Appointments to the Advisory
Council on Historic Preservation
The Advisory Council on Historic Preservation consists of
(1) a Chairman appointed by the President from the general
public, (2) the Secretary of the Interior, (3) the Archi-
tect of the Capitol, (4) the Secretary of Agriculture and
the heads of four Federal agencies, the activities of which
affect historic preservation, appointed by the President,
(5) a Governor appointed by the President, (6) a mayor
appointed by the President, (7) the President of the
National Conference of State Historic Preservation Officers,
(8) the Chairman of the National Trust for Historic Preser-
vation, (9) four experts in specified fields appointed by
the President, and (10) three members of the general public
appointed by the President. 16 U.S.C. $ 470i (a).
I have no objection to the proposed appointments of Secretary
Baker and Chris Hicks as heads of agencies the activities of
which affect historic preservation, 16 U.S.C. $ 470i (a) (4).
Secretary Baker clearly fits this description, since he
heads the Treasury Department, the activities of which have
in recent years profoundly affected historic preservation,
primarily through tax incentive programs for restoration of
historic properties. The question of whether the Director
of the Office of Administration could be considered the
"head of an agency" was addressed and resolved in the
affirmative ("not without some doubt") in a June 18, 1984
memorandum for John Herrington from Mr. Fielding. In light
of that conclusion, I have no objection to Mr. Hicks's
appointment.
Michael Castle is Governor of Delaware, being appointed
pursuant to 16 U.S.C. § 470i (a) (5). He owns interests in
several real estate partnerships, but there is no suggestion
that historic property is involved.
William Althaus is Mayor of York, Pennsylvania, being
appointed pursuant to 16 U.S.C. $ 470i (a) (6). His Personal
Data Statement reveals no problems, but I would note that he
is up for reelection this November. If Althaus fails in his

reelection bid, his term on the Council will expire along
with his term as mayor. 16 U.S.C. § 470i (c).
Jennifer Dunn is being appointed as a member of the general
public, pursuant to 16 U.S.C. § 470i (a) (10). She is Chairman
of the Washington State Republican Party. Cynthia Grassly
Baker is to be appointed Chairman of the Council pursuant to
16 U.S.C. § 470i (a) (1). Active in Colorado Republican
affairs, Mrs. Baker was until recently involved in promoting
private sector activities at the National Endowment for the
Arts. Her spouse is a CPA, with some interests in real
estate partnerships. Mrs. Baker has represented that those
interests present no conflict, and they do not appear to
implicate historic preservation issues.

The President today announced his intention to nominate John Blane,
of Illinois, to be Ambassador of the United States of America to
the Republic of Chad. He would succeed Jay P. Moffat.
Mr. Blane served in the United States Army in 1953-1955. He
entered the Foreign Service in 1956 and was Vice Consul in
Mogadishu (1957), in Asmara (1958-1960), and in Salzburg
(1960-1962). He attended Northwestern University in 1962-1963. He
was Political Officer in Yaounde, Cameroon in 1963-1966. He then
returned to the Department as Country Officer for Togo, Dahomey,
Chad, and Gabon (1966-1968), and Acting Director of Research for
Northern and Eastern Africa in the Bureau of Intelligence and
Research in 1968-1969. Mr. Blane was Deputy Chief of Mission in
Ft. Lamy, Chad in 1969-1972. In 1973-1975 he was Director,
Inter-African Affairs in the Department. He was on detail as
Director of Bilateral Programs Division of the Office of
International Activities at the Environmental Protection Agency in
1975-1977. He was Deputy Chief of Mission in Nairobi, Kenya in
1977-1980, and a Member of the Executive Seminar in National and
International Affairs at the Foreign Service Institute in
1980-1981. In 1981 he was a Member of the United States Delegation
to the 36th Session of the United Nations General Assembly in New
York City. Mr. Blane was Special Charge d'Affaires in N'Djamena,
Chad in 1982. He was then appointed Ambassador to the Republic of
Rwanda in September of 1982 and has served there until the present
time.
Mr. Blane graduated from the University of Tennessee (B.A., 1951;
M.A., 1956). In 1952-1953 he attended the University of Vienna.
His foreign languages are German and French. He is married to the
former Dianne Metzger and they have two children.

following individuals to be Members of the Advisory Council on
Historic Preservation for the terms of four years expiring July 10,
1989:
WILLIAM J. ALTHAUS, Mayor of York, Pennsylvania, will succeed
Virginia Workman Bremberg. He was elected to the position of Mayor
of the City of York in November 1981. Previously, he practiced
law in the City of York in 1976-1981. He graduated from Johns
Hopkins University in Baltimore, Maryland (B.A., 1969) and
Dickinson School of Law (J.D., 1976). He is married, has two
children and resides in York, Pennsylvania. He was born
January 28, 1948 in York.
GOVERNOR MICHAEL NEWBOLD CASTLE, of Delaware, will succeed Victor
George Atiyeh. He was inaugurated Governor of Delaware in January
1985. Prior to that time, he was Lieutenant Governor of Delaware.
He graduated from Hamilton College (B.A., 1961). He received his
law degree in 1964 from Georgetown University. He was born July 2,
1939 in Wilmington, Delaware where he now resides.
JENNIFER B. DUNN, will succeed Calvin W. Carter. She is Chairman
of the Washington State Republican Party. Previously, she was a
Systems Engineer for the Seattle Regional Office of IBM. She
graduated from Stanford University (B.A., 1963). She has two
children and resides in Bellevue, Washington. She was born
July 29, 1941 in Seattle, Washington.

