As 1982 draws to a close, I want to compliment you on your
service to the President and our County. I believe the '82
elections provided a stabilizing effect and that we can look
forward to a steadily improving economic situation.
I also wanted to check on the book proposal on Nelle Reagan
that I left with Shirley Moore on November 4. Have you had an
opportunity to discuss it with the President? I think the book
could be a real contribution to the accumulating Reagan Family
literature, and an asset for the 1984 campaign. Jim Watt has
seen the proposal and thinks it's a great idea and is encourag-
ing my daughter Susan to proceed with the project.
I will be in Washington for a Bureau of Justice Statistics Ad-
visory Board meeting with Wm. French Smith at the end of
January and will try to contact your office then.

Knowing of the heavy load you carry on a day to day basis,
I have been careful not to burden you with correspondence
since the Administration has taken office; thus reserving
that opportunity for items that I feel are very important.
An opening is occurring for an appointment to the Federal
Farm Credit Board in the 11th Farm Credit District. Paul
I. Enns, from Bakersfield, has been nominated by the
Production Credit Association for this appointment.
I have known Paul for many years and worked very closely
with him when I was Administrative Assistant in Washington
with Congressman Bob Mathias in the late 1960's. We have
worked closely together since on a number of different
projects. I know him to be of the finest character and
to have eminent knowledge of the farm credit system. In
my opinion you could not find a better qualified individual
to fill this position. He is a life-long Republican and
has always been a strong supporter of Republican candidates
locally, and of President Reagan. I am enclosing a copy
of his resume and recommend him highly for this position.
I make this recommendation with the greatest confidence
that he will serve the President well and provide the
expertise and knowledge that is so vitally needed in the
depressed farm economy that we are experiencing at the
present time.

term with Governor Brown, and in the waning hours Governor
Brown appointed him to the Narcotic Addict Evaluation Authority.

B. T. Collins talked to Steve Merksamer in Governor Deukmejian's
office who said he would flag the appointment before making any
change and assured him that he would probably stay in the job.
If you are so inclined, Dale would appreciate it very much if
you would send a letter of recommendation to the Governor recom-
mending that he stay in this position for the next term (4 years).
He would also like Mike Deaver to send a letter of recommendation

Dear Mr. Deaver:
As a life-long RepublicanI feel I should convey to you,
not only my own thinking, but the thinking of vast numbers
of people in my community.
I was one of the organizers of the Young Republicans in
Wisconsin nearly 50 years ago, and a conservative Re-
publican while President Reagan was still a Democratic.
Second, may I remind the President that wise men change
their minds, fools never do.
I am not one who believes is subsidies as such, but it is
time we faced the realities of life.
The future of the Nation, as well as the future of the
Republican Party is at stske.
I am aware of the fact that with the exception of some four
years the Democratic Party has controlled Congress for
50 years.
Even while times were good they have piled up over 980 Bil-
lions of National Debt.
Two things appear to be very important at this time. First,
funds should be made available for mortgages up to 50,000.00
for building new houses. The rate of interest should be
9%, with the Government assuming the difference. This
would open the doors for a vast new building program.
Secondly, there is scarely a City of Village that is not
served by some railroad.
The state of the roadbeds is deplorable. In our own City
trains that used to come in at 50 miles per hour are now
limited to 15 miles per hour.

The financial conditions of the railroads make it im-
possible for them to repair the roadbeds.
The rebilding of the roadbeds would provide literally
thousands of jobs.
It would relieve the unemployment rolls, and would provide
payroll checks to thousands, and would provide income
tax instead of relief.
A long range of re-payment by the Railroads could be
worked out.
In time of National emergency we must depend on the
Railroads. Next to defense, this is most important.
I am well aware of the fact that you receive hundreds
of suggestions but I am certain that these two projects
would lighten welfare loads, and also give employment
to many thousand workers.
I sincerely hope the White House will give this serious
consideration.
The crisis is here and we must swallow somethings we
dislike to accomplish recovery.

I recently requested and now receive every morning at
7:00 a.m. a print-out from the Usher's office of all
papers sent to the residence after 5 p.m.
As you can see from the reports of the few days, the
President is consistantly getting papers after 5:00 p.m.
Many of these are briefing materials for the next days
meetings.
I have repeatedly asked that if briefing materials are
not in by 4:00 p.m. the day prior to the meetings, that
the meeting be rescheduled.
I would be happy to take the responsibility to enforce
the rule, but I can't do it after the fact.
Can you please meet with me and Dick Darmen as soon as
possible to resolve this once and for all.
