Dear Mr. Deaver, I understand that you may need a speechwriter for the President. If so, I'd like very much to talk to you about it -- and, perhaps, offer a no-obligation trial run. I am, in brief, a multi-media writer who is deeply interested in political and foreign policy issues, who believes that the President can communicate more effectively than at present, and who, in past years, wrote speeches for a wide variety of public and private people. In a prior incarnation, I was an editorial consultant to the Civil Rights Commission under Eisenhower and Johnson. In that capacity, I wrote speeches for President Johnson, Attorney General Herbert Brownell, Senator Ed Muskie, and others. I also served as special editor of a book on 100 years' progress on civil rights in America. Later, I wrote speeches on housing and urban planning for Muskie and wrote a variety of speeches for members of the House and Senate on oil and brick depletion allowances (defending them) and on the positive effect on local economies of the food industry. I also wrote perhaps 100 speeches for various trade association heads on issues affecting their industries. If you possibly recall my infrequent correspondence with you, I've made suggestions for 5-minute talks by the President on broadcast media (I think your people used my suggestion for radio but not for TV), and for handling of various foreign policy and domestic issues. Unfortunately, I don't have copies of speeches written in the past. Instead, to give you a sample of my general writing and thinking, I'm enclosing an essay that I'm offering to a magazine. It's a spinoff of a. year's research on issues of war, peace, and morality for a foundation proposal for documentary film production. If what I've said and written interests you, please call me. It's from my wife, Mary Cele. ( A Math/English major and my most reliable of all consultants.) Any consideration you or your designates might believe it to merit will, as always, be deeply appreciated. As an aside, when 007 was hit, many asked my reaction--to it and the President's response. (I was not surprised to hear it was you who promted his immediate return from California.) For whatever it might be worth in early campaign strategies, here's what I found myself saying: The incident finally puts into perspective for everyone--what the President has known all along. The Soviets are the enemy. Ronald Reagan, I contend, took this job in 1980 for reasons other than the usual motivators of great men--fame, power or money. He'd enough of all three to anticipate a super retirement. which he gave up to run. His prime motivation, instead, was to place two subjects on the national agenda: (1) The Soviets are the enemy. (2) So is big government here. For 1984, I say, he'll run agilah because it's just like 1978-79 all over. Who else is there (with the courage and charisma) to further sell this agenda if he doen't run? So he'll run and he'll win. End of comment, Mike. But I've found these simple basics will convince diverse people of his motives. so perhaps there's something appropriate to the campaign. If, by international law, all intercontinental aircraft were required to be equipped with a color-coded computerized language translater, never again would 269 persons be shot down with an excuse of inability to communicate. Current world opinion would pressure the Soviets to seriously consider adoption. Such a computer system should be able to be easily and inexpensively developed and incorporated into all flights. The color code could be yellow for "you are entering private (enemy) territory"; red for, "You have one minute to begin departing or we shoot"; blue could be symbolic of, "I didn't know - Sorry, I'll leave"; orange could be, "We are in trouble and plane needs escort out or down"...etc. Theoretically there could be two color boards - sending and receiving, to insure records are kept.
