Thank you for your letter of July 2, supporting the
proposal for the issuance of a stamp honoring Moses Ben
Maimon on the 850th anniversary of his birth in 1985.
The Citizens' Stamp Advisory Committee has the task of
reviewing the thousands of stamp subject proposals we
receive and making recommendations to me for final
approval. Of course, only a few subjects can be
selected because of the limited number of stamps issued
annually.
The Committee previously considered the proposal to
commemorate Moses Ben Maimon, but did not recommend
issuance of such a stamp. However, in view of
continued interest in this subject, and especially your
personal interest, the proposal has been placed on the
agenda for reconsideration at the next Committee
meeting.

that "Reagan Round-up Day in Massachusets
was a complete flop. No Reagan people were
present. The few who attended were from
the Richardson and Shamie campaigns. Less
than three people wore Reagan buttons.

Bush's 1988 campaign they have forgotten
there is a President named Ronald Reagan.
We won by 4,000 votes in '80; if something
isn't done soon, you can forget Mass. in

Telephone Call from Mr. Ronald Reagan, Jr.
I have attached a memorandum from the White House Communications
Agency explaining the circumstances surrounding Ron Reagan,
Junior's attempted telephone call last week. In effect, Ron,
Junior telephoned the Secret Service and not the Signal Board.
Because of that, Signal Board procedures for validating calls to
the First Family were never implemented. Had he called the Signal
Board, the procedures described in paragraph 3 of the attached
memorandum would have been followed.

Proposed Presidential Trip to McGuire Air Force
Base, New Jersey
General Mike Jackson has contacted me about a pending
invitation to the President to dedicate the Major Thomas B.
McGuire Memorial at McGuire AFB, New Jersey.
This would be an excellent forum for the President to
present a major National Defense speech in the Tri-State
area of Connecticut, New York, and New Jersey where defense
related industry is particularly heavy.
Regarding the McGuire Memorial dedication:
1) A crowd of 200,000 to 300,000 people comprised of
both military and civilian personnel could be raised in the
region due to the accessibility of McGuire.
2) The National Defense/Leadership issue is a major plus
with blue collar Catholic voters, essentially the swing votes
in all three states.
3) Because the dedication is on a military base, security
will be easier to handle. The turnout of military families for
the event also satisfies a major target for our voter registra-
tion drive.

BURDEN TO DEVELOPING COUNTRIES
BRUSSELS, June 29, 1984--The U.S. deficit is a serious world problem
causing developing nations to pay three percentage points higher interest
rates than they would otherwise have to pay, according to J. Peter Grace,
former chairman of the President's Private Sector Survey on Cost Control and
chief executive officer of W. R. Grace & Co. He outlined this difficult
international economic situation as a reason why his cost control survey's
recommendations must be implemented.
At a speech here today to the American Club of Brussels, he called the
3-1/2 billion people living in less developed countries "the real poor in the
world." He noted that the U.S. has "an annual gross national product per
capita of $14,130, while they are working with an average of $700, so we have
20 times what they have."
On the developing countries' total external debt of about $800 billion,
Mr. Grace states, the additional interest caused by U.S. deficits "amounts to
a special tax on them of $24 billion per year, and that's the total GNP of 34
million of the world's poorest people."
Mr. Grace cited Argentina, which must pay an additional $600 million
over the next year on its $45 billion foreign debt because of rising U.S.
interest rates.

Mr. Grace, however, rejected the idea of raising taxes as the solution
to the deficit situation.
"This solution is no solution at all," Mr. Grace found. "You have to
understand that 90 percent of all taxable income in our country is accounted
for by income which flows through the $35,000 bracket and below. Only 10
percent is generated by brackets above $35,000.
"Therefore," he pointed out, "if a significant amount of money is to be
raised by increasing taxes, it is the lower- and middle-income taxpayers--who
are already overburdened--who will have to pay." Mr. Grace cited disparate
increases in earners' taxes and incomes since 1948, saying, "The very people
we have to look to for increased taxes have already seen their taxes go up 246
times while their income rose only 7.6 times."
Mr. Grace rejected this solution as inequitable to lower wage earners.
"If we were to attempt to balance the budget by raising personal income taxes,
the median family would pay 73 percent more than they do now."
For the critics that propose raising taxes on the rich to balance the
budget, Mr. Grace said: "Even if you started at the fairly modest level of
$35,000 and confiscated all the income not already taxed from that level and
above, you would net only enough to keep the government running for 41 days."
Stating that "Congress serves, first, its own special interest groups,"
Mr. Grace called for Congress to address itself to the 2,478 cost-cutting
recommendations outlined by the Grace Commission. "They will find that they
can improve the government's financial situation in the next 16 years by a
total of $10.5 trillion." He added: "That's a long-term solution, not just a
quick fix."

As part of the survey Mr. Grace headed, Data Resources, Inc. examined
all the government's formularized expenditures, projecting transfer payments
of $1.3 trillion in 1995 and $2.44 trillion in the year 2000. "Therefore,"
Mr. Grace warned, "the annual deficit in the year 2000 will be $1.966
trillion; the Federal debt will be $13 trillion; and annual interest on debt
will be $1-1/2 trillion." Mr. Grace told of his commission's savings
amounting to $122 billion a year, and go or no go with them means $10.5
trillion through the year 2000.
Mr. Grace called for spending cuts to reduce Federal deficits. "All the
waste and inefficiencies in the Federal government can be traced to system
failures and restraints put on the management of the Executive Branch by the
Congress."
Illustrating some Federal government failures relative to the private
sector, Mr. Grace said:

The Department of Housing and Urban Development (HUD) makes only
three attempts to collect delinquent loans versus 24 to 36 tries in
the private sector and, therefore, a high delinquency rate prevails.