The President today announced his intention to appoint Cynthia
Grassby Baker to be Chairman of the Advisory Council on Historic
Preservation for the term of four years expiring June 10, 1989.
She will succeed Alexander Aldrich.
Mrs. Baker was Deputy to the Chairman for Private Partnership at
the National Endowment for the Arts. In 1979-1982 she was Finance
Director for the Colorado Republican Committee; Sales
Representative for Johns-Manville in 1977-1979; Development
Director for the American Medical Cancer Hospital in Denver,
Colorado in 1976-1977; and Development Officer for John Grenzebach
and Associates in 1975-1976.
She is on the Advisory Council for Ford's Theatre and a member of
the Symphony Orchestra League and the Denver Center for Performing
Arts. She is married and resides in Denver, Colorado. She was
born June 25, 1946 in Denver, Colorado.

Highway Safety Advisory Committee
The National Highway Safety Advisory Committee consists of
ex officio members and 35 members appointed by the President,
no more than four of whom may be Federal officers or employees.
The appointed members
shall be selected from among representatives of
various State and local governments, including
State legislatures, of public and private interests
contributing to, affected by, or concerned with
highway safety, including the national organiza-
tions of passenger car, bus, and truck owners, and
of other public and private agencies, organizations,
or groups demonstrating an active interest in high-
way safety, as well as research scientists and
other individuals who are expert in this field.
23 U.S.C. § 404 (a) (1).
No member who has served a three-year term is eligible for
reappointment within one year following the end of his term.
23 U.S.C. § 404 (a) (2) (A). The purpose of the Committee is
to advise the Secretary of Transportation on highway safety.

the clearance process with respect to certain prospective
appointees to the National Highway Safety Advisory Committee.
We are unable to clear Joseph Ambrose, Hae Park, and Robert
Ling for this Committee, not because of any adverse informa-
tion concerning them but because we have no indication that
they comply with the statutory requirements for service on
this Committee.
The appointed members of this Committee:

SUBJECT:
Appointments to the National
Highway Safety Advisory Committee
You were recently advised that our office had completed
the clearance process with respect to certain prospective
appointees to the National Highway Safety Advisory Committee.
We are unable to clear Joseph Ambrose, Hae Park, and Robert
Ling for this Committee, not because of any adverse informa-
tion concerning them but because we have no indication that
they comply with the statutory requirements for service on
this Committee.
The appointed members of this Committee:
shall be selected from among representatives of
various State and local governments, including
State legislatures, of public and private interests
contributing to, affected by, or concerned with
highway safety, including the national organiza-
tions of passenger car, bus, and truck owners, and
of other public and private agencies, organizations,
or groups demonstrating an active interest in high-
way safety, as well as research scientists and
other individuals who are expert in this field.
23 U.S.C. § 404 (a) (1).
Please provide us with information indicating how Messrs.
Ambrose, Park, and Ling qualify under these statutory
criteria.

Commission of Fine Arts
By memorandum for you dated June 24, 1985 (attached) I
reviewed the prospective appointment of Carolyn Deaver, Roy
Goodman, and Diane Wolf to the Commission of Fine Arts. I
noted in that memorandum that three more prospective ap-
pointees to the Commission were in clearance, and that we
should wait and clear all six at the same time

I have now received Personal Data Statements
from the second set of three prospective appointees.
J. Carter Brown is Director of the National Gallery of Art,
and is being reappointed to the Commission. (The statute
makes no reference to reappointments, so they are permitted
under general principles of law.) Brown clearly satisfies
the statutory requirement that appointees be "well-qualified
judges of the fine arts," 40 U.S.C. § 104, and his PDS
presents no problems.
Neil Porterfield is Professor and Head of the Department of
Landscape Architecture at Penn State. He has received
numerous awards for landscape architecture, and has written
extensively in the field. I suppose it may be subject to
some academic debate whether landscape architecture is
considered one of the "fine arts," but there can be no doubt
that knowledge of the field will be highly useful given the
functions of the Commission. I accordingly consider Porter-
field qualified, and his PDS presents no problems.
Pascal Regan is a Beverly Hills sculptress, described as the
only person sculpting glass by hammer and chisel.
