MEMORANDUM FOR: DAVID GERGEN June 18, 1981 FM: KARNA SMALL NRC just called to alert us that on Oct. 9 - 1980 - two Israeli engineers from Haifa came in and sat down with 3 NRC engineers to discuss the general subject of protecting reactors from explosives. There is in existence: 1. a brief paragraph summarizing this meeting - which is not classified in which one of the NRC engineers expresses the view that because of the questions that were asekd by Israelis, he wonders if they were not interested in the offensive use of explosives against reactors (and not the defensive aspect). 2. a classified memorandum which goes into this in more detail. NRC is convinced that George Wilson of the Washington Post has one or both of these documents. NRC has confirmed to Wilson that such a meeting did take place, but the general subject matter on the general protection of reactors was given, but that's all. Frank Ingram (NRC Public Affairs) - talked to State about it and sees no reason to withhold unclassified verson. Apparently after that October meeting, the NRC engineers did not think to do anything about it - but now in hindsight - it might have been a good idea to be more alert. As far as we know, they told no one else about it at the time - only circulated in one division in NRC. Those 3 engineers are still on the payroll. I read a report that the Chairman of the Democratic Party says he would like to kick Phil Gramm out of the Party. As you know, Phil Gramm has been a tireless supporter of our efforts to control spending. Let me just say this. Controlling spending and restoring economic sanity is not just a Republican issue or a Democratic issue. It's an American issue, and I don't think it's our way to threaten to kick people out of any party for doing what they think is right. I can't advise Mr. Gramm what to do -- but I want to assure him this: there are millions of Democrats, Republicans and Independents who support what he does.