The U.S. Forest Service gave away $235 million of firewood in 1981.

The Federal grazing program collected $15 million in grazing fees
while providing $41 million in services.

A Veterans Administration (VA) hospital in the Bronx cost $191,300
per bed, about double the $97,400 per bed spent constructing the
comparable Duke University hospital.

Half the government's computers are so old that manufacturers no
longer service them. Additional personnel expenses amount to $1
billion over three years.

Private sector inventory replenishment techniques could save the
government $4.5 billion over three years.

It costs the Army $4.20 to process a payroll check VS. a $1.00
average in the private sector.

The Federal government does not negotiate volume discounts on its
enormous freight charges.

The General Services Administration employs 17 times as many people
and spends almost 14 times as much on building management as a
comparable private sector firm.

Pension benefits in the Civil Service Retirement System are three
times those in the private sector.

Average utilization of Federal vehicles (excluding the Postal
Service) is 9,000 miles per year, which is 64 percent less than the
25,000 miles per year that private rental firms consider to be
effective utilization. Failure to recondition vehicles prior to
resale, as is common in the private sector, lowers the government's
resale revenues by $15.8 million over three years.

"B-17 Flying Fortress 50th Anniversary Committee"

Dear Mr. Deaver,
Enclosed you will find a copy of your letter to Robet C. Cozens concern-
your action to his request that the U.S. Postal Service issue a B-17 commemor-
ative stamp in 1985 to mark the 50th anniversary of the B-17 Flying Fortress.
Mr. Cozens wrote to you upon a request from a fellow B-17 crewmen by
the name of Leonard Herman that lives in Jenkintown , Pa..
I have been one of the many proposers to the U.S. Postal Service for a
B-17 stamp in 1985 to be first day issued in Seattle , Wash. during the B-17
50th anniversary celebration 26 - 28 July 85. For the past eight years we
proposers for such a stamp have compiled many thousands of petitions and
hundreds of endorsements from veteran and political areas.
My proposal is "B-17 Flying Fortress 50th Anniversary Stamp Block" and
it has gained endorsement from Vice President Bush U.S. Senators and Cong
ressmen, National Air & Space Museum , U. S. Air Force Museum and I could
go on and on.
The Citizens' Stamp Advisory Committee is a hand appointed committee
by the Postmaster General that is composed of persons outside of the Postal
Service. They review the many stamp proposals and select the 20 or so comem-
orative stamps to be issued each year. The PMG has the final approvel.
The Citizens' Committee has been negative on veteran area stamp proposals.
After much pressure thur veternan groups they got the Citizens' Committee to
approve for issue a stamp to honor World War I and Korean War vets. There has
never been a stamp to honor these vets.
For years WW II stamp suggestions have been sent to the Citizens' Committee
which they keep diverting to a World War II 50th Anniversary Stamp Series
1991-1995. This series sounds nice but these WW II vets wish to see these
stamps while their number is still large. They wish to see this WW II Stamp
Series now , but the Citizens' Committee won't budge.
Well our B-17 stamp proposals keep landing in this WW II stamp series
for consideration in 1995 not 1985.
We have invited President Reagan to this B-17 celebration in July 1985
to be on hand with our 20 some thousand B-17 veterans that will in attendance.
Frederick J. Ryan, Jr. advised to resubmit our request eight weeks ahead.
I know this is not the place to put or ask the President to contact the
Postmaster General on the issue of a B-17 stamp or my stamp block for 1985
but there is no other means. I say this because even with the Vice President's
endorsement the Citizens' Committee won't switch from the WW II Series.
If you feel this is not a postion for the Preident could you Micheael
contact the Postmaster General on this matter that concerns Robert Cozens
and all of us B-17 vets. I know you forwarded Mr Cozens letter directly
to the PMG but our feeling is this won't do the trick. A direct inquiry by
you or the Preident we feel will be the only saving factor to gain a B-17
stamp in 1985.
So in behalf of Robert Cozens , the B-17 vets and myself thank you for
time and consideration!

The Citizens' Committee completes it's work on 1985 in the second week
of July 84. So if you elect to contact the Postmaster General on this issue
please de SO before this second week in July 84. The Citizens' Committee
then moves on to 1986 and 1987 stamp proposals.
If you wish/contact Senator Barry Goldwater he knows of our concern
for this B-17 stamp. He has been backing my stamp block proposal because
he flew the B-17 in WW II.
Last of all the B-17 is America's most famous aircraft in more then
the sense of it's main role of a military bomber as Bob Cozens made light
to you. This aircraft in the post war years has served as a means in geo-
graphical survey and mapping , and still today a few B-17s are in the U.S.
Forest Service being used as water bombers to fight forest fires.
The issue of a commemorative stamp in honor of the B-17 in July 1985

In a letter to gun owners, the club said it had wanted to give

Mixing the Issues: Rep. Pat Schroeder, D-Colo., has attempted over
