My communications director, Ms. Nancy Montgomery, has informed
me that following the memorial service on September 9th for the
victims of the KAL disaster you called to "order" her to instruct
our longtime contract photographer, Mr. Mort Broffman, not to supply
pictures to the New York Times and Time Magazine. She has informed
me that you demanded from her a written apology for the way in which
the cathedral in its press arrangements "embarrassed" you and "took
advantage of the President" and that your language and your posture
were threatening.
The facts as she related them to me are as follows:
In the interest of cooperation with the White House and cog-
nizant of the pressures under which you work, we agreed to a policy
for this service which included two still photographers, yours and
ours. We joined with you in not wishing to intrude on the President's
privacy as a worshipper. Ms. Montgomery specifically mentioned to
your subordinates, Mr. Hart and Ms. Haggard, that Mr. Broffman would
sell pictures to the New York Times, Time Magazine and Associated
Press, a practice we normally allow.
After the fact you called to browbeat Ms. Montgomery into getting
Mr. Broffman to withdraw his pictures, completely ignoring her repre-
sentations regarding her prior conversations with your staff.
Please understand, Mr. Speakes, that Washington Cathedral is
not an extension of the White House, but an independent, religious
institution separated by the provisions of the first amendment from
the government. You do not make press policy for us. Rather, out
of a desire to be helpful, we cooperate with you. I am sure you
recognize that this spirit of cooperation involved hundreds of hours
of the time of our professionals seeking to accommodate the needs of
the White House, the Secret Service and the Department of State.
This we are happy to do but it should be remembered that we do this
out of a sense of civic and moral obligation not out of organizational
or legal compulsion. The service was a public service of Washington
Cathedral, not a "private service" as you described it to Ms. Mont-
gomery.
This cathedral has worked closely with every presidential staff
since Theodore Roosevelt and Ms. Montgomery has worked with every press
secretary since the Eisenhower administration. She and I are not unaware
of the enormity of your task and until your call have received nothing
but appreciation for our cooperative spirit.
Nevertheless cooperation does not include obsequious bending to
browbeating behavior. Rough language and threats are not appropriate
commerce between state and church. Ms. Montgomery informed me that you
said if she did not agree to your post facto demands, the President
would not return to Washington Cathedral. I trust his decisions regarding
participation in worship at Washington Cathedral are made on a basis
larger than pooling arrangements involving the sale of pictures.
We look upon the national services at Washington Cathedral with
some satisfaction and trust they have well served both the national
interest and the glory of God. We trust also that they have been of
pastoral support to the victims of terrorism and injustice and a force
for reconciliation for the nation as a whole. We welcome the partici-
pation of the President and look forward to his return.
I know that relationships with your office will continue to be
cordial and productive and write in that spirit and with that hope. I
look forward to hearing from you soon.

Dear Michael,
The years have passed but I still remember the San Jose piano player
performing all those evenings when we were in college. Thomas and
I have, of course, followed your career and keep in touch with more
personal aspects of it from Tim Murphy and indirectly from Berg Benson.
Thomas and I are living in Laguna Beach. He is practicing law in
Orange, and I am vice president of marketing and promotions for a
Spanish advertising and promotion agency.
I became informed through a television news update that you were heading
up a task force on women's issues. I am acutely interested in this area
and for several years I have been actively involved with women's issues,
mainly as a counselor with the University of California at Irvine's
Women's Center. After interviewing countless women during these years,
the knowledge I have gained has really sparked in me a concern to see
task forces such as this one develop. Michael, I am interested in
learning your objectives and willing, if you need any help in California,
to donate some of my time.
I know you are busy, but it would be great to hear from you. One of my
most vivid recollections of you during those years is one that formed
when Thomas, I, you and Berg were playing bridge in our apartment and
you trumped Berg's (your partner) ace. He stood up, threw down his
cards, said a few choice words and we all ended up laughing at his antics.
The result was, however, to avoid Berg as a partner!
I wish you all the best, Michael. I always felt you were such a genuine

I guess I received your answer to my July 5th letter last Thursday
from John Herrington.
"Crushed" is probably not a strong enough word to describe my feelings.
However, I do know in my deepest of hearts that everything works together
for the best. In time I'll accept that. I'm not sure I'll ever really be
capable of forgiving those that kept me "strung out" for a year - the worst
year of my professional life - at least so far.
It was terribly clever of the Sr. Staff to hold off the nomination of
the Hispanic woman for U.S. Treasurer until the first day of National Hispanic
Week. That was a real stroke of genius. I'm hopeful that Mrs. Ortega will
bring the necessary hispanic votes to re-elect the President next year.
Thank you for your support of me for the Treasurer's position. Just
being considered for such a prestigious office is an honor. You've contributed
to my political education Mike. Thank you for that too!

Dear Mike:
Since 1974, the Central Labor Council of Phoenix, Arizona,
operated a Food Bank Program. One day each year lettercarriers,
in the normal course of their duties, picked up donated canned
goods and other non-perishable foods along their mail route.
Participation by the lettercarriers was entirely a volunteer
effort. The Program was immensely successful, producing 60 - 90
tons of food in one day. Under the Democratic President in 1978,
the Postmaster General stopped the Phoenix effort on the grounds
that it was an unauthorized use of government vehicles.
In April, the White House instructed the Postmaster
General to allow the volunteer letter carriers to pick up the
food donations. The labor union leaders were most grateful.
While the President was in Phoenix visiting his ailing mother-in-
law, the union leaders sought to thank the President for helping
them to continue feeding the hungry. The unions were prepared
to escort the President through St. Vincent De Paul's Church-warehouse
and visit the senior citizens receiving the donations. The unions
were told that the President refused to take credit for removing
the regulatory obstacle enabling them to feed the hungry and that
the President's good deed must not be recognized by either the parti-
cipating labor unions, those receiving the food, or the citizens
of Phoenix. Subsequent to the wishes of the Postmaster General,
the President's involvement remained secret.

by the Department of Defense since the band would just
be utilizing the church facilities as a non-sectarian
activity for the benefit of the entire community. To
