VIETNAM
Background
Vietnam has a some 200,000 troops in Cambodia. Secretary Haig indicatedd
over the weekend that if Hanoi withdraws the troops and attends a UN
confedence IN on Cambodia in New York on July 13, then the U.S.
might support international economic assistance for Hanoi.
ARMS SALES TO N CHINA
-- Have not formally agreed to any single arms salex to China.
-- What Secretary Haig did agree to in China was that sale of weapons
to China would no longer be automatically banned. Rather they would
be placed in a classification that would permit a case-by-caee
evaluation.
-- Secretary Haig has also pointed out that Chinax has not i shown
a strong appetite for Amdri American weapons.

-- Leonid Zamyatin, chief spokesman of X Soviet Communist Party Central
Committee, proclaimed over weekend that À Poland's crisis had gone
beyhond economic field. Say its time f "for decisive action: to
take Poland out of a "catastrophic situation". Harshest attack het.
-- Polish Communist P1/2aty to convene an extramodinary congress next
month (July) Delegates being elected now.
-- Polish party leader, Stanislaw Kania, has just survived effort
by pro-Kremlin hard lineds to remove him.
-- Fear that Soviet troops may be mobilized in Poland before the
July party congress. That happened in 1968x in Czechoslovakia --
B Soviet military intervention came just before party congress
in Prague.
SETTLEMENT OF N.C. SEGREGATION SUIT
-- Educ Sect Bell announced Sat. that he had R reached "near formal
settlement" with University of N.C. in long-standing dispute over
allegations of lingering segregation in state's four year colleges.
State trheatened with cut off of federal aid. Govt. dropped prevenious
demandzs that UNC eliminate program duplication between white
and predominantly black schools (will instead of bolster offerings
of *rax five traditionally black schools); also set "goals" (vice
quotes) for increasing white enrollment in predominantly black
schools, black enrollment in

MCCann- Nomination has not been sent to the Senate. He is under active
consideration and his name is now in the process of * clearance.
Expect the clearance process to be completed within the next 2 weeks.
Air Traffic Controllers
Emphasis now continues to be on doing everything possible to avert
a strike.
President is monitoring the EXCENSE talks from Camp David. Lewis
is not assk asking him for a decision on anything.
Talks -- Drew Lewis is just getting K ready to re-enter talks with
Rali President Poli and the other negatistion negotiators. Expect to have
more on it coming out of that meeting.
In the event of a strike, the number X one priority will be upon
safety -- not upon keeping every single plane flying.
Military XX air traffice controllers -- for background purposes, -- deep
background -- the administration does have under review the possibility
of asking some 400 military air traffic controllers NN into service.
(Note there are some 17,500 controllers in PATCO -- and they say that
about 80% will go ga out on strike)
Rx Legkal injunctions -- While the emphasis is upon averting the strike,
the Justice Department is preparing the nexessary papers to seek
injunctions ****** against any walkout. President expressed to
Drew in the meeting Friday afternoon that he would like to have the
injunctions in place by & 7 a.m. Monday -- and Justice is moving
X to see that that is done.
On arrests -- objective K is to keep people on the job -- not in jail.
Will only arrest if we have to.

June 18, 1981
FM: KARNA SMALL
NRC just called to alert us that on Oct. 9 - 1980 - two Israeli
engineers from Haifa came in and sat down with 3 NRC engineers
to discuss the general subject of protecting reactors from
explosives. There is in existence:
1. a brief paragraph summarizing this meeting - which is not
classified in which one of the NRC engineers expresses
the view that because of the questions that were asekd by
Israelis, he wonders if they were not interested in the
offensive use of explosives against reactors (and not the
defensive aspect).
2. a classified memorandum which goes into this in more detail.
NRC is convinced that George Wilson of the Washington Post has one
or both of these documents. NRC has confirmed to Wilson that such
a meeting did take place, but the general subject matter
on the general protection of reactors was given, but that's all.
Frank Ingram (NRC Public Affairs) - talked to State about it and
sees no reason to withhold unclassified verson.
Apparently after that October meeting, the NRC engineers did
not think to do anything about it - but now in hindsight -
it might have been a good idea to be more alert. As far as we
know, they told no one else about it at the time - only circulated
in one division in NRC.
Those 3 engineers are still on the payroll.

Now, I want to pause here because there is something
that has been bothering me the last few days. I read a
report that the Chairman of the Democratic Party says he
would like to kick Phil Gramm out of the Party. As you
know, Phil Gramm has been a tireless supporter of our efforts
to control spending.
Let me just say this. Controlling spending and
restoring economic sanity is not just a Republican issue
or a Democratic issue. It's an American issue, and I don't
think it's our way to threaten to kick people out of any
party for doing what they think is right.
I can't advise Mr. Gramm what to do -- but I want to
assure him this: there are millions of Democrats, Republicans
and Independents who support what he does. They don't like
the idea of partisan threats, and neither do I!
