivery system of 4,100 clinics
supported by over 220 grantee organizations. Eighty-two (82) percent of
clients were from families with incomes below 150 percent of the poverty
index. An additional 900,000 clients received services from non-Title X
projects, and an estimated 2 million low income and high-risk clients
obtained services from private physicians.
Through consolidation of grantee organizations, by January 1983 the 4100
clinic sites will be supported by only 88 grants. Forty-eight of these
grants will be State agencies, 6 planned parenthood affiliates, and the
remainder other public and private non-profit entities. In 40 States

As nonprofit agencies, Planned Parenthood affiliates delivering services
at the community level are eligible to compete for monies available
under Title X either as direct grants or by contracting with State,
county and city health departments and other nonprofit grantees. In FY
1981, planned parenthood affiliates received approximately 21 percent of
the Title X funds ($34 million of the $161.7 million appropriation)
either directly or by contract with grantees.
The National Council of Churches Grant (#99-8-1875-12-4) was
funded through the Veteran's Outreach Employment Information
Service, then a division of the Employment Services Program in
the Employment and Training Administration (ETA). All funds
awarded under the contract were approved by the former Assistant
Secretary for Employment and Training.
This grant was used primarily to:
1. Set up rehabilitation programs in penal institutions
to rehabilitate veterans.
2. Fund discharge upgrade services, i.e. a release program
enabling veteran prisoners to attend college.
3. Assist in employment placement upon release from prison.
