Dear Mr. Deaver:
I commend to your attention, and that of the President, for
consideration for the Presidential Medal of Freedom, the distinguished
historian, biographer, novelist, and critic, Paul Horgan.
Versatility has been the hallmark of Paul Horgan's career. In
addition to his writing, for which he has received Pulitzer Prizes in both
history and biography, he is an accomplished painter. Although undertaken as
adjuncts to his research, to provide visual records of places and scenes he
wants to recall, his watercolor drawings and paintings have been the source of
illustrations for his books and have been shown at the Beinecke Rare Book and
Manuscript Library at Yale. Paul Horgan also studied music as a young man and
has put his musical training to good use in his memoir of Igor Stravinsky and
other writings and as Chairman of the Board of Trustees, Santa Fe Opera. He
is also a man of the theater, as a playwright, stage designer, and even as an
occasional performer.
Despite this versatility and the great variety of subject matter in
his fiction, it is chiefly as a novelist and historian of the West that Paul
Horgan is best known. Much of his fiction is set in the Southwest, where he
grew up. In some ways he inherits the mantle of Willa Cather, and in Lamy of
Santa Fe he provided the biographical counterpart of Miss Cather's Death Comes
for the Archbishop. Perhaps his greatest achievement is Great River: The Rio
Grande in North American History, 2 V., 1954, to which he devoted years of
travel and research. As Edmund Fuller put it in a recent Wall Street Journal
(March 13, 1984), Horgan is certainly "one of our most distinguished men of
letters." In fact, he revivifies that ancient designation.
Paul Horgan is not neglected; many awards have come to him.
Nevertheless, the time has come, I believe, for the highest award our
Government can provide, and I commend him to your consideration.

PPF instructors will demonstrate aerobic exercises with possible

APRIL 9, 1984 - TOURIST FITNESS WEEK

PPF instructors will provide an aerobic demonstration and aspects
of the National Fitness Test for tourists awaiting their White
House tour. Area hotels are asked to make PPF literature avail-
able to tourists during their stay in the Washington area.
(Also trying to get for public distribution the Dept. of Trans-
portation jogging maps that cover five or six different routes)
APRIL 16, 1984 - CORPORATE FITNESS WEEK
* Over fifty (50) corporations and businesses in the metropolitan
area have joined PPF. During this week they will be distributing
fitness information to their employees and families; have fitness
instructors come out to their office locations to put employees
through a workout; and host guest speakers to address fitness
issues.
* PPF fitness literature will be distributed to over 250 Washington
corporate representatives through the United States Chamber of
Commerce.
APRIL 23, 1984 - FEDERAL FITNESS WEEK
*
Federal departments and agencies will turn out their employees
onto the sidewalks in front of their buildings for aerobic
and National Fitness Test demonstrations. (April 25th, Noon)
*
A fitness demonstration will be conducted on the western steps
of the United States Capitol. (Senator Richard Lugar and
Congressman Bob Edgar) Noon, April 25th.
*
Federal departments and agencies will develop their own fitness
program and demonstrations for this week, i.e., State Department
April 24th, 11:30-1PM (Not Open To Public)

Joggers will be asked to wear runners bibs while jogging around
the Washington area during this week. These bibs will read
PPFF "I JOG FOR FITNESS".
APRIL 30, 1984 - PARKS AND RECREATION FITNESS WEEK

PPF officials and supporters will present "Washington's Fittest
Awards" at scheduled park events (Saturday, April 28th).
PPF instructors will demonstrate components of the National
Fitness Test. Washington Federal cheerleaders will be worked
into these activities.
MAY 5, 1984 - ELLIPSE TESTING

PPF will administer the National Fitness Test to approximately
1,000 individuals of which 500 will be invited guests.

Military units will again demonstrate their approach to physical
training.

returning from his present assignment as Ambassador to Fiji.
In that event, I would again like to submit the name of Belden
Bell for appointment to this foreign policy position.
I have known Belden for some time, both in his capacity as a
congressional candidate in Southern Indiana who lost an election in
1976 by 4/10 of one percent of the vote, and in his solid career in
the foreign policy arenas of this administration. In addition to his
present USIA congressional affairs post, Belden served as foreign
policy and defense advisors coordinator under Richard Allen, later
serving on the State Department Transition team and then as Deputy
Assistant Secretary of State for Congressional Affairs at State.
Belden is a loyal Reagan supporter, serving on a voluntary basis
for the Reagan campaign in 1980 where he performed extensive liaison
services with Capitol Hill. He has extensive knowledge of issues and
events in the Pacific theatre as well as Latin America and Southern
Africa.
A life-long Republican, Belden was a supporter of then-Governor
Reagan during his own congressional campaign, a fact which alienated
some of the party support he might have otherwise received, to his
detriment in this very close race.
I feel that he is eminently qualified for this important post
and that he would acquit himself well on behalf of his country and
his President.

Dear Mike:
A student cast from California State University-Fresno (CSUF) has
been selected by the American College Theatre Festival to present a
performance of "The Taming of the Shrew" at the John F. Kennedy Center
for the Performing Arts on April 13 and 14, 1984. The selection was
made by the American College Theatre Festival and compares at its level
of achievement with the Academy Awards in the motion picture industry.
It is a singular honor achieved by only six other institutions. As a
Member of Congress representing the district in which CSUF is located, I
share in the pride felt by students, faculty, and the community.
As you are aware from a previous letter to you from CSUF President
Harold H. Haak, the cast of this award-winning production has elected
President and Mrs. Reagan honorary members of the cast. President Haak
also inquired if it would be possible for President and Mrs. Reagan to
attend one of the performances to be presented by this talented
ensemble, or to meet at some other location so that a token of the
