WIRING OF THE EAST ROOM
The wiring of the East Room is a long involved ongoing 2 year project which has
been approved by the Ushers office, Secret Service, John Rogers office and the
Networks. $250,000 has already been allocated by the networks to proceed with
this project but it has been held up by this one important factor.
Where will the remote truck park for the live feeds?
Essentially a terminal will be placed in an area where the remote trucks can
plug into to avoid stringing cables and the usual mess involved in a live event.
That's
it one outlet. There has been confusion as to where this outlet
would be placed in accordance to where the remote trucks would be parked.
As you know the remote trucks have been parked on the upper drive outside the
East room for easy access in and out of the White House. It is my understand-
ing that Rex Scouten and Mike Deaver do not want it parked there but on the
lower level by the family theatre/library.
The Secret service does not want the truck parked in this area because it is a
fire lane. The networks assure us that a fire truck can get around their small
truck
or if need be, they can unplug from the terminal and be out in one
minute. A CBS truck is willing to demonstrate this to Mike Deaver at his con-
venience.
In essence this is the decision:

April 17. Needless to say I am thrilled with

How about "leaking" something to a friend from
time to time to build my credibility and editor
interest? It seems to me that one way to

my dear mike,
Many thanks for your letter of March 14, 1984 and I am happy
to know that the President reacted favourably to my proposal
and that he is infact already generally enthusiastic about
the idea of making available to China much needed technology
and equipment in the area of the people's health. Let us
hope then that this will lead to the possibility of his
making a positive symbolic gesture when he is in that country.
For your information, I did make an indirect indication to
the Shanghai authorities that I was suggesting to President
Reagan to consider some help with the City's medical facilities.
During the Easter Holiday from April 20 to 24, I will be in
Hawaii with my wife for a few days' relaxation. I know that
the President and you will be passing through Honolulu then
on your way to China. If possible, I would very much like
to have a chance of seeing the President there. If this is
unarrangeable, then I would of course like to see you. I am
staying at the Kahala Hilton and you could perhaps ask Governor
Ariyoshi to contact me.
During the period of the President's China visit, I will be
in Nanjing (Nanking) on April 26 to preside over the annual
board meeting of our shipping related joint venture company
with China and will pass through Shanghai on 27th on my way
back to Hong Kong, probably missing the President's visit
there.

Visit to Tornado Damaged Areas
I. Possible Events
1. Inspection of Damaged Areas - Since the tornado's path followed
along the North Carolina/South Carolina state line, the President
should probably inspect both areas. I suggest that he view one
state's damaged area from a helicopter and then inspect the other
state's damaged area from the ground.
2. Meeting with Homeless Residents and Clean-up Volunteers - Several
centers have been set up to provide shelter for those who have lost
their home as a result of the tornado. Although they are filled to
capacity now, it is anticipated that by Monday many of the homeless
will have relocated to the homes of friends and relatives. If the
shelters are beginning to empty, we could expand the crowd to
include the many volunteers who have been involved in the clean-up
operations.
II. Suggested Cities:
South Carolina
1. Bennettsville, South Carolina (Population: 9,000) - According to the
Emergency Management Office in Columbia, South Carolina, this was
the hardest hit city. As the attached photo indicates, an entire
shopping center was flattened.
There is presently an emergency shelter set up at the Shiloh Baptist
Church which is housing approximately 100 people.
North Carolina
1. Red Springs, North Carolina (Population: 3,600) - According to the
Emergency Office in Raleigh, North Carolina, this was the hardest
hit city. By all accounts, the city has been "completely wiped out."
There are approximately 250 people being housed in the National Guard
Armory and local churches.

2. Mount Olive, North Carolina (Population: 5,100) - This severely
damaged area has received a substantial amount of news coverage.
According to the town clerk, there was a greater amount of damage
to residential property than commercial property.
The National Guard Armory has been set up as a shelter for the
homeless. At one point, there were 300 people staying there, but
the number is beginning to drop. The Red Cross is planning on
setting up a trailer camp for the 125 families who have lost their
homes.
III. Airport
1. We have been informed that the Florence, South Carolina Airport is
equiped to handle a 747. It is helicopter distance from all three
cities.

Dr. Benjamin Mays, a leader in higher education for
Blacks, died on Wednesday of this week. He was an
inspiration to Dr. Martin Luther King as President of
Morehouse College. His funeral is scheduled to be held
in Atlanta on Saturday.
Both Mel Bradley, of OPD, and the Department of Educa-
tion recommend that the Administration send a represen-
tative to this funeral.

Maude Chasen is my mother-in-law. She
told me of enjoying the company of your
wife at a recent dinner at The White
House. During the conversation, last
summer's birthday party for Mrs. Reagan
was discussed. Maude mentioned that her
grandson (our son) was in attendance as
one of Chasen's personnel and was includ-
ed in a great picture with the President.
Do you think Mr. Reagan might be able to
autograph the enclosed picture? It would
be very much appreciated.
Our boy, SCOTT McKay, age 19, graduate of
Brentwood School in L.A., registered
Republican, is now attending Arizona State
University in Tempe with a major in Adver-
tising. He is the lad to the left of the
President (with his arm around him).
For some years, we have been having our
family portraits taken by Merrett in Cen-
tury City and he wanted to be remembered
to you and the President.

This is just a reminder of our conversation last
night about Lee Weil and his interest in becoming
Ambassador to Nepal.
As I told you, Lee goes back with us to our initial
attempts to organize New York. He worked very hard with
Bill Casey, Charlie Wick, Max Raab and me, starting on
the announcement dinner and all the way through the cam-
paign. He's a fine individual who has labored for years
in the conservative vineyards of New York. I think he de-
serves the appointment and would do a good job as well.
Carolyn, I think, was very impressed by him, too.
She met him in Kitzbuehel as he was our chief organizer
of the trip.
